ACTIVITIES REPORT<br />

• Training & Development Sub-Committee<br />

The Training & Development Sub Committee is<br />

chaired by Capt Mark Heah of Jardine <strong>Shipping</strong><br />

Agencies. The role of the Sub-Committee is to<br />

assist shipping staff in upgrading their professional<br />

skills, and to support and cooperate with other<br />

educational institutions in providing executive<br />

training courses for the shipping industry.<br />

The Sub-Committee continues to update and<br />

renew the courses offered under its Executive<br />

Development Program to ensure the courses<br />

remain relevant in today’s market.<br />

Executive Development Programme<br />

• Introduction to <strong>Shipping</strong><br />

• Principles of <strong>Shipping</strong> Operations & Practices<br />

• Principles of <strong>Shipping</strong><br />

Documentations & Practices<br />

• Understanding Import/Export Techniques<br />

and Documentation<br />

• Principles of Shipbroking and Chartering<br />

• <strong>Shipping</strong> Law & Disputes<br />

• Compliance of the IMDG Code for Transport of<br />

Dangerous Goods<br />

• Container Management<br />

• Marine Insurance<br />

• Effective Written Communication in the<br />

<strong>Shipping</strong> Industry<br />

• Basic Course on the Code of Practice for<br />

Bunkering (SS600:2008)<br />

• Intermediate Course on the Code of Practice<br />

for Bunkering (SS600:2008 Chapter 1 – for<br />

Cargo Officers)<br />

• Crew Operations Management<br />

Developed jointly by <strong>SSA</strong> and STET, the new course<br />

on Crew Operations Management is intended to<br />

enhance skills and improve productivity of shorebased<br />

support staff engaged in crewing operations<br />

for ships. The course will commence in July 20<strong>10</strong>.<br />

In addition to its internal courses, the <strong>Association</strong><br />

co-operates with the MPA and the <strong>Singapore</strong><br />

Maritime Academy (SMA) on other programmes,<br />

namely the:<br />

• Certificate of Performance (COP) Programme<br />

• Diploma in Ship Operations & Management<br />

(DSOM)<br />

Skills Programme for Upgrading &<br />

Resilience (SPUR)<br />

SPUR or Skills Programme for Upgrading and<br />

Resilience, is a 2 year enhanced financial support<br />

scheme developed by the <strong>Singapore</strong> Workforce<br />

Development Agency (WDA) in consultation with<br />

tripartite partners - Ministry of Manpower (MOM),<br />

National Trades Union Congress (NTUC) and the<br />

<strong>Singapore</strong> National Employers Federation (SNEF)<br />

to incentivize companies to train their (<strong>Singapore</strong>an<br />

and Permanent Resident) employees during the<br />

economic downturn with up to 90% course fees<br />

and absentee payroll subsidies from the Skills<br />

Development Fund.<br />

Working closely with the <strong>Singapore</strong> Workforce<br />

Development Agency (WDA), NTUC’s e2i<br />

(Employment and Employability Institute), the<br />

<strong>Singapore</strong> Industrial & Services Employees’ Union<br />

(SISEU) and Maritime and Port Authority of<br />

<strong>Singapore</strong> (MPA), <strong>SSA</strong> announced its series of<br />

SPUR-funded courses to its members, just 11 days<br />

after SPUR was officially launched in December<br />

2008.<br />

As a result, 1370 employees underwent courses run<br />

by the <strong>SSA</strong> Executive Development Programme in<br />

20<strong>09</strong>, more than double that of the 582 trained in<br />

2008.<br />

In recognition of <strong>SSA</strong>’s contribution to the skills<br />

upgrading of the maritime industry during the<br />

economic downturn through SPUR, the <strong>Association</strong><br />

was awarded the “Upturn the Downturn” award<br />

presented by the National Trades Union Congress<br />

(NTUC) in April 20<strong>10</strong>.
