be kept as the local authority may direct.<br />

6. He shall have the duty of ensuring that the business of the local<br />

authority is carried out with order, regularity and expedition in accordance<br />

with the by-laws, regulations, resolutions and standing orders of the local<br />

authority.<br />

7. He shall have the responsibility for the general correspondence of<br />

the local authority.<br />

8. Where any document will be a necessary step in legal proceedings<br />

on behalf of the local authority, he shall sign such document unless any written<br />

law otherwise requires or authorizes, or the local authority shall have given the<br />

necessary authority to some other person for the purpose of such proceedings.<br />

9. He shall have the conduct of such negotiations on behalf of the local<br />

authority as the local authority may require.<br />

10. He shall have the responsibility for conveying decisions of the local<br />

authority to officers of the local authority relating to their work and conduct.<br />

11. He shall, where legally qualified so to do, give general legal advice<br />

to the local authority, and, whether legally qualified or not, to officers of the<br />

local authority on questions arising with regard to their official duties and<br />

obligations.<br />

12. He shall be responsible for conducting all ballots and all proceedings<br />

necessary for determining any question by lot.<br />

Part II—Chief Financial Officer (s. 130)<br />

1. He shall be the accountant, paymaster and collector and financial<br />

adviser of the local authority.<br />

2. He shall advise the local authority and its committees and<br />

subcommittees on all matters on which his advice is necessary, including<br />

financial orders or regulations and the standing orders and local government<br />

legislation so far as financial matters are concerned.<br />

3. He shall attend, either personally or by his nominee, all meetings<br />

of the finance committee of the local authority and other committees where<br />

business with financial implications may be transacted.<br />

4. He shall be responsible for the organisation of the finance department<br />

and for the organization of the financial arrangements in all other departments<br />

of the local authority.<br />

5. He shall be responsible to the local authority for the maintenance<br />

of the local authority’s accounting system and for the supervision of all the<br />

financial records of the local authority, wherever kept.
