1. Introduction<br />

Chapter Summary<br />

This chapter sets out the purpose <strong>and</strong> structure of this document <strong>and</strong> identifies the<br />

scope of the <strong>licence</strong> changes proposed in this document. It also explains the<br />

differences between the different types of <strong>licence</strong> <strong>conditions</strong>.<br />

Purpose of this document<br />

1.1. This document should be read alongside the <strong>T1</strong> IP Documents for:<br />

� National Grid Electricity Transmission (NGET) <strong>and</strong> National Grid Gas (NGGT)<br />

with respect to <strong>RIIO</strong><strong>–</strong><strong>T1</strong><br />

� the FP Documents for SP Transmission Ltd (SPTL) <strong>and</strong> Scottish Hydro Electric<br />

Transmission Ltd (SHETL) with respect to <strong>RIIO</strong>-<strong>T1</strong><br />

� the <strong>GD1</strong> IP Documents for the GDNs with respect to <strong>RIIO</strong>-<strong>GD1</strong>.<br />

1.2. This document sets out our current thinking as to how the <strong>licence</strong>s of the<br />

transmission companies <strong>and</strong> GDNs should be amended to implement the <strong>RIIO</strong>-<strong>T1</strong><br />

<strong>and</strong> <strong>GD1</strong> price controls. It is the first of two <strong>informal</strong> <strong>licence</strong> drafting consultations.<br />

1.3. Following consideration of respondents‟ views, we intend to publish the<br />

Second Consultation this autumn. We will then conduct the requisite 28 statutory<br />

consultation in December 2012.<br />

Scope of proposed changes<br />

1.4. This document focuses on our proposed changes to the gas transporter <strong>and</strong><br />

the electricity transmission <strong>licence</strong>s of the transmission companies for the <strong>RIIO</strong>-<strong>T1</strong><br />

price control. As well as our proposed changes to the gas transporter <strong>licence</strong>s of the<br />

GDNs for the <strong>RIIO</strong>-<strong>GD1</strong> price control.<br />

1.5. Unless clearly stated otherwise, we are proposing changes to the following<br />

<strong>licence</strong>s only:<br />

1.6. For <strong>RIIO</strong>-<strong>T1</strong> - the electricity transmission <strong>licence</strong>s of NGET, SPTL <strong>and</strong> SHETL<br />

<strong>and</strong> the gas transporter <strong>licence</strong> of NGGT.<br />

1.7. For <strong>RIIO</strong>- <strong>GD1</strong> - the gas transporter <strong>licence</strong>s of the following GDNs:<br />

� NGG, with respect to its GDN business (NGGD)<br />

� Wales <strong>and</strong> West Utilities Limited<br />

� Scotl<strong>and</strong> Gas Networks<br />

� Northern Gas Networks Limited, <strong>and</strong>
