Coffey was <strong>the</strong> l<strong>in</strong>k to <strong>Wegman</strong>, as per[SAI2007, p.3]::<br />

―Dr. Edward <strong>Wegman</strong> was approached by Dr. Jerry Coffey on 1 September<br />

2005 concern<strong>in</strong>g possible testimony <strong>in</strong> Congress about a statistical issue<br />

associated with paleoclimate reconstruction.<br />

– This approach was based on <strong>in</strong>dependent recommendations from Dr. Fritz<br />

Scheuren, ASA 100th President and from <strong>the</strong> National Academy of Science<br />

where Dr. <strong>Wegman</strong> chaired CATS.‖<br />

This is not how NAS does official NRC panels, [NOR2006] , so <strong>the</strong> NAS<br />

reference above seems strange. Likewise, <strong>the</strong> reference to Scheuren seems<br />

strange. If Congress wanted to work through Scheuren, it could have asked<br />

him to talk to <strong>Wegman</strong>, but <strong>in</strong>stead, <strong>the</strong> approach was <strong>in</strong>direct. I do not<br />

know whe<strong>the</strong>r Congress selected <strong>Wegman</strong>, and <strong>the</strong>n asked Coffey to<br />

approach him, or whe<strong>the</strong>r <strong>the</strong>y asked Coffey to suggest someone.<br />
