In 2009 South West Monsoon affected large parts of the country resulting<br />

in drought. During the same period some parts of our country experienced floods.<br />

The extraordinary climate change also affected the productions of rice and other<br />

products. These also reflected in the increasing price rise.<br />

problem.<br />

We need to have an effective food management strategy to deal with this<br />

The Central Government as well as State Governments should take active<br />

steps to control the price rise. Sir, why the State Governments are not acting in<br />

time? They are only blaming the Central Government. They are keeping mum<br />

about the black marketers. Sir, if the State Governments will not take urgent steps;<br />

how can we control the price rise?<br />

The Price Rise is to a great extent, a reality but we should not forget the<br />

other side. Under 'Mahatma Gandhi National Rural Employment Guarantee<br />

Scheme' our government is spending crores and crores of money which is going to<br />

the hands of the poorest of the poor villagers of India. Is it a small or trivial issue?<br />

Considering the network throughout the country, our government is also spending<br />

crores of rupees for the benefit of downtrodden people.<br />

Being a member from kerala, I would like to submit a few lines for a<br />

special consideration. Being a consumer State the people of our State is suffering<br />

severely.<br />

The offtake of rice for the year 2009-2010, by the opposition ruled States<br />

like Bihar, Gujarat and West Bengal is very low when compared to many other<br />

states. Why are these States not utilizing the allocation? It is a very serious issue.<br />

These opposition ruled States are on the one hand blaming the Central<br />

Government and on the other hand they are not utilizing the allocations. This is<br />

the real picture of our country.<br />
