Whereas, In view of the fact that reasonable economy in any
government is a wise provision to incorporate, and thus avoid needless
expenditure of the people's mojaey. is not only expedient but advisable;
and
Whereas, We believe that what holds good in civil government
will be equally good in the government of societies, and to that end
we believe the action of this Grand Lodge in raising the salary of the
Grand Master to $1,000 per annum and furnishing him, in addition to
this, a stenographer, at a cost to this Grand Body of $480 per annum,
is out of all reason, in view of the fact that many former Grand Masters
served for actual expenses, even when they did the work that is now
done largely by the Committee on Judiciary and Appeal;^: therefore,
be it ,
Resolved, That the salary of the incoming Grand Master be tlxed
at $1,000 per annum, and that he pay his own stenographer without
other expense to this Grand Lodge, if he has one.

Whereas, The per capita tax paid into the Grand Lodge of the
LO.O.F. of the State of Illinois has reached the sum of $1.10, and will
continue to increase from year to year: and
Whereas, The sessions of the Grand Lodge are held annually at
a cost to the Order of $20,000: and
Whereas, The work of the Grand Lodge can be done without
detriment to the Order in Illinois at a saving of $10,000 per annum,
thus lessening the per capita tax by holding its sessions biennially;
therefore, be it
Resolved, That the Constitution of the Grand Lodge be, and is
hereby, amended as follows:
1. Change Section 1 of Article VII so as to read: "The Grand
Lodge shall meet biennially on the third Tuesday in November. This
meeting shall be termed the Biennial Session. Special sessions shall
be held at the call of the Grand Master. When in biennial session
fifty representative members shall be necessary to constitute a quorum
for the transaction of business, and the Grand Lodge may adjourn
from time to time until the business of the meeting shall be disposed
