La sécurité n’est pas la défense. Pourtant, le<br />
mélange des genres est tentant entre ces deux<br />
secteurs d’activité, et le salon <strong>Eurosatory</strong> franchit<br />
allègrement le pas. « Salon international<br />
de défense et de sécurité » affiche l’événement,<br />
et cette année pourrait être celle de tous<br />
les records.<br />
<strong>Eurosatory</strong> c’est d’abord la rencontre en un<br />
seul lieu de ce que peuvent proposer les<br />
fournisseurs des cinq continents en termes<br />
d’équipements nouveaux, en partant du maître<br />
d’œuvre jusqu’au sous-traitant. Mais le salon<br />
fédère aussi de nombreux experts qui viennent<br />
ainsi échanger sur les nouveautés, jauger les<br />
innovations présentes et réfléchir aussi sur les<br />
évolutions à venir du marché dans un monde<br />
incertain. L’ensemble est enfin suivi de près<br />
par plus de 700 journalistes venant là aussi<br />
du monde entier faisant d’<strong>Eurosatory</strong> une rencontre<br />
dont la couverture médiatique est mondiale<br />
et concernant aussi bien les grands médias<br />
généralistes que les revues spécialisées.<br />
Les chiffres de cette édition <strong>2018</strong> donnent d’ailleurs<br />
une idée de l’importance que va prendre<br />
l’événement cette année : plus de 1.650 exposants<br />
sont présents, un chiffre nettement<br />
supérieur à 2016 (1.571 exposants) témoin de<br />
l’importance toujours plus grande du salon à<br />
l’agenda des entreprises concernées… mais<br />
aussi du nombre croissant d’acteurs dans le<br />
secteur de l’armement et de la sécurité. De<br />
quoi donner à l’observateur, qu’il soit professionnel<br />
ou simple visiteur, un panorama de la<br />
carte mondiale du secteur de la défense. Une<br />
carte toujours plus vaste.<br />

Voeux aux armées<br />
Florence Parly, ministre des armées<br />
Après le président de la République vendredi 19 à Toulon, c’était<br />
au tour de Florence Parly, ministre des Armées, d’adresser ses<br />
vœux aux armées lundi 22 janvier. Depuis le Cercle national des<br />
armées, à Paris, elle a adressé un message résolument tourné<br />
vers l’avenir.<br />
Une infrastructure réaliste<br />
Revenant sur l’année 2017 et les combats que<br />
mène la France au Levant et au Sahel, la ministre<br />
a clairement expliqué que la lutte contre<br />
le terrorisme dans ces deux régions n’était pas<br />
finie. Dans le premier cas, le défi de l’élimination<br />
des métastases de Daech et de la reconstruction<br />
reste d’actualité, dans le second, la<br />
France sera présente aussi longtemps que nécessaire<br />
auprès des Etats du Sahel. « Mais le<br />
Sahel doit pouvoir assurer sa propre sécurité »<br />
a complété la ministre.<br />
Pour l’année à venir, les chantiers sont nombreux<br />
et clairement définis : plan familles pour<br />
accompagner au mieux les militaires et leurs<br />
familles au quotidien, MCO (maintien en condition<br />
opérationnelle) aéronautique dont l’amélioration<br />
est une priorité, coopération accrue<br />
au sein de l’Europe de la Défense.<br />
Les questions budgétaires n’ont pas été évitées.<br />
Avec un budget 2017 respecté à l’euro<br />
près, 1,8 milliard supplémentaire en <strong>2018</strong>, 1,7<br />
milliard chaque année ensuite, d’ici 2023, près<br />
de 200 milliards au total pour les armées, la<br />

ministre l’a affirmé : « La remontée en puissance<br />
commence ».<br />
« En <strong>2018</strong>, nous quitterons l’ère de la gestion<br />
pour entrer dans le temps de la vision et de<br />
l’action »<br />

« Les moyens exceptionnels pour nos armées<br />
ont une vocation : le renouveau de notre défense.<br />
Moderne, tournée vers nos forces, adaptée<br />
face à un monde plus instable, la prochaine<br />
loi de programmation militaire porte ce renouveau.<br />
[…] La France sera la patrie de la défense<br />
de demain. Nous cueillerons les fruits de la<br />
remontée en puissance. Nous aurons des effectifs<br />
supplémentaires, des équipements plus<br />
sûrs, des systèmes plus innovants, des modes<br />
d’action et de déploiement plus agiles. »<br />
Cent ans après la fin de la Première Guerre<br />
mondiale, <strong>2018</strong> sera également une année placée<br />
sous le signe de la mémoire et du devoir<br />
envers les anciens combattants. Enfin, le service<br />
national universel sera un projet fédérateur<br />
de l’année.<br />
« Nous avons des moyens exceptionnels, nous<br />
avons donc des exigences exceptionnelles » a<br />
conclu la ministre. « Nous n’avons pas le droit<br />
d’échouer, j’y serai extrêmement vigilante. »<br />

Le centre d’expertise du<br />
soutien du combattant et<br />
des forces (CESCOF)<br />
Une mutation pour plus d’efficacité, c’est dans<br />
ce processus qui redistribue les responsabilités<br />
qu’est désormais inscrite l’action du Centre<br />
d’Expertise du Soutien du Combattant et des<br />
Forces (CESCOF).<br />
Ce dernier a été créé le 1er janvier 2010 dans le cadre de la mise en<br />
place du Service du commissariat des armées (SCA), héritier direct des<br />
commissariats d’armée (commissariats de l’armée de terre, de la marine<br />
et de l’air). Le CESCOF assure le soutien et l’équipement des militaires<br />
en habillement, en matériel de campagne et en vivres opérationnels, qu’il<br />
s’agisse du service courant ou des missions opérationnelles, sur le territoire<br />
national (SENTINELLE) ou en opérations extérieures (OPEX). Cette mission<br />
de l’ombre en apparence se révèle pourtant hautement stratégique et<br />
sensible puisqu’il s’agit d’assurer des conditions optimales de protection et<br />
de vie au personnel engagé sur des terrains exigeants où chaque moment<br />
est un défi.

