Ensuringsafety is based on both regulations and instructions, but also on technical systems.Devoting to safety and knowing risks make it also possible to achieve other targets, likeimproving reliability. For the transport customer, reliability means transporting thegoods undamaged to the right place at the right time. Development of the riskmanagement has an influence on safety of freight transport.The objective of the study was to identify the central risks related to rail transportsafety. One target was to identify instruments and methods available in rail transportrisk management. The study also discusses the condition of the rail transport riskmanagement and risk analysis methods in other European countries.The most of the rail transport accidents and dangerous situations occur in loading andshunting on yards. Because of the incorrect loading, goods can be damaged, a railwaywagon can fall or derail. The most typical accidents related to shunting are derailmentsand collisions. However, damages are usually not so significant. Occupationalaccidents, typically stumbling and slipping, occur quite often.Safety of rail transport is often associated with traffic, passenger services ortransportation of dangerous goods. Especially transportation of dangerous goods havebeen examined a lot, and also many risk analyses have been made. Safety of railtransport is usually considered equal to passenger traffic safety or safety oftransportation of dangerous goods. The common risk management methods are stillmissing in Europe. Therefore, the common safety methods and instructions are widelydeveloped in the European Union. Purpose is to implement these methods andinstructions in every EU country. These instructions include also rail transport.There is a clear demand for risk analysis methods, and it is necessary to analyze risksincreasingly. Risks in rail transport has been analyzed and investigated using the widelyknown and general risk management methods. General risk analysis methods areuseable, but they are not especially good suited to determine specific risks and dangersin rail transport. For rail transport, there is a clear need to develop own risk analysismethods, in which the whole transport chain and its different parts are consideredsystematically. In addition, also all other transport modes and the whole logistics chainshould be taken into account. Experiences in other fields should be exploited inidentifying and analyzing risks.
