Benefits<br />

Performance measures quantitatively tell us something important<br />

about our products, services, and the processes that produce them. They<br />

are a tool to help us understand, manage, and improve what our<br />

organizations do. (Artley & Stroh, 2001) Performance measurement<br />

yields many benefits for an organization. One benefit is that it provides a<br />

structured approach for focusing on a program’s strategic plan, goals, and<br />

performance. Another benefit is that measurement provides a mechanism<br />

for reporting on program performance to upper management.<br />

Measurement identifies areas needing attention and enables positive<br />

influence in that area. Also, employees “perform to the measurement,” an<br />

example of how measurement influences employee performance.<br />

The effects of a program must be measured and not solely from a<br />

quantifiable perspective. Pursuing measurable outcomes assure<br />

sustainable success. There must be a strong commitment from leaders to<br />

move toward measuring performance and not just collecting data on effort.<br />

A performance measurement system is a communication tool for the<br />

organization to report on its progress toward the community’s vision, as<br />
