ACTIVITIES REPORT
• Training & Development Sub-Committee
The Training & Development Sub Committee is
chaired by Capt Mark Heah of Jardine Shipping
Agencies. The role of the Sub-Committee is to
assist shipping staff in upgrading their professional
skills, and to support and cooperate with other
educational institutions in providing executive
training courses for the shipping industry.
The Sub-Committee continues to update and
renew the courses offered under its Executive
Development Program to ensure the courses
remain relevant in today’s market.
Executive Development Programme
• Introduction to Shipping
• Principles of Shipping Operations & Practices
• Principles of Shipping
Documentations & Practices
• Understanding Import/Export Techniques
and Documentation
• Principles of Shipbroking and Chartering
• Shipping Law & Disputes
• Compliance of the IMDG Code for Transport of
Dangerous Goods
• Container Management
• Marine Insurance
• Effective Written Communication in the
Shipping Industry
• Basic Course on the Code of Practice for
Bunkering (SS600:2008)
• Intermediate Course on the Code of Practice
for Bunkering (SS600:2008 Chapter 1 – for
Cargo Officers)
• Crew Operations Management
Developed jointly by SSA and STET, the new course
on Crew Operations Management is intended to
enhance skills and improve productivity of shorebased
support staff engaged in crewing operations
for ships. The course will commence in July 2010.
In addition to its internal courses, the Association
co-operates with the MPA and the Singapore
Maritime Academy (SMA) on other programmes,
namely the:
• Certificate of Performance (COP) Programme
• Diploma in Ship Operations & Management
(DSOM)
Skills Programme for Upgrading &
Resilience (SPUR)
SPUR or Skills Programme for Upgrading and
Resilience, is a 2 year enhanced financial support
scheme developed by the Singapore Workforce
Development Agency (WDA) in consultation with
tripartite partners - Ministry of Manpower (MOM),
National Trades Union Congress (NTUC) and the
Singapore National Employers Federation (SNEF)
to incentivize companies to train their (Singaporean
and Permanent Resident) employees during the
economic downturn with up to 90% course fees
and absentee payroll subsidies from the Skills
Development Fund.
Working closely with the Singapore Workforce
Development Agency (WDA), NTUC’s e2i
(Employment and Employability Institute), the
Singapore Industrial & Services Employees’ Union
(SISEU) and Maritime and Port Authority of
Singapore (MPA), SSA announced its series of
SPUR-funded courses to its members, just 11 days
after SPUR was officially launched in December
2008.
As a result, 1370 employees underwent courses run
by the SSA Executive Development Programme in
2009, more than double that of the 582 trained in
2008.
In recognition of SSA’s contribution to the skills
upgrading of the maritime industry during the
economic downturn through SPUR, the Association
was awarded the “Upturn the Downturn” award
presented by the National Trades Union Congress
(NTUC) in April 2010.
