Chers parents d’élèves,
Vous avez peut-être eu connaissance de la pétition qu’un parent d’élève fait circuler au sein de la
communauté Rochambeau, exigeant de la Fondation un gel (voire même une diminution) du montant
des frais de scolarité sur les trois prochaines années.
Ayant eu l’occasion de nous entretenir avec l’auteur de cette pétition, nous lui avons exposé que nous
n’étions pas en mesure de prendre un tel engagement.
D’une part, plusieurs obligations contractuelles liant le Lycée ou la Fondation ne nous le permettent
pas :
le Conventionnement AEFE du Lycée Rochambeau, récemment renouvelé, prévoit une
contribution annuelle de 6% des frais de scolarité exigible à compter de l’année scolaire 2011-
2012 ;
les accords collectifs actuellement en négociation avec le personnel administratif et enseignant du
Lycée n’envisagent pas un gel des salaires (encore moins leur diminution) et le résultat desdites
négociations aura un impact sur les trois années à venir;
le contrat de location du campus de Rollingwood, venant à expiration, doit être renouvelé et une
augmentation éventuelle de loyer est à considérer ;
les termes du prêt immobilier souscrit pour la rénovation et l’agrandissement du campus de
Forest Road doivent être honorés ;
de façon générale, l’augmentation annuelle des coûts opérationnels, malgré une politique
prudente et rigoureuse en matière de dépenses, ne peut être écartée.
D’autre part, le niveau des frais de scolarité prend en compte les éléments suivants :
le maintien d'un nombre d'élèves acceptable par classe ;
le maintien de la qualité et du dynamisme des enseignements, de l’équipe pédagogique (en
assurant sa formation continue) et des outils de travail ;
le maintien ou l’amélioration d’un cadre de travail agréable et sécurisé sur l’ensemble des trois
campus.
Ces contraintes, associées à notre volonté de mener à bien un projet de consolidation des trois campus
en deux campus, à moyen terme, empêchent d'envisager de façon réaliste un gel (et encore moins une
diminution) des frais de scolarité.

Nous ne pouvons que vous assurer limiter au minimum nécessaire l’évolution des frais de scolarité,
soutenu en cela par le Proviseur.
Nous comprenons la préoccupation qu’expriment des parents en soumettant une telle pétition.
S’il existait un moyen de geler ou de réduire les frais de scolarité, nous serions heureux de pouvoir le
mettre en œuvre dès lors qu’il ne remettrait pas en cause la teneur des engagements déjà pris et la
qualité de l’enseignement dispensé par le Lycée. Nous demeurons d’ailleurs ouverts à toute suggestion
allant en ce sens.

Dear parents,
You may be aware of a petition circulating within the Rochambeau community, and requiring a three
year school tuition fees’ freeze (or even a reduction).
Having had the opportunity to talk with the petition’s author, we explained to him that the Foundation
is not in a position of making such a commitment.
On one hand, several contractual obligations are currently binding the Lycee Rochambeau and
preventing us from contemplating such an option:
Lycee Rochambeau’s Conventionnement with the AEFE, as recently renewed, entails the payment
to the AEFE of an annual 6% contribution on the school’s tuition fees starting year 2011-2012;
the current collective agreements’ negotiations between the Foundation and the Lycee’s
administrative and faculty personnel does not take into consideration a wages’ freeze (even less a
reduction) and their result will have an impact on the next three years;
the Rollingwood campus’ lease agreement, due to expire, needs to be renewed, and a possible
rent increase cannot be excluded;
the mortgage/loan taken by the Lycee for its recent Forest Road campus’ renovation and
expansion shall be duly executed;
generally, the usual annual increase in operational costs (despite our policy to carefully manage
the school’s expenditures) shall be accommodated.
On the other hand, the determination of the level of the school’s tuition fees includes the following
factors:
maintaining an acceptable number of students per class;
maintaining a dynamic education of high quality, with a faculty staff of great standards (achieved
through continuous training) and adequate educational resources and tools;
maintaining and/or improving a pleasant and safe environment within all three campuses.
The above described constraints, together with our willingness to consolidate our three campuses into
two in a near future, do not allow the Foundation to realistically consider a tuition fees’ freeze (and
even less a reduction) for the next three years.
We can only reassure you that the tuition fees’ future increase will be strictly limited to its necessary
minimum, thanks to the Head of School’s constant support.

We fully understand the concerns expressed by the parents submitting such a petition.
If any means of freezing (or even reducing) the school fees existed, we would be more than happy to
consider them, provided they would not question the Lycee’s current commitments and quality of
education. We remain open to any suggestions going into this direction.