Pour s’adapter à ses nouveaux emplois, le<br />
CESCOF a dû également évoluer, se recentrant<br />
sur sa mission d’approvisionnement<br />
(qualité produits et stratégies clients) dont<br />
deux aspects techniques, les achats et la logistique,<br />
sont désormais confiés à des organismes<br />
spécialisés.<br />
Pour mieux saisir ces changements et la manière<br />
dont se déroule cette évolution, le <strong>MIFA</strong><br />
Magazine a rencontré le directeur du CES-<br />
COF, le commissaire en chef de 1ère classe<br />
Philippe Leroy.<br />
Quel est l’esprit de la mutation dans laquelle<br />
s’est engagée le CESCOF ?<br />
Philippe Leroy : Le CESCOF achève une phase<br />
de transformation, qui l’oriente davantage<br />
vers les clients du Service, les groupements<br />
de soutien des bases de Défense (GSBdD) qui<br />
assurent directement la logistique des unités<br />
(Régiments, bases navales, bases aériennes).<br />
C’est une évolution majeure, du Service du<br />
Commissariat des armées (SCA) et du CES-<br />
COF lui-même, qui lui fait consacrer tous ses<br />
efforts à la qualité du service rendu par l’activation<br />
la plus optimisée possible des composantes<br />
de sa filière habillement et soutien de<br />
l’homme. L’orientation vers les clients-soutenus<br />
est majeure, et se fonde comme pour<br />
toute entreprise sur une obligation de résultat.<br />
L’évolution du centre expert s’inscrit de<br />
ce fait dans la logique de bout en bout qui a<br />
conduit au rattachement des GSBdD au SCA à<br />
compter de septembre 2014.<br />
Pour vous, comment se caractérise cette<br />
mutation ? Comment se définissent vos<br />
nouvelles missions ?<br />
Philippe Leroy : Cette mutation se traduit par<br />
un recentrage des activités sur l’effet à obtenir<br />
: satisfaire la demande des armées. C’est<br />
pourquoi comme je l’ai précisé les fonctions<br />
logistique et achats ont été transférées, sur<br />
site, à des organismes spécialisés qui en assurent<br />
une exploitation dédiée et quasi industrielle,<br />
sous le contrôle du CESCOF qui reste<br />
leur prescripteur, leur pilote et porte la per-

formance. Il est d’ailleurs devenu le responsable<br />
budgétaire de l’activité.<br />
Outre le repositionnement général du Centre,<br />
son recentrage sur la relation-client s’est<br />
traduit par une importante inflexion en organisation<br />
avec la création interne d’un Bureau<br />
Assistance Conseil dévolu à son suivi. Les<br />
activités, le financement et l’ensemble des<br />
opérations techniques (dont le pilotage d’un<br />
laboratoire spécialisé à Angers) sont chacun<br />
réalisés au sein d’une division – et l’effectif<br />
du Centre est désormais d’une centaine de<br />
personnes.<br />
Cette mutation change-t-elle les conditions<br />
d’attribution de vos marchés ?<br />
Philippe Leroy : Non, cette transformation n’a<br />
aucune incidence sur les conditions d’attribution<br />
des marchés, mais uniquement sur la<br />
répartition des rôles entre les différents intervenants.<br />
L’ensemble des achats est soumis<br />
aux règles de l’achat public, dont son Code –<br />
et la règle d’or reste la mise en concurrence<br />
des fournisseurs. En tant que prescripteur,<br />
ma tâche revient à définir des spécifications<br />
nécessaires à l’acheteur – et en tant qu’opérateur<br />
à évaluer l’aspect technique des offres<br />
reçues (analyse d’échantillons par exemple).<br />
La procédure d’achat elle-même est de la<br />
responsabilité de la plate-forme achats finances<br />
(PFAF) de Rambouillet, dont le directeur<br />
est représentant du pouvoir adjudicateur<br />
(RPA). La réception technique des produits<br />
livrés dans le cadre de l’exécution des marchés<br />
reste bien entendu de la responsabilité<br />
du CESCOF.<br />
Cette nouvelle organisation présente l’intérêt<br />
de consacrer davantage de ressources amont<br />
au produit et au marché (compris en tant<br />
qu’environnement industriel).<br />
Hormis<br />
la stricte question du prix, quelles sont les<br />
lignes directrices du choix des fournisseurs<br />
pour l’armée ?<br />
Philippe Leroy : Le choix des fournisseurs répond<br />
à la stricte application des critères prévus<br />
par les procédures de marché. Le critère<br />
prix n’est pas systématiquement prédominant.<br />
On le réserve généralement aux achats<br />
plutôt standards, ou sur étagère, auxquels<br />
le marché sait rapidement réagir, et par de<br />
multiples acteurs. L’achat réalisé au profit<br />
du CESCOF comprend bien sûr des articles<br />
de cette nature, mais aussi de très nombreux<br />
articles plus spécifiques, qui appellent à plus<br />
spécialement juger la qualité et les délais associés<br />
à la fabrication. L’évaluation se fait sur<br />
la base du respect de spécifications formalisées<br />
dans une notice technique, mais également<br />
d’analyses en laboratoire ou de tests à<br />
l’emploi.<br />
L’important pour nous est la capacité du fournisseur<br />
de maîtriser son circuit d’approvisionnement<br />
et de fabrication, et à produire l’article<br />
attendu. Nous valorisons un savoir-faire<br />
qui correspond à nos attentes, et pouvons<br />
constater que la majorité de nos fournisseurs<br />
est européenne. Il existe toutefois certaines<br />
exceptions, comme, par exemple, les lunettes<br />
balistiques qui sont fabriquées et importées<br />
des Etats-Unis.<br />
Pour certains achats, nous pouvons utiliser<br />
la procédure de l’appel d’offre restreint afin<br />
de sélectionner en amont les entreprises qui<br />
peuvent postuler. Par ailleurs certains produits<br />
(effets NRBC, effets FELIN) homologués<br />
par la DGA dans le cadre de systèmes d’armes<br />
font l’objet de procédures d’acquisition spécifiques.<br />
Organisez-vous des journées qui pourraient<br />
permettre à des entreprises pouvant répondre<br />
à des appels d’offre de vous rencontrer ?<br />
Philippe Leroy : Nous avons organisé le 5 décembre<br />
2017 à l’Ecole militaire de Paris une «<br />
Journée de l’innovation » où nous avons invité<br />
des entreprises, souvent des PME, à nous<br />
présenter leurs produits. Nous avons eu le<br />
plaisir de voir que plusieurs dizaines d’entreprises<br />
ont répondu à notre appel, avec certaines<br />
innovations intéressantes, telles qu’un<br />
dispositif de report de la charge pesant sur<br />
les épaules pour un sac à dos ou certains tissus<br />
performants et « intelligents ». Ces retours<br />
positifs nous conduisent à envisager le<br />
renouvellement de ce type de journée.<br />
Nous envisageons maintenant de mettre en<br />
place une « journée des fournisseurs », en<br />
collaboration avec la PFAF, pour mieux cibler<br />
notre sourcing et expliquer nos procédures et<br />
nos attentes à ceux qui souhaitent et peuvent<br />
devenir nos fournisseurs.<br />

