<strong>Guam</strong> <strong>National</strong> <strong>Wildlife</strong> <strong>Refuge</strong> <strong>Comprehensive</strong> <strong>Conservation</strong> <strong>Plan</strong><br />

We prohibit sailboards or motorized personal watercraft on the <strong>Refuge</strong>.<br />

Take of humpback wrasse bumphead parrotfish is prohibited.<br />

<strong>Refuge</strong> staff will periodically review regulations and make adjustments as necessary.<br />

Justification:<br />

When determined compatible on a refuge-specific basis, fishing is a priority public use of that<br />

national wildlife refuge. The promotion of fishing when compatible supports the “connecting<br />

people with nature” initiative within the Service. As endangered species recovery activities<br />

increase, it may be necessary to limit this activity and/or re-evaluate for compatibility. Because<br />

numbers and types of species which can be taken by refuge visitors is very limited, it is anticipated<br />

that wildlife populations will find sufficient food resources and resting places such that their<br />

abundance and use of the <strong>Refuge</strong> will not be measurably lessened from fishing activities. The<br />

relatively limited number of individuals expected to be adversely affected due to fishing will not<br />

cause wildlife populations to materially decline, the physiological condition and production of<br />

marine turtle and fish species will not be impaired, their behavior and normal activity patterns will<br />

not be altered dramatically, and their overall welfare will not be negatively impacted. Fishing<br />

with stipulations will not materially detract or interfere with the purposes for which the <strong>Refuge</strong><br />

was established or the <strong>Refuge</strong> mission. The stipulations included herein would allow such uses to<br />

occur in a compatible manner.<br />
