As Garrison (2009) clearly illustrates, the definition of a client can<br />

be defined as “someone under the protection of” (para 3). Owners<br />

continuously complain about poor quality, the excessive number and the<br />

excessive costs of change orders, delays in schedules, litigation, and a<br />

general dissatisfaction with the construction process. How can a vendor<br />

claim to be protecting the client if any of those complaints occurs on their<br />

projects? This protection often includes protecting the client from himself<br />

and pre-planning to assist the client with understanding that they have<br />

hired an expert and have little risk in transferring control to the vendor.<br />

Owners will release control if they feel the vendor can protect them from<br />

problems. Clients within the best value environment hire contractors, who<br />

know what they are doing, who preplan, and manage and minimize risk<br />

and deviation. Owner’s are demanding more and taking the lead in<br />

seeking better performance.<br />

Upon close inspection of peer reviewed literature and research, we<br />

are able to define the qualities of success in a best value environment:<br />

minimization of risk and increased efficiency, delivering a quality product<br />

and continuously improving, and the hiring of experts when needed to<br />

leverage technology.<br />

In summary, the best value environment maximizes competition,<br />

measures performance to drive accountability, uses performance and<br />
