SHRI TATHAGATA SATPATHY : Unfortunately, in the last five years of UPA-I<br />

and now one-and-a-half years of UPA-II, you have not invested any sizeable<br />

amount in the field of agriculture. The population of this country has been<br />

growing by leaps and bound but today I do not know what the political<br />

compulsions are, what are the necessities. You are scared to talk about ‘family<br />

planning’. You have changed the name to ‘family welfare’. You have taken out<br />

every sign, every little activity that was going under the name of ‘family planning’.<br />

All your programmes have been trashed. You want to collect revenue so that you<br />

can spend that for poverty amelioration programmes. But this very moment, while<br />

we sit in this air conditioned hall and talk merrily, laugh and joke that the poor is<br />

suffering, what are we doing about them now? How do you address their problem<br />

today, this minute, you have no answers.<br />

All your yojanas when they go to the block, taluka or panchayat level they<br />

are nothing. They are just mere paper. Indira Avas Yojana, NREGA, all these are<br />

programmes to perpetuate poverty. You want to perpetuate poverty because you<br />

have a feudal mindset. The Raja is happy when the praja is in darkness and in<br />

misery. When the praja is eloquent, can speak out, can stand up for its rights and<br />

responsibilities, there exists no Raja. So, you believe in a system that perpetuates<br />

this mindset.<br />

SHRI N.S.V. CHITTHAN (DINDIGUL): There are no Rajas today.<br />

SHRI TATHAGATA SATPATHY : You are the Rajas. You represent the Rajas.<br />

You follow the Raja system which is a shame for a democracy like India.<br />

MR. CHAIRMAN: Please conclude.<br />
