cigarette holders/filters, plastic paintings and pictures, aluminum-made knitting needles, baby
foodstuff products, beans, pineapple, avocado, guava and mangos.
Value of products included in these lists shall be payable in accordance with the
currency regulations, excluding credit facilities. Value of raw materials is also payable in
accordance with the enforced currency regulations while observing the enforced regulations
and laws in teITI1S of payment of commissions to registration and limitation institutions and
approval by the concerned public departments, if necessary, as well as abidance by
Syrian/international standards and Arab boycott laws.
Deputy Director General of External Trade, Dr. Safouh Nabulsi, viewed the decision
as a step towards liberalization of foreign trade. The decision also came in response to
demands by importers to liberalize all suspended items and products. Approval by the
Ministry of Industry was also announced to this effect.
Meanwhile, Mr. Mu'taz al-Sawah, member of the Export Committee at Damascus
Chamber of Commerce, said the decision would make the subject products available in the
market in their legal form. "We hope the decision would be followed by issuing the Negative
List, which would lead to cancellation of import licenses," he said.

In accordance with Decree No. 60, dated 1952 along with its amendments and in
accordance with Prime Ministerial Council's note verbale No. 3395/1, dated 17/5/2005,
including recommendations announced by the Economic Committee in its session No. 16 on
25/4/2005,
Decides the following:
Article (1)
In exception of Provisions of Prohibition of Import, all importers are allowed to import
the items and products listed below provided that they are brand new and according to other
enforced regulations of relevance.
a) Garments and relate accessories and other items stated in Customs Items (61 & 62).
b) Footwear stated in Customs Articles (6401 - 6402 - 6403 - 6404).
c) Head covers/veils and accessories stated in Chapter 65.
d) Perfumes, items stated in Customs Item 3303.
e) Leatherwear and accessories stated in Customs Item 4203.
f) Leather bags, stated in Customs Item 4202.
Article (2)
Value of items mentioned above shall be payable in accordance with all currency
regulations.

Article (4)
Import of second-hand footwear and garments shall remain prohibited.
