(f) for enabling such advances to be made by instalments<br />

paid from time to time as the work of construction repair,<br />

reconstruction, enlargement or improvement of the dwellinghouse<br />

proceeds.<br />

Water Supply<br />

178. (1) A municipal council, town council, or an urban or area<br />

council may undertake the supply of, and establish, acquire and maintain<br />

works for the supply of water within its area, and with the consent of<br />

any other local authority within the area of that local authority.<br />

(2) Without prejudice to its power to make by-laws under this<br />

<strong>Act</strong>, a municipal council, town council or an urban or area council,<br />

may make by-laws under this <strong>Act</strong> in respect of and matter upon which,<br />

and to the extent to which, a water undertaker may make regulations<br />

under the Water <strong>Act</strong>.<br />

(3) If any person shall require a supply of water from a local<br />

authority to premises occupied or about to be occupied by him and<br />

shall have previously quitted other premises at which water has been<br />

supplied by the local authority without paying all charges for water and<br />

all sums due to the local authority in respect of the supply thereof, the<br />

local authority may refuse such a person a supply of water, or if such<br />

supply has already been provided may forthwith cut off such supply, and<br />

for that purpose may cut or disconnect any pipe or other work through<br />

which the water may be supplied, and may until such charges or other<br />

sums together with the cost (if any) incurred by the local authority in<br />

cutting off such supply of water, is fully paid, but no longer, discontinue<br />

the supply thereof to such person.<br />

(4) Any officer appointed thereto by the Minister may at all<br />

reasonable times enter any premises to which water is or has been<br />

supplied by the local authority, in order to inspect the pipes, meter,<br />

fittings, works and apparatus for the supply of water, or for the purpose<br />

of ascertaining the quantity of water consumed or supplied, or whenever<br />

the supply of water is no longer required, or whenever the local authority<br />

is authorised, to cut off the supply of water from such premises, or for<br />

the purpose of removing any pipes, meters, fittings, works or apparatus<br />

belonging to the local authority.<br />

179. A municipal council, town council, or an urban or area<br />

council may, subject to the Water <strong>Act</strong>, and any rules made thereunder,<br />

divert, straighten, define, and canalise the course of any stream or<br />

watercourse after giving notice and making compensation to any owner<br />

or occupier of land, and to any person entitled to any rights or easements<br />

attached to land, abutting on such stream or watercourse.<br />