« Le Cescof est un client exigeant<br />
qui demande des performances<br />
précises, élevées et constantes »<br />
C’est la fédération professionnelle qui regroupe les principaux acteurs du<br />
textile et de l’équipement et qui s’est organisé collectivement depuis 1871. La<br />
Facim et ses membres sont les premiers acteurs concernés air les mutations<br />
du Cescof et doit s’adapter dans un environnement concurrentiel aux choix<br />
stratégiques de la Défense française. C’est une expertise de chaque instant<br />
que l’organisation et ses acteurs doit garantir.<br />
Entre évolutions du Cescof et nouvelles demandes sur des technologies<br />
innovantes, Alain Chanois le président de la Facim répond aux questions du<br />
<strong>MIFA</strong> Magazine sur les enjeux majeurs pour l’organisation et ses membres.<br />
Le Cescof rappelle l’attrait du monde de la<br />
Défense pour certains produits textile qui ont<br />
été montré lors de la journée de l’innovation<br />
du 07/12/2017. Quelles sont les principales<br />
avancées sur les «tissus intelligents» et<br />
à quels besoins répondent-ils ? Qu’estil<br />
possible de faire actuellement dans ce<br />
domaine et qui serait déjà opérationnel ?<br />
Alain Chanois : Pour l’instant rien n’est<br />
encore vendu dans ce domaine effectivement<br />
très prometteur mais qui se cherche. Les

premières avancées se sont inspirées à la<br />
base des exigences du sport de haut niveau<br />
avec un tee-shirt à électronique embarquée<br />
pour suivre les paramètres du porteur des<br />
vêtements. Ce qui a été présenté lors de<br />
la journée de l’innovation ne passera en<br />
application opérationnelle qu’à moyen et long<br />
termes après avoir bien identifié les gains<br />
et après que cette technologie appliquée au<br />
textile ait démontré sa fiabilité et sa durabilité<br />
à l’usage.<br />
Mais effectivement c’est un champ qui est<br />
aussi en train de s’ouvrir à la défense. Les<br />
armées veulent envisager des moyens nouveaux<br />
pour la protection de leurs hommes<br />
dans un milieu hostile et face aux intempéries,<br />
ou améliorer leur confort thermique. On<br />
imagine volontiers l’avantage pour un soldat<br />
supportant le poids de son équipement de<br />
porter un vêtement améliorant sa thermorégulation<br />
corporelle lors d’une opération dans<br />
le Sahel.<br />
Nous travaillons aussi sur la question des<br />
données transmises par ces vêtements et qui<br />
doivent permettre de pouvoir localiser les<br />
hommes sur le terrain en toute discrétion et<br />
de reconnaitre les amis des ennemis.<br />
Sur ce secteur stratégique des tissus<br />
intelligents, les entreprises françaises sontelles<br />
à la pointe ? Qui sont vos concurrents,<br />
et quelle est votre avance pour fournir<br />
la défense qui n’est pas obligé d’acheter<br />
forcément auprès de prestataires français ?<br />
Alain Chanois : Les Etats-Unis mettent des<br />
sommes énormes sur ce marché des « tissus<br />
intelligents », mais la France peut se targuer<br />
d’avoir des entreprises très spécialisées<br />
engagées dans des projets pour le combattant<br />
du futur. Il faut aussi imaginer les surcoûts<br />
d’acquisition et d’une maintenance spécifique<br />
pour l’entretien de ces équipements bourrés<br />
de capteurs. Pour vous donner un exemple,<br />
le simple fait de passer un treillis d’un tissu<br />
simple à un tissu résistant au feu, toujours<br />
bariolé infra –rouge, multiplie son prix par<br />
trois.<br />
La complexité grandissante des vêtements<br />
opérationnels nécessite une chaine industrielle<br />
d’excellence de la matière à la confection<br />
En amont au niveau du fil, comme en aval.<br />
En aval justement, nous devons admettre que<br />
la confection, forte consommatrice de main<br />
d’œuvre, est délocalisée pour respecter les<br />
nécessités budgétaires qui sont imposées à<br />
nos acheteurs sur ces équipements spéci-

fiques chers à produire. Les pouvoirs publics<br />
sont d’ailleurs parfois un peu schizophrénique<br />
sur cette question. Nous ne cessons de<br />
rappeler que si l’Etat acheteur est gagnant<br />
à toujours vouloir tirer les prix vers le bas<br />
dans notre secteur en particulier, la collectivité<br />
nationale, elle, est perdante à voir ses<br />
emplois industriels quitter le territoire national.<br />
Notre déficit économique ne cesse de se<br />
creuser avec un risque d’appauvrissement de<br />
la base industrielle<br />
Le Cescof -et indirectement la Pfaf- veulent<br />
limiter le nombre d’intermédiaire entre le<br />
fil et la conception. Comment vous adaptezvous<br />
à cette demande sachant que, pour des<br />
produits textile plus simples, une partie de la<br />
chaîne de fabrication est lointaine ? Comment<br />
réduire la chaîne des intermédiaires ?<br />
Alain Chanois : Nous avons expliqué au<br />
Cescof, qui comprend très bien notre position,<br />
que plus le produit est spécifique, plus la<br />
supply chain industrielle est complexe et sera<br />
longue. Le Cescof est un client exigeant qui<br />
demande des performances précises, élevées<br />
et constantes, il en connaît donc l’impact<br />
sur nos chaines de production mais il a lui<br />
aussi ses propres contraintes de délais en<br />
particulier.<br />
Après, cette chaîne de métiers successifs<br />
pour arriver au vêtement final ne peut bien<br />
sûr être raccourcie mais optimisée avec une<br />
sous-traitance à l’étranger de proximité et<br />
maîtrisée. Mais nous travaillons à accélérer<br />
nos flux pour réduire les délais ce qui nous<br />
permettra de gagner en précision et en réactivité<br />
par rapport à la demande. Toutefois<br />
cela suppose de la part du CESCOF, et il en<br />
est conscient, une gestion prévisionnelle des<br />
commandes améliorée pour le gain de tous.<br />
En tous cas, il est important de veiller à<br />
maintenir les outils de production de la partie<br />
industrielle amont, source principale des innovations<br />
et de la valeur ajoutée en proximité<br />
du CESCOF. Pour deux raisons majeures :<br />
la rapidité des nouveaux développements et<br />
la fiabilité de l’industrialisation des produits<br />
innovants et ensuite la garantie de notre indépendance<br />
nationale pour des solutions<br />
mettant en œuvre des technologies de pointe<br />
(protection par des brevets, souveraineté)<br />
En quoi la mutation du Cescof et la séparation<br />
claire Cescof/Pfaf a changé votre rapport<br />
avec le monde de la défense et le rapport<br />
fournisseur/client que vous aviez jusque-là ?<br />
Alain Chanois : Je ne vous cacherais pas que<br />
cela perturbe notre fonctionnement, mais nous<br />
comprenons les raisons de fond qui ont motivé<br />
cette mutation vers une organisation métiers.<br />
Mais de notre côté, nous avons besoin de nous<br />
reposer le moins possible d’ interlocuteurs ,<br />
et plus précisément un décideur de dernier<br />
ressort pour prendre la décision quand des<br />
dossiers demandent un arbitrage. Jusque-là,<br />
le décideur en question était naturellement<br />
le directeur du Cescof ancienne formule.<br />
Maintenant il y a deux lignes qui coexistent,<br />
celle du Cescof nouvelle génération (disons la<br />
technique pour simplifier) et celle de la Pfaf<br />
(l’achat et la finance). En principe elles sont<br />
complémentaires mais elles interfèrent dans<br />
la gestion des contrats.<br />
Comme souvent ce sera la bonne entente<br />
entre les hommes qui fera ou non cette harmonie<br />
dont nous, entreprises adhérentes à<br />
la Facim, avons besoin. Les deux directeurs<br />
qui ont déjà rencontré la Facim plusieurs fois<br />
sont à notre écoute et nous donne confiance.<br />
Cependant j’ajouterai qu’il nous semble difficile<br />
pour les décideurs de solutionner l’équation<br />
–qualité-prix-délai dont les paramètres<br />
sont interdépendants avec deux lignes de<br />
gestion séparées le CESCOF plutôt qualité et<br />
la PFAF plutôt prix ave une corrélation directe<br />
sur les délais.

