Another aspect of efficiency is providing quality. Time and costs<br />

are saved when things are done right the first time instead of reworking<br />

mistakes. A system of quality improvement is helpful to anyone that is<br />

engaged in service and wishes to improve the quality of work, and at the<br />

same time increase output, all with less labor and at reduced cost<br />

(Deming, 1986).<br />

Provide Quality and continuous improvement.<br />

All American organizations today are faced with a new paradigm<br />

characterized <strong>by</strong> global competition and rapidly escalating customer<br />

expectations. <strong>For</strong>tunately, many organizations are meeting these<br />

challenges through total quality management. “Quality” is for real and will<br />

definitely provide the competitive edge and improve customer satisfaction<br />

(Luthans & Kessler, 1993). A contractor uses quality control to minimize<br />

the risk of nonperformance. Researchers are suggesting that superior<br />

quality is the means <strong>by</strong> which construction companies can differentiate<br />

themselves from competitors and win more projects (Sammuelson &<br />

Grans, 2004). To achieve quality, it is essential to know what customers<br />

want and provide products or services that meet their requirement<br />

(Hackman & Wageman, 1995). Those unwilling or unable to make the<br />

commitment to achieving contract objectives rather than simply complying<br />

with contract terms have no place in the performance-based environment<br />

(Shambach & Duke, 2003).<br />
