Iraq and the facts of life<br />
At this point it is hard to tell<br />
who is more out of touch:<br />
Presi<strong>de</strong>nt George W. Bush,<br />
who continues to insist that<br />
Iraq has not <strong>de</strong>scen<strong>de</strong>d into civil war,<br />
or Prime Minister Nuri Kamal al-<br />
Maliki, who appears to believe that<br />
Americans will prop him up in<strong>de</strong>finitely.<br />
The two were scheduled to me<strong>et</strong><br />
Wednesday in Jordan. We hope they<br />
used the time - finally - to impress<br />
on each other the brutal facts of life<br />
in their respective capitals.<br />
Bush needs to make clear that<br />
Americans' patience has all but run<br />
out and that he will start bringing<br />
the troops home unless Maliki<br />
moves to rein in sectarian bloodl<strong>et</strong>ting<br />
and Iraqi troops start shoul<strong>de</strong>ring<br />
more of the bur<strong>de</strong>n. Maliki needs<br />
to make Bush un<strong>de</strong>rstand Iraq's full<br />
<strong>de</strong>speration - and his own <strong>de</strong>sperate<br />
political weakness. So long as<br />
Baghdad remains in chaos - and militias<br />
are b<strong>et</strong>ter armed and more motivated<br />
than the Iraqi army - he has<br />
no chance of ending the blood feuds<br />
or breaking the cycle of r<strong>et</strong>ribution.<br />
This sort of truth-telling does not<br />
come easily to either man, and at this<br />
point there may not be anything that<br />
can salvage Iraq. But more <strong>de</strong>nial<br />
and drift will only lead to more<br />
chaos. The very fact that the me<strong>et</strong>ing<br />
Wednesday was being held in Jordan<br />
- explanations range from concerns<br />
about saf<strong>et</strong>y in Iraq to the White<br />
House's <strong>de</strong>sire to pry Maliki away<br />
from his more unsavory backers -<br />
should leave no doubt about the urgent<br />
need for a change in strategy.<br />
B';lsh needs to start by giving the<br />
Iraqi lea<strong>de</strong>r a clear <strong>de</strong>adline for beginning<br />
national reconciliation<br />
talks, preferably as soon as Maliki r<strong>et</strong>urns<br />
to Baghdad. And he should insist<br />
that the talks continue until<br />
so~e agr~em~nt ~s reached on protectmg<br />
mmonty nghts, equitably dividing<br />
Iraq's oil wealth, and <strong>de</strong>mobilizing<br />
sectarian militias. Bush does<br />
not need to insult Maliki by barking<br />
out or<strong>de</strong>rs. But he does need to make<br />
clear that he can hold off <strong>de</strong>mands<br />
for an American withdrawal for only<br />
so long.<br />
Bush should not be the only <strong>de</strong>man<strong>de</strong>r.<br />
Reconciliation talks will go<br />
nowhere until Iraqis see evi<strong>de</strong>nce that<br />
there is at least some hope for a b<strong>et</strong>ter<br />
life. Maliki needs to give his own<br />
<strong>de</strong>adline to the Americans for starting<br />
a truly make-or-break campaign<br />
to r<strong>et</strong>ake the stre<strong>et</strong>s of Baghdad.<br />
Maliki also needs to tell Bush that<br />
the American training of the Iraqi<br />
Army is failing, and without a more<br />
aggressive pr