La journée de l’innovation a apparemment<br />
été un succès. Pourquoi selon vous un client<br />
comme la défense, qui impose pourtant des<br />
règles strictes attire-t-il autant les PME<br />
innovantes ?<br />
Alain Chanois : Il faut dire en préalable<br />
que le ministère des armées mène depuis<br />
deux ou trois ans une politique d’incitation<br />
à l’innovation qui a essaimé dans notre<br />
écosystème et a attiré l’intérêt de PME<br />
innovantes en recherche de débouchés.<br />
L’innovation dans nos métiers se trouve<br />
surtout en amont et dans les composants du<br />
vêtement.. Les PME qui ont des technologies<br />
et qui veulent l’intégrer à un produit textile<br />
viennent alors vers nos entreprises qui ont,<br />
elles, la connaissance du besoin le savoirfaire<br />
de la confection.<br />
Fournir l’armée a globalement deux avantages.<br />
Primo, cela permet d’acquérir une notoriété<br />
sur un marché exigeant. C’est une vraie<br />
carte de visite pour une entreprise ou une<br />
technologie qui cherche à se faire connaitre<br />
(la Facim en a reçu de nombreuses sur son<br />
stand à MILIPOL). Secundo, cela permet de<br />
faire des évaluations en conditions réelles<br />
car l’armée teste avec beaucoup d’exigences<br />
les produits et assure un retour d’expérience<br />
enrichissant pour adapter les solutions.<br />
N’oubliez pas cependant que le marché de<br />
l’armée ne rend pas les fournisseurs captifs.<br />
Les technologies de la défense opèrent sur<br />
un marché dual qui concerne aussi bien l’armée<br />
que la sécurité, la police, la gendarmerie<br />
et les pompiers qui sont plus nombreux<br />
que les militaires soit au total pas moins de<br />
800 000 personnes Mais ces secteurs d’activité<br />
restent pour ‘instant des débouchés naissants<br />
et inférieurs aux plus gros clients du<br />
textile intelligent : le sport de haut niveau et<br />
la santé.<br />
Pouvez-vous enfin nous éclairer plus<br />
généralement sur l’avenir de la Facim<br />
sous votre présidence et quelles seront les<br />
grandes orientations à venir ? Et êtes-vous<br />
globalement optimiste face aux évolutions<br />
budgétaires du monde de la défense pour vos<br />
affaires ?<br />
Alain Chanois : La Facim souhaite améliorer<br />
la visibilité de ses membres qui constituent<br />
une base industrielle technologique et<br />
les faire apparaître comme les véritables<br />
équipementiers de la protection individuelle<br />
au profit des forces Nous préparons l’avenir<br />
avec une politique d’innovation en créant<br />
Facinnov, une association intégrant au-delà<br />
de nos membres, experts du textile, des<br />
start-ups qui peuvent être complémentaires<br />
de notre cœur de métier. Notre objectif<br />
est de parvenir à mettre autour de la table<br />
les utilisateurs, de plus en plus exigeants,<br />
face aux industriels et à ceux qui génèrent<br />
l’innovation. Le but de cette démarche est<br />
d’anticiper au mieux les futurs besoins.<br />
Enfin il ne serait pas réaliste d’être optimiste<br />
dans la conjoncture budgétaire actuelle<br />
même si des crédits d’équipements sont débloqués<br />
y compris dans notre secteur (treillis<br />
F3 et gilet pare balle).Encore faut-il que les<br />
retombées profitent à l’industrie française ce<br />
qui n’est que très partiellement le cas à la<br />
différence des systèmes d’armes.<br />
En effet , nous devons être attentifs à l’excellence<br />
de nos industriels pour exister dans la<br />
compétition internationale. Face à des compétences<br />
mondialisées, les Français n’ont<br />
pas le choix : il doivent être perçus comme<br />
étant à la pointe de la qualité. Et, indéniablement,<br />
nous pouvons pour cela compter sur la<br />
notoriété de l’armée française, source d’opportunités<br />
à l’export qui représente 25% de<br />
l’activité des membres de la Facim.<br />

Projet CATALPA<br />
Des bâtiments modulaires pour l’armée française<br />
CATALPA s’inspire du nom de cet arbre qui pousse et se régénère<br />
rapidement. Un nom bien trouvé pour des bâtiments modulaires à<br />
ossature bois qui se montent facilement, au gré des besoins. Ainsi,<br />
depuis 2016, Bouygues Bâtiment Sud-Est, filiale de Bouygues<br />
Construction conçoit, fabrique et fournit au Ministère de la<br />
Défense des bâtiments d’hébergement en épicéa accueillant en<br />
moyenne 200 lits, dans un temps record. Le projet s’accompagne<br />
de méthodes de fabrication innovantes, associées à une qualité<br />
de fabrication et d’exécution exceptionnelle.<br />
Pour en savoir plus, nous avons rencontré Mélanie Solay, directrice<br />
du projet CATALPA chez Bouygues Bâtiment Sud-Est.<br />
Quelle est la vocation de ces bâtiments ?<br />
Suite aux attentats survenus en France en 2015<br />
et afin de faire face à la demande croissante<br />
d’hébergements pour le corps de l’armée<br />
de Terre, il a fallu trouver une solution aussi<br />
efficace que qualitative. En effet, le Ministère de<br />
la Défense a décidé d’accroitre la capacité de la<br />
Force Opérationnelle Terrestre (FOT) et prévu<br />
l’arrivée de 11 000 militaires supplémentaires.<br />
Face à ce besoin, les équipes de Bouygues<br />
Bâtiment ont répondu à un appel d’offre lancé<br />
par le Ministère de la Défense, pour couvrir sur 4<br />
ans, les besoins d’hébergement des trois corps<br />
d’armée sur l’ensemble du territoire français.<br />
Un marché à bons de commande d’une durée de<br />
4 ans a ainsi été mis en place, sous le nom de<br />
CATALPA.<br />
Le 31 août 2016, le général de corps d’armée<br />
Bertrand Houîtte de la Chesnais, major général<br />
de l’armée de terre, accompagné du général de

