significant part of a successful performance measurement system.<br />

The performance measurement cycle (see Figure 5) periodically<br />

supplies information to the organization. The information may be reviewed<br />

to determine if improvement efforts are having their desired effect and to<br />

plan the focus of future improvement efforts. Planning is accomplished<br />

when the measurement system, including attitudinal surveys, is devised.<br />

Doing is accomplished when the measurements are taken. Checking<br />

occurs when the results of the measurements are reviewed and plans are<br />

made to improve the measurement methods. Acting occurs when new<br />

measurements are taken on a regular basis in the future (Jahren &<br />

Federle, 1999) Planning for process improvement activities can be<br />

accomplished with much more confidence when decisions are based on<br />

information obtained from the performance measurements.<br />
