“Establishment of a <strong>Refuge</strong> would provide a coordinated program for the protection of<br />

endangered and threatened species and other native flora and fauna, unique ecosystems,<br />

and the conservation of native biological diversity in coordination and cooperation among<br />

the <strong>Guam</strong> DAWR, the Service, and the DOD. In addition to providing increased<br />

opportunities for wildlife management, a <strong>Refuge</strong> would provide the public with increased<br />

opportunities for access to northern <strong>Guam</strong> for natural history education and other uses<br />

that are compatible with the proposed <strong>Refuge</strong>.”<br />
