Qualification for<br />

registration as voters.<br />

20. He shall be responsible for all rating matters of the local authority<br />

and for the collection of rates due to the local authority.<br />

21. He shall direct and supervise the financial transactions of the local<br />

authority with their bankers.<br />

22. He shall carry out financial negotiations on behalf of the local<br />

authority and assist in other negotiations when financial aspects are involved.<br />

23. He shall give such financial evidence, where appropriate, as may be<br />

required on behalf of the local authority.<br />

24. He shall effect insurances for all departments of the local authority<br />

and make claims on insurance companies and recommend settlements.<br />

25. He shall be responsible for the keeping of true accounts of all monies<br />

received and receivable and paid and payable by the local authority for any<br />

charitable purpose of which the local authority may assume the charge.<br />

26. He shall, if required by the local authority, be responsible for the<br />

custody and control of the stores of the local authority, and, if not so required,<br />

shall be responsible for prescribing the stores accounting procedure of the<br />

local authority.<br />

27. He shall prepare and submit to the finance committee of the local<br />

authority a report on all proposals involving capital expenditure and on other<br />

expenditure not provided for in the estimates of the current financial year of<br />

the local authority and on any proposals involving a variation in the income<br />

of the local authority.<br />

28. Where the chief financial officer to any local authority is a financial<br />

adviser, either seconded from the public service or directly appointed by the<br />

local authority, he shall have power to delegate in writing any of his functions<br />

as contained in this Schedule to a treasurer in the employment of the local<br />

authority.<br />

1. Subject to the provisions of paragraphs 2 and 3 of this Schedule<br />

a person shall be qualified to be registered as a voter in elections to local<br />

authorities if, and shall not be so qualified unless, at the date of his application<br />

to be registered, he—<br />

(a) is a <strong>Kenya</strong> citizen and has attained the age of 18 years; and
