2. Electricity Transmission <strong>–</strong> Changes to<br />
SLCs <strong>and</strong> SpCs<br />
Chapter Summary<br />
This chapter sets our proposed changes that are specific to ET Licensees. The<br />
proposed changes relate to amendments to existing, or the introduction of new, SLCs<br />
<strong>and</strong> SpCs. It also sets out our reasons for the proposed introduction/changes<br />
together with the intended effect.<br />
Question 1: We invite stakeholders to comment on the proposed changes to the<br />
SLCs SpCs in NGET‟s <strong>licence</strong> as outlined in this chapter <strong>and</strong> the actual <strong>licence</strong><br />
drafting in Supporting Document 1.<br />
Question 2: We invite stakeholder views as to whether SLC C18: Requirement to<br />
offer terms for connection or use of the GB transmission system during the transition<br />
period [ETC 92] remains relevant or should be removed.<br />
Question 3: We invite stakeholders‟ views as to whether SpC D15: Obligations<br />
relating to the preparation of TO offers during the transition period [ETC 92] remains<br />
relevant or should be removed.<br />
Question 4: Relevant Licensees are requested to provide written evidence to<br />
support the position that arrangements set out within B14: BETTA run-off<br />
arrangements scheme [ETC 93] have come to an end <strong>and</strong> hence the condition may<br />
be removed.<br />
2.1. We have outlined below our proposed changes to existing, or introduction of<br />
new, ET SLCs <strong>and</strong> SpCs, together with the reasons why we consider changes to be<br />
necessary <strong>and</strong> the intended effect of these changes. Similarly, we have also outlined<br />
changes for <strong>conditions</strong> that are broadly common in content across the ET, GT <strong>and</strong> GD<br />
sectors in Chapter 7: Proposed changes to common <strong>licence</strong> <strong>conditions</strong>.<br />
Overview of proposed changes to electricity transmission SLCs<br />
2.2. The following are proposed changes to SLCs that currently reside in Sections<br />
A, B C <strong>and</strong> D of the electricity transmission <strong>licence</strong>. SLCs within sections A <strong>and</strong> B are<br />
applicable to all electricity transmission <strong>licence</strong> holders. 12 SLCs within section C are<br />
applicable to the System Operator only <strong>and</strong> SLCs within section D apply only to the<br />
Transmission Owner (TO).<br />
