Sir, another factor that has accelerated the crisis is total neglect of<br />

agriculture. Agriculture has been neglected over the years. This is the<br />

Government in power for seven years. Is it a small period of time to revive the<br />

agriculture? Is it a small period of time to turn around the crisis in the agriculture?<br />

The Green Revolution has pitted out and a counter revolution of scarcity<br />

has set in. The basic reason for the Government which can be held responsible for<br />

the crisis, the total neglect of agriculture; not only that investment has declined,<br />

private and public investments in agriculture have declined. This is the basic<br />

reason why the country is being held to ransom by the speculators, by the online<br />

traders that my hon. Friend has just now referred to.<br />

Third point is the withdrawal of the subsidy, structural influence of the<br />

withdrawal of subsidy; and finally, even the prospect of a good monsoon could not<br />

stimulate the market. On top of everything, little attention has been paid.<br />

MR. CHAIRMAN : Hon. Member, please conclude now. There are a lot of<br />

Sir, on top of everything, little attention has been paid to enhancing the<br />

spread and penetration of Public Distribution System in the country. Therefore,<br />

there are three main factors responsible and the Government can be wholly held<br />

responsible for that, agricultural crisis, failure of Public Distribution System and<br />

speculative take over of Indian market.<br />

I hold the Government responsible for what? I hold the Government<br />

responsible because it did not strengthen the Essential Commodities Act. The<br />

Essential Commodities Act was diluted by the BJP Government. This<br />

Government did not strengthen the Essential Commodities Act. Secondly, bank<br />

credit for foodgrains was not contained. People’s money is being used for causing<br />
