El organismo de aplicación contará con un consejo asesor integrado por un representante de la Federación de Sociedades Rurales del Chaco, un representante de la Federación Agraria Argentina y un representante de los productores forestales surgidos de las asociaciones gremiales reconocidas, cuyas funciones ad honorem, serán determinadas por vía reglamentaria. ARTÍCULO 63: Los miembros del directorio deberán reunir las siguientes condiciones para ser elegidos: a) Ser argentino nativo o naturalizado, con un mínimo de cinco años de ejercicio de la ciudadanía; b) Tener cinco (5) años de residencia en la Provincia, a la fecha de su designación; c) No hallarse en estado de quiebra, concurso o interdicción; y d) Poseer conocida versación y experiencia en problemas agropecuarios. ARTÍCULO 64: Los miembros del directorio del Instituto de Colonización durarán cuatro (4) años en sus funciones. ARTÍCULO 65: Los miembros del directorio serán personal y solidariamente responsables de los actos del mismo, salvo expresa constancia en acta de quien estuviera en disidencia. ARTÍCULO 66: Los integrantes del directorio del Instituto de Colonización percibirán las asignaciones que se fijen por la Ley de Presupuesto. ARTÍCULO 67: Las funciones de los vocales, serán determinadas por vía reglamentaria. ARTÍCULO 68: Los fondos que en virtud de las adjudicaciones de tierras fiscales, intereses, multas, donaciones o cualquier otro concepto recaude el Instituto de Colonización, serán aplicados a los gastos de funcionamiento del mismo previstos en el presupuesto anual, y en aquellos que originen las adjudicaciones o entrega en propiedad de las tierras. ARTÍCULO 69: Son deberes y atribuciones del presidente: a) Ejercer la representación legal del Instituto de Colonización, con dedicación exclusiva; b) Cumplir y hacer cumplir la presente ley y su reglamentación de acuerdo a sus facultades; c) Informar periódicamente al Poder Ejecutivo de la actividades del Instituto y presentar al final de cada ejercicio para su consideración y posterior aprobación la memoria y balance anual y proyecto de presupuesto de gastos y cálculo de recursos para el nuevo ejercicio; d) Firmar los títulos de propiedad que otorgue el Instituto; e) Disponer la ejecución de todas las medidas administrativas que fueran necesarias para el mejor desenvolvimiento del organismo de aplicación; f) Adquirir los bienes necesarios para su desenvolvimiento y disponer la contratación de obras y servicios; g) Designar y remover su personal, contratar técnicos y personal transitorio de acuerdo a las normas vigentes en la provincia; h) Fijar los precios de venta, arrendamiento u ocupación de las tierras fiscales y las condiciones relacionadas con los mismos; i) En general proponer y establecer las normas y procedimientos que se consideren necesarios para la buena marcha del Instituto de Colonización; y j) Coordinar su actuación con los organismos de aplicación de las leyes de bosques, suelo y agua. TÍTULO IV: DISPOSICIONES GENERALES ARTÍCULO 70: La ocupación de tierras fiscales posteriores a la fecha determinada en el artículo 12, inciso a) de la presente ley, sin la debida autorización del organismo deaplicación, determinará que quien las realice sea declarado intruso y se procederá a su inmediato desalojo, sin perjuicio de otra sanción. La presente norma se deberá tener en 56
cuenta en todos los casos, con el objeto de no contemplar asentamientos irregulares y por voluntad espontanea. ARTÍCULO 71: Todas las adjudicaciones o resoluciones que dispongan el otorgamiento de título de propiedad referentes a inmuebles de trescientas (300) hectáreas o más, deberán ser ratificadas por decreto del Poder Ejecutivo. La adjudicación otorgará derechos desde su ratificación en los términos de este artículo. ARTÍCULO 72: El Poder Ejecutivo reglamentará la presente ley dentro del plazo de 45 días de su publicación. ARTÍCULO 73: Deróganse las leyes 2107, 2822 y 2823.