la Direction Centrale du SID, du Préfet de Savoie<br />
et de Pascal Minault, Directeur général de<br />
Bouygues Entreprises France-Europe inaugurait<br />
le premier bâtiment CATALPA à Barby près de<br />
Chambéry.<br />
Seules les finitions extérieures et quelques<br />
finitions intérieures sont effectuées in situ.<br />
Conçus pour durer a minima entre 35 et 40<br />
ans, sept mois seulement sont nécessaires<br />
entre la commande et la livraison d’un<br />
bâtiment. 17 bâtiments CATALPA ont ainsi été<br />
construits depuis 2016 sur l’ensemble de la<br />
France, dont 5 sur le territoire de Bouygues<br />
Bâtiment Sud-Est.<br />
Comment fonctionne le projet ?<br />
De manière très simple, grâce à un catalogue<br />
d’une trentaine de modules parmi lesquels on<br />
puise selon les besoins.<br />
Grâce à ce type de construction, tout est<br />
envisageable !<br />
Pourquoi le choix d’une ossature bois ?<br />
Pour ses qualités environnementales et son<br />
intérêt thermique. En effet, le bois a des<br />
performances thermiques élevées, retient le<br />
carbone et réduit l’émission de gaz à effet de<br />
serre.<br />
C’est un matériau solide, durable, idéal pour le<br />
territoire français.<br />
Bouygues Bâtiment Sud-Est, filiale de Bouygues<br />
Construction, a ainsi proposé une solution globale<br />
en travaillant avec Ossabois, partenaire majeur<br />
dans ce projet, et connu pour le partenariat<br />
développé avec le Groupe. Le projet CATALPA<br />
repose effectivement sur la construction de<br />
bâtiments en ossature bois alliant rapidité de<br />
mise en oeuvre et qualité de fabrication.<br />

Les modules de 6 mètres sur 3 arrivent tout<br />
équipés tel que le module salle de bain qui<br />
comprend les sols, les sanitaires, les portes,… il<br />
n’y a plus qu’à l’ouvrir !<br />
Le principe de CATALPA n’est pas de proposer<br />
un produit bas de gamme mais bien un produit<br />
de qualité, qui répond à des délais restreints.<br />
Ses constructions offrent un usage et un confort<br />
similaire aux constructions traditionnelles,<br />
réalisées dans des conditions industrielles<br />

Le régiment d’artillerie, un poids lourd du territoire<br />
rennais<br />
Après une année 2017 chargée, les militaires basés à Saint-Aubin<br />
attaquent <strong>2018</strong> avec un agenda non moins rempli. Occasion d’un tour<br />
d’horizon de ce régiment<br />
Qu’est-ce que ce régiment ?<br />
Localement, tout le monde le connaît<br />
par son acronyme : le 11e Rama, pour<br />
11e régiment d’artillerie de Marine. Il<br />
est basé à la Lande d’Ouée sur 35 hectares<br />
de camp bâti et 215 hectares de<br />
forêt. « C’est le régiment des appuis feux<br />
interarmées et de renseignement d’acquisition<br />
tactique de la 9e Brigade d’Infanterie<br />
de Marine (Bima) », précise le<br />
colonel le colonel Olivier Coquet, chef<br />
de corps du 11e Rama, c’est-à-dire le<br />
commandant.<br />
Cette 9e brigade, dont l’état-major est<br />
basé à Poitiers, appartient elle-même<br />
à la 1ère division blindée de l’armée de<br />
Terre, et chapeaute plusieurs autres régiments<br />
dont le 3e régiment d’infanterie<br />
de Marine (Rima) de Vannes, le 6e régiment<br />
du Génie d’Angers (Ri) ou encore<br />
le 2e Rima du Mans. « Localement »,<br />
le 11e Rama est une composante de la<br />
Base de défense de Rennes, siège du<br />
commandement de la zone de défense<br />
et de sécurité Ouest. Dans l’armée, tout<br />
n’est pas toujours simple…<br />
Combien de personnels sur place ?<br />
En décembre, le 11e Rama recensait

précisément 860 hommes et femmes<br />
(9 %), dont 47 officiers, 273 sous-officiers,<br />
plus de 557 militaires du rang<br />
et 9 personnels civils. « C’est 1137 personnes<br />
en tout, en prenant en compte les<br />
réservistes opérationnels », précise le<br />
colonel Coquet.<br />
La moyenne d’âge est de 30 ans et l’ancienneté<br />
moyenne des militaires du<br />
rang est d’un peu moins de six ans.<br />
Une deuxième brigade de réserve<br />
sera créée en juillet <strong>2018</strong>, mais<br />
cela n’entraînera pas une évolution<br />
significative de l’effectif total.<br />
« Le régiment recrute chaque année 120<br />
à 150 bigors (surnom des artilleurs des<br />
troupes de marine), ajoute le lieutenant-colonel<br />
Emmanuel, commandant<br />
en second du régiment. Nous accompagnons<br />
aussi la reconversion d’une dizaine<br />
de sous-officiers et de 30 à 50 militaires<br />
du rang ».<br />
Quel est le poids du régiment dans<br />
l’économie locale ?<br />
Il est considérable. « C’est le premier<br />
employeur du bassin fougerais devant le<br />
centre hospitalier ou l’entreprise Safran »,<br />
indique le commandement du 11e Rama.<br />
En 2012 (il n’y a pas de données plus<br />
récentes disponibles), sa masse salariale<br />
était évaluée à 25 millions d’euros.<br />
Si 337 jeunes soldats vivent en casernement<br />
à la Lande d’Ouée, les deux<br />
autres tiers du personnel vivent à l’extérieur,<br />
principalement dans un périmètre<br />
d’une vingtaine de kilomètres :<br />
37 familles à Fougères, 34 familles à<br />
Saint-Aubin-du-Cormier, 17 à Liffré,<br />
autant à Sens-de-Bretagne, etc… « 260<br />
conjoints de militaires du régiment travaillent<br />
dans la région, 130 sont actuellement<br />
en recherche d’emploi », ajoute<br />
le lieutenant-colonel Emmanuel.<br />

Le Service des essences<br />
des armées (SEA)<br />
l’action discrète, l’expertise indispensable<br />
Si le pétrole est l’un des nerfs de la guerre<br />
économique, alors que dire du monde de<br />
la défense ? La logistique de l’accès aux<br />
ressources pétrolières est la question<br />
centrale de bon nombre d’opérations,<br />
celle qui peut parfois décider de la réussite<br />
ou de l’échec d’une mission. Et pour<br />
remplir au mieux cette tâche primordiale,<br />
les hommes du Service des essences des<br />
armées (SEA) sont prêts à apporter leur<br />

Le SEA est loin d’être le service le plus connu de l’armée française. Son<br />
expertise n’a pourtant pas de prix. Ces professionnels de la logistique<br />
pétrolière ont la double mission d’assurer la gestion des installations<br />
qui fourniront la défense française, mais aussi d’assurer le transport et la<br />
livraison des ressources pétrolières dans un environnement souvent hostile.<br />

