officer of health shall have all the powers and duties conferred and<br />

imposed upon the medical officer of health of the municipal council<br />

of which he is such officer by this <strong>Act</strong> or any other written law and, in<br />

particular, but without prejudice to the generality of the foregoing, he<br />

shall perform such duties as may be prescribed under the Public Health<br />

<strong>Act</strong> and such other duties as may be assigned to him by the municipal<br />

council of which he is the medical officer of health.<br />

132. (1) The town engineer of a municipal council and the<br />

engineer or, where there is no engineer, the works superintendent, of<br />

every other local authority, shall have the general responsibility for<br />

the engineering works of the local authority of which he is such officer<br />

(except where the local authority shall have made separate contractual<br />

arrangements therefor), and for the maintenance and repair of all roads,<br />

drains, streets and bridges for which the local authority is responsible<br />

and for such other matters as may be assigned to him by the local<br />

authority.<br />

(2) In the discharge of the functions of his office, the town<br />

engineer, the engineer or, where there is no engineer, the works<br />

superintendent of a local authority shall have all the powers and duties<br />

conferred and imposed upon the town engineer or the engineer of a<br />

local authority, as the case may be, by this <strong>Act</strong> or any other written law<br />

and such other duties as may be assigned to him by the local authority<br />

of which he is an officer.<br />

135. (1) A local authority shall, in the case of an officer employed<br />

by it, whether under this or any other written law, who by reason of<br />

his office or employment is likely to be entrusted with the custody or<br />

control of money and may, in the case of any other officer employed by<br />

it, either require him to give, or itself take, such security for the faithful<br />

execution of his office and for his duly accounting for all money or<br />

property which may be entrusted to him, as the local authority thinks<br />

sufficient.<br />

(2) A local authority may, in the case of a person not employed<br />

by it but who is likely to be entrusted with the custody and control of<br />

money or property belonging to the local authority, take such security<br />

as it thinks sufficient for the person duly accounting for all money or<br />

property.<br />

(3) An urban council may comply with the provisions of this<br />

section under arrangements made with the county council in whose<br />

area the urban council is situated.<br />
