“financial year” means the period provided in section 227;<br />

“forest area” has the meaning assigned to it under the Forests<br />

“function” includes powers and duties;<br />

“hawker” includes a person who, whether as principal, agent or<br />

employee -<br />

(a) for the purpose of carrying on trade by the sale or exchange<br />

of goods, wares, merchandise or refreshments places himself<br />

in any street or public place or unenclosed land (other than<br />

in shop premises approved as such by a local authority) or<br />

goes about in streets or public places or from premises to<br />

premises; or<br />

(b) by any of the means aforesaid carries on trade by the sale<br />

or exchange, or the offer or exposing for sale or exchange,<br />

of any goods, wares, merchandise or refreshments,<br />

but does not include a person who seeks or takes orders for subsequent<br />

delivery or who delivers goods, wares, merchandise or refreshments to<br />

premises for the purpose of resale;<br />

“inspector” means an inspector appointed under section 231;<br />

“land” includes any interest in land, any buildings on land, land<br />

covered with water, any easement or right in, to or over land;<br />

and<br />

“licence” includes a permit, but excludes a business permit;<br />

“local authority” means a municipal, county, town or urban<br />

council;<br />

“maintain” includes carry on, manage, operate and keep in<br />

repair;<br />

“medical officer of health” includes a deputy medical officer of<br />

health and an assistant medical officer of health;<br />

“member”, in relation to a local authority, means a mayor, deputy<br />

mayor, chairman, vice-chairman or councillor thereof;<br />

“municipal council” means a municipal council established under<br />

Cap. 385.<br />