Et parfois dans des contextes particulièrement<br />
difficiles.<br />
Le Service des essences des armées a,<br />
en premier lieu, la mission d’approvisionner<br />
en carburants, ingrédients et produits<br />
divers les forces françaises ou alliés, y<br />
compris en opération extérieure. Du pétrole<br />
bien sûr, mais aussi des matériels

pétroliers parfois difficiles à déplacer et<br />
demandant donc une expertise logistique<br />
sur des problématiques spécifiquement<br />
militaires.<br />
Un défi qui demande à la fois une parfaite<br />
coordination du SEA avec le Centre de planification<br />
et de conduite des opérations<br />
(CPCO), mais aussi une collaboration avec<br />
les sociétés pétrolières qui doivent se<br />
conduire en partenaires fiables dans des<br />
contextes aussi délicats.<br />

du SEA, l’autre force de l’unité est sans<br />
conteste le maillage du réseau de cet opérateur.<br />
Le Service des Essences des Armées<br />
est en effet organisé autour d’une<br />
direction centrale à Malakoff en région<br />
parisienne, et d’une direction de l’exploitation<br />
et de la logistique pétrolière interarmées<br />
basée à Nancy, la DELPIA. C’est<br />
cette dernière qui dirige et soutient les<br />
dépôts en métropole. Les hommes du SEA,<br />
eux, sont formés à Chalon-sur-Saône,<br />
dans une « base pétrolière interarmées »,<br />
la BPIA, qui est également utilisée comme<br />
la plateforme où sont préparés les déta-<br />

Le SEA peut également s‘appuyer sur un<br />
centre d’expertise à Marseille, le CEPIA,<br />
pour réaliser une autre de ses missions :<br />
le contrôle qualité des produits pétroliers.<br />
Enfin, le territoire français est maillé<br />
par 35 dépôts en métropole et 6 dépôts à<br />
l’outre-mer ou hors du territoire national<br />
pour assurer la proximité avec les forces<br />
soutenues, pour répondre à leurs besoins<br />
le plus efficacement possible, tout en garantissant<br />
un soutien pétrolier de qualité.<br />
Présents, partout où sont les forces,<br />
les « hommes du pétrole » peuvent ainsi<br />
afficher à leur tableau d’honneur des<br />
missions, parfois périlleuses, telles que<br />
l’Afghanistan, le Kosovo, le Tchad, la Côte<br />
d’Ivoire, le Liban, les Emirats-Arabes unis,<br />
à Djibouti ou encore au Sénégal.<br />
En Opex ou dans l’Hexagone<br />
Hormis la mission consistant à ravitailler<br />
en tout lieu et tout temps, le Service des<br />
Essences des Armées œuvre pour améliorer<br />
sans cesse la logistique des forces<br />
françaises dans le domaine des produits<br />
pétroliers. Le service a en effet la charge<br />
d’assurer le contrôle technique et l’expertise<br />
des installations et matériels de<br />
la Défense. Cette activité particulière<br />
s’applique des domaines très variés : des<br />
véhicules transportant des matières dangereuses<br />
aux oléoducs pouvant présenter<br />
un intérêt stratégique pour la défense. Le<br />
SEA est bien entendu aussi en charge de la<br />
gestion logistique de biens des matériels<br />
pétroliers et de leur maintien en condition<br />
opérationnelle (MCO). Les missions de<br />
maintenance des équipements sont ainsi<br />
assurées par le Service des Essences des<br />
Armées, garantissant ainsi que la Défense<br />
française puisse compter sur des installa-
tions fiables à chaque instant.<br />

Le salon <strong>Eurosatory</strong> a d’ailleurs déjà eu<br />
l’occasion de découvrir en avance les<br />
prouesses techniques dont est capable le<br />
SEA. En 2016, lors de la dernière édition<br />
du salon, le service avait présenté son futur<br />
camion-citerne, le CaRaPACE (Camion<br />
Ravitailleur Pétrolier de l’Avant à Capacité<br />
Étendue), disposant d’une cabine blindée<br />
et équipée d’une capacité de riposte armée.<br />
Celui-ci sera par ailleurs prochainement<br />
déployé au Mali dans le cadre de<br />
l’opération Barkhane. Un test grandeur<br />
nature pour cette innovation entièrement<br />
pensée par le SEA grâce à ses retours d’expérience<br />
sur des opérations précédentes.<br />
En 2017, la force Barkhane a, à elle seule,<br />
consommée pas moins de 16 millions de<br />
litres de carburant terrestre. Sans faire<br />
de bruit, le Service des Essences des Armées<br />
continue à forger son expérience au<br />
service de l’excellence de la défense française.<br />

LA DGMR et les défis de la mise en place<br />
de la Vision stratégique du ministre Steven<br />
Vandeput<br />
La Direction Générale des Ressources Matérielles (DGMR)<br />
de la Défense belge est chargée d’assurer la mise en place<br />
des ressources matérielles de la Défense et d’en assurer la<br />
gestion intégrée durant leur cycle de vie complet et pour la<br />
totalité du support technico-logistique (systèmes d’armes,<br />
systèmes de communication et d’information, infrastructure,<br />
matériels & produits de support).<br />
Le lieutenant-général Rudy Debaene, chef de<br />
la DGMR depuis fin mars 2015, revient sur les<br />
grands dossiers d’investissements de la Défense<br />
belge dans le cadre de la mise en place de la<br />
vision stratégique du ministre Steven Vandeput<br />
et parle de l’importance de<br />
la coopération avec d’autres<br />
pays comme les Pays-Bas, le<br />
Luxembourg ou la France.<br />
Avec un investissement<br />
de plus de 9 milliards, la<br />
Défense belge va connaître<br />
un grand renouvellement<br />
de son matériel durant<br />
les 13 prochaines années.<br />
C’est un grand défi qui se<br />
présente à la DGMR pour<br />
assurer efficacement la<br />
transition entre l’ancien<br />
et le nouveau matériel ?<br />
Je dirais que pour nous le défi<br />
se situe sur deux niveaux.<br />
Le premier niveau c’est de<br />
garder le « legacy » comme<br />
on l’appelle en anglais c’està-dire<br />
de garder le matériel<br />
actuel opérationnel que ce<br />
soit au niveau de la marine ou que ce soit au<br />
niveau des F-16 ou des véhicules et systèmes<br />
d’armes. Notre premier focus à court terme se<br />
situe à ce niveau-là. Le deuxième défi est d’établir<br />
les besoins ensemble avec les utilisateurs et<br />
rassembler les gens dans les grands projets.<br />
Quels sont les besoins des clients ? Finalement,<br />
c’est le point de départ. On a débuté cette<br />
réflexion il y a un peu plus de deux ans et on<br />
est arrivé à établir les besoins-clés des quatre<br />
grands projets. Ensuite, nous avons regardé quel<br />
est l’ampleur d’un tel programme ? Est-ce qu’on<br />
a le personnel au sein de la DGMR pour mener<br />
ce programme à bien ? Quelle est la structure de<br />
gestion que l’on va mettre en place pour garder<br />
ce lien avec l’utilisateur ? Pour une Défense<br />
de notre taille, on ne peut pas se permettre de<br />
se lancer dans l’acquisition de matériel qui ne<br />
répond pas à la demande de l’utilisateur. On a<br />
créé une structure temporaire<br />
où se retrouvent les chefs<br />
de chaque Composante (Air,<br />
Terre et Marine) pour le pilier<br />
opérationnel. Puis il y a le<br />
pilier équipement, matériel<br />
avec le chef de la division<br />
systèmes de la DGMR. Le<br />
troisième pilier c’est celui<br />
qui est responsable pour tout<br />
ce qui est contractuel : le<br />
chef de la division marchés<br />
publics de la DGMR. En<br />
fonction de la phase du<br />
programme, j’aime bien<br />
utiliser l’expression « primus<br />
inter pares », un des trois va<br />
prendre la présidence de ce<br />
comité directeur. On établit<br />
les besoins initiaux qu’on<br />
traduit ensuite dans un cahier<br />
spécial des charges avec les<br />
éléments techniques. Une<br />
fois que la procédure est lancée, c’est le chef de<br />
la division marchés publics qui prend la décision<br />
mais toujours avec les deux autres en présence<br />
pour coordonner l’avancement des projets. En<br />
fonction de la complexité du programme, on<br />
regarde si on a les techniciens nécessaires au<br />
sein de la DGMR. S’il le faut, on fait appel à des<br />
techniciens spécialistes qui sont détachés par<br />
le commandant de la Composante concernée<br />
comme renfort temporaire. En tant qu’officier,<br />
on a l’habitude de faire un va-et-vient entre le<br />
pilier opérationnel et le pilier gestion et d’autres<br />
piliers comme la formation. On a des mutations<br />
tous les 3-4 ans dans un autre pilier pour aller

