SSA ANNUAL REVIEW 2009/2010 30 ACTIVITIES REPORT SUMMARY OF BUNKER OPERATIONS IN SINGAPORE + MPA source. • Cruise Sub-Committee The Cruise Sub-Committee is chaired by Mr Frankie Tan of Harpers Shipping (Singapore) Pte Ltd. The Sub-Committee works closely with the MPA, the Immigration and Checkpoints Authority (ICA), the Singapore Cruise Centre (SCC) and the Singapore Tourism Board (STB) to develop and enhance the cruise shipping industry in Singapore. Due to the increasing popularity of Singapore as a port of call for cruise ships, the availability of cruise-ship berths has been a topic of grave concern for the Sub-Committee. Whilst expectations are that the completion of the new International Cruise Terminal at Marina South will eventually help alleviate the problem, the Sub- Committee, working with MPA, STB and other stakeholders, has been working urgently towards finding alternative and economical solutions in the interim. The Sub- Committee works closely with the MPA, terminal operators and service providers to overcome any problems associated with ship operations and port services in Singapore. Photo courtesy of PSA Singapore Terminals Centralised Crew Clearance Offices The Sub-Committee welcomed the establishment of Crew Clearance Offices at the Pasir Panjang and Keppel terminals in January 2010, as these centralised offices are beneficial and they facilitate crew signing on and off from ships. The Sub-Committee continues to work closely with PSA and the Immigration & Checkpoints Authority (ICA) to further enhance the services and facilities offered at the two crew clearance offices.
Extension of Port Dues The Sub-Committee welcomed MPA’s decision to extend the 10% port dues concessions for oceangoing ships and harbour craft till 30 September 2010. The Association is hopeful that the concession will continue for an extended period upon its expiry in September as the recovery for the shipping industry is still relatively weak. With regard to the 20% port dues concession for container ships that will expire on 30 June 2010, the Sub-Committee expects the MPA to extend the concession scheme further. Pilotage Services The Sub-Committee is appreciative of PSA Marine’s recent expansion of its pool of pilots to cope with the increased demand of the shipping industry. Nonetheless, in light of the concerns that newer, less-experienced pilots might be asked to serve unsupervised, the PSA Marine assured the Sub-committee that all its pilots are examined and certified by MPA. Trainee pilots, as the SSA was given to understand, will be under the close supervision of licensed pilots during their pilotage training. PSA Marine advised the Sub-Committee that its pilot training programme is subject to constant review to ensure that pilots are familiar with the conditions at any new terminals. In anticipation of possible increase in pilotage fees, the Sub-Committee had maintained that any cost increases in the near term would be ill timed and would pose unnecessary financial burden on the shipping industry and therefore stifle its recovery. Potential Dangers to Navigation The sea lanes outside Singapore port limits are increasingly crowded. While the traffic separation schemes in the Singapore Strait have been working well, there have been a number of contacts of vessels anchored OPL. As the situation is unlikely to improve in the short term, the Sub-Committee felt that it is important for the MPA to update the industry on how Singapore is planning to address navigational safety in the Singapore Strait. Manpower Issues Photo courtesy of Ecospec Global Technology Pte Ltd ACTIVITIES REPORT The constant delay and rejection of work permit applications for foreign workers to work in the harbor craft industry had raised some serious concerns among the operators. Discussions were held with the MPA to address the concerns and shortage faced by the harbor craft industry. This has resulted in a manning formulation being developed between the SSA and MPA. Further considerations of the formula will be required before being applied for the various sectors of the harbor craft industry. Meanwhile, MPA had been requested to address the delay and rejection problem faced by the operators with the Ministry of Manpower (MOM) and also to explore means by which the work permit applications for new seafarers can be expedited.