plus loin et ne pas avoir une expérience focalisée<br />
uniquement dans un pilier. Cela nous permet de<br />
rassembler des gens de valeur pour mener à bien<br />
ces projets. Quelque part, le maintien en service<br />
se fait avec les gens de la DGMR. On recueille les<br />
avis des Composantes sur les aspects tactiques<br />
et techniques mais il y a une scission claire et<br />
nette entre celui qui présente le besoin et celui<br />
qui finalement va faire le marché public. Tout<br />
ce qui est contrat, c’est la responsabilité de la<br />
division marchés publics. Par exemple, s’il y a<br />
une évaluation technique à faire dans le cadre<br />
d’un marché (côté industrie), l’officier acheteur<br />
responsable pour le programme d’acquisition<br />
peut s’appuyer sur un avis technique pour<br />
la faire. Mais cette évaluation technique est<br />
faite séparément de l’évaluation juridique et<br />
budgétaire d’un programme. C’est l’officier<br />
acheteur qui rassemble les résultats de ces<br />
évaluations techniques et élabore un classement<br />
avec en tête le meilleur marché public. Dans le<br />
système belge, on note une certaine pondération<br />
avec une certaine valeur pour le volet prix et une<br />
certaine valeur pour le volet qualité. Ça peut<br />
être 70% contre 30%. Cela veut dire que l’aspect<br />
technique ne représentera que 30% par rapport<br />
à l’importance donnée au prix.<br />
La coopération semble être au cœur de ces<br />
nouveaux achats de matériel. Est-ce un moyen<br />
pour la Défense belge d’optimiser sa capacité<br />
opérationnelle avec ses alliés ?<br />
Certainement et ce, dans le cadre de nos quatre<br />
projets actuels. La Marine belge a une belle histoire<br />
de coopération avec les Pays-Bas. Celle-ci<br />
date des années 70 lorsqu’on a signé les premiers<br />
documents. On a créé un commandement<br />
bi-national l’Amirauté Benelux dirigée par le chef<br />
des forces navales néerlandaises et secondé par<br />
le chef de la Composante Marine belge. De là<br />
a découlé une coopération sur le plan matériel.<br />
Les frégates sont maintenues par les Pays-Bas<br />
à la base de Den Helder, les chasseurs de mines<br />
par la Belgique à Zeebrugge. On va se servir<br />
de ces 50 ans d’expérience pour le programme<br />
de la future marine. Le but est d’acquérir les<br />
mêmes navires avec les mêmes systèmes à bord<br />
afin de se mettre sous la conduite de l’Amirauté<br />
Benelux. C’est pareil pour nos F-16. La Belgique<br />
fait partie d’un groupe qui réunit différents utilisateurs<br />
F-16 en Europe et on s’est intégré dans<br />
une structure avec les États-Unis, nation de<br />
base de ce système. Cela nous permet de suivre<br />
l’évolution technique de l’équipement. On fait les<br />
mises à jour avec les cinq pays. La Belgique est<br />
un pays qui a une tradition de coopération. Nous<br />
participons également au programme A400M.<br />
Le but est d’arriver à une version unique. Nous<br />
avons procédé de la même façon pour le renouvellement<br />
des équipements terrestres. Il y a<br />
deux ans, le chef de la Composante de Terrestre<br />
(ndlr : le général Jean-Paul Deconinck, actuellement<br />
commandant en chef de la MINUSMA),<br />
a regardé dans les autres pays européens si un<br />
programme pouvait s’inscrire dans le créneau<br />
échéancier et être compatible avec la doctrine<br />
belge. C’était le cas du programme Scorpion en<br />
France qui a donc retenu notre attention avec le<br />
Jaguar et le Griffon. Des contacts informels ont<br />
eu lieu avec le CEMA dans le but d’établir une<br />
coopération plus profonde. On a fait la même<br />
chose avec le DGA. Nous avons pu constater une<br />
certaine volonté de coopérer. C’était la solution<br />
idéale pour notre Composante Terrestre. Depuis<br />
l’été, on a un accord politique et le but est d’arriver<br />
à un memorandum of understanding c’està-dire<br />
accord entre deux états, considéré également<br />
comme une procédure de marché public.<br />
La Défense belge utilisera la même structure,<br />
les mêmes techniques d’entraînement. Les deux<br />
armées vont instaurer un réseau d’échange<br />
d’informations pour arriver avec les mêmes<br />
équipes à une même doctrine. On ne parle plus<br />
d’un marché public mais d’acquérir une capacité<br />
dans son ensemble. L’aspect de coopération<br />
comprend la formation, la doctrine et le suivi futur.<br />
Au final, un équipage français pourra se servir<br />
d’un véhicule belge et inversement. On arrive<br />
tout doucement vers une interopérabilité.<br />
Justement avec le choix belge de participer<br />
au programme français Scorpion, comment va<br />
s’effectuer la mise en service de ces nouveaux<br />
véhicules ? Des échanges sont-ils prévus avec<br />
la DGA ?<br />
Depuis qu’on a l’accord, on a officialisé les entretiens<br />
avec la DGA qui ont démarré début juillet<br />
2017. Une première réunion a eu lieu fin août.<br />
Une équipe belge se rend régulièrement à Paris.<br />
On ne signe pas un chèque en blanc à la France.<br />
C’est vraiment un programme de coopération.<br />
Certes, l’Armée de Terre française est bien plus<br />
grande que la Composante Terrestre belge.<br />
Pour la France, on dénombre environ 2.000 véhicules<br />
contre 477 pour la Belgique. Si on calcule,<br />
la Belgique participe à 1/5ème du programme<br />
complet. Ce n’est pas rien. Nous devons nous<br />
tourner vers le futur. D’autres pays auront un<br />
même besoin et ils regardent comment on mène<br />
le débat. Nous faisons passer un message : la<br />
Belgique ne se « soumet » pas mais elle est<br />
participante active d’un programme de coopération.<br />
Un des deux pays est le maître d’œuvre et<br />
dans ce cas précis, c’est la France. La DGA a une<br />
équipe de réflexion qui évolue depuis longtemps<br />
dans le programme. Pour nous, ça veut dire<br />
qu’une fois qu’on aura les mêmes systèmes, on<br />
pourra réfléchir ensemble jusqu’où on peut aller

dans ce programme.<br />
La marine belge va développer une nouvelle<br />
capacité de lutte anti-mines. Elle a déjà organisé<br />
deux sessions d’essai avec des entreprises pour<br />
se faire une idée des avancées technologiques.<br />
Comment ont-elles été organisées ? Quel rôle<br />
vont-elles jouer ?<br />
Effectivement, la marine belge a organisé deux<br />
séances de test en mer à partir de Zeebrugge.<br />
Elle a invité des entreprises de partout dans le<br />
monde à venir avec leurs équipements. Nous<br />
avons créé un champ de mines fictif. Le but était<br />
de regarder comment un navire non-protégé<br />
pouvait ne plus s’introduire dans un champ de<br />
mines et rester à distance en envoyant un système<br />
sans pilote pour faire le travail à sa place.<br />
Dans ce domaine, il y a déjà une initiative franco-britannique<br />
et c’est pourquoi nous avons invité<br />
des collègues britanniques et français à venir<br />
en tant qu’observateurs. La marine belge veut<br />
déterminer une base pour une boîte à outils de<br />
censeurs sans pilote. Elle n’aura plus de navires<br />
uniquement destinés à la lutte contre les mines.<br />
Chaque navire aura deux conteneurs à bord.<br />
Notre but est de concevoir ce programme de<br />
façon modulaire. Nous avons déjà des contacts<br />
avec nos collègues français pour éventuellement<br />
acheter dans le futur une boîte à outils<br />
identique toujours avec cette même conviction<br />
de regarder vers l’avenir. Nous allons établir un<br />
cahier spécial des charges avec une procédure<br />
de marché public ouvert à tout le monde. La marine<br />
belge cherche une solution intégrée et un<br />
partenaire industriel qui nous livrera un produit<br />
complètement abouti. Toute la responsabilité de<br />
l’intégration du produit relèvera du constructeur.<br />
Ce sera à lui de chercher des sous-traitants s’il<br />
le faut. La Défense a procédé de cette façon pour<br />
ses patrouilleurs côtiers avec l’entreprise française<br />
Socarenam.<br />
L’artillerie belge doit connaître également des<br />
transformations. On parle d’une artillerie de<br />
longue portée. Qu’en est-il de son avenir ? Va-telle<br />
redevenir importante ?<br />
Pour cette arme, nous allons avoir un regard<br />
chez notre voisin français. Est-ce qu’on peut<br />
l’intégrer dans le programme Scorpion ? Le<br />
système d’artillerie CAESAR pourrait évoluer à<br />
l’avenir dans le programme Scorpion et cela serait<br />
susceptible de nous intéresser. Nous cherchons<br />
une solution unique. Dans ce domaine,<br />
nous avons encore un peu de temps. Notre priorité<br />
est la capacité véhicules de combat dans laquelle<br />
elle va s’intégrer.<br />
Pour en revenir à l’artillerie, le bataillon<br />
Artillerie a tiré son dernier missile Mistral<br />
au mois de mai dernier. Cela signifie-t-il que<br />
l’armée belge n’aura plus de défense antiaérienne<br />
?<br />
Dans ce domaine, nous privilégions également<br />
la coopération. La Défense belge veut garder<br />
sa connaissance tactique vivante. Nos artilleurs<br />
vont s’entraîner ensemble avec des collègues<br />
étrangers pour cela. Nous regardons également<br />
du côté de la France car on aurait un avantage<br />
à aller dans la même direction. Dans la vision<br />
stratégique, la lutte anti-aérienne est évoquée<br />
avec l’acquisition de senseurs type anti-mortiers.<br />
C’est une capacité qui nous manque.<br />
On sent une coopération de la Défense belge en<br />
train de s’accentuer avec la France ?<br />
Oui, il y a un réel moteur de coopération avec<br />
la France et ceci par le programme Scorpion.<br />
La Belgique regarde autour de cette capacité<br />
principale pour voir si elle peut aller plus loin<br />
pour élargir la coopération. Il y a également le<br />
domaine de la reconnaissance avec le bataillon<br />
ISTAR et l’acquisition de censeurs aériens sans<br />
pilote. À l’horizon 2020-2030, on choisira avec<br />
qui se rapprocher ou pas. La Belgique tient à<br />
garder le Luxembourg, un partenaire historique<br />
de la Défense belge, comme point de référence.<br />
Dans les prochaines années, la coopération sera<br />
plus poussée avec ce pays. Nous avons déjà fait<br />
l’acquisition d’A400M ensemble. La solution est<br />
internationale.<br />
En tant que commandant de la DGMR, le<br />
fait d’avoir à mener l’exécution matérielle<br />
de la vision stratégique doit-être gratifiant<br />
et valorisant pour votre carrière militaire.<br />
Comment le voyez-vous ?<br />
Le DGMR est le responsable matériel et la décision<br />
vient du monde politique. Au vu de mon<br />
âge, j’imagine que suis arrivé au bout de ma<br />
carrière militaire. J’ai eu une bonne carrière<br />
militaire et c’est une très grande satisfaction<br />
pour moi d’avoir à mener ce grand mouvement<br />
de réforme. Cela demande de l’effort pour<br />
nous, pour nos collègues français. C’est un pas<br />
énorme en avant. Nous allons arriver au bout<br />
ensemble. Cette coopération toute nouvelle sera<br />
un exemple pour pas mal d’autres nations de la<br />
taille de la Belgique. Je crois par ailleurs que si<br />
on veut une Défense d’une certaine forme en Europe,<br />
nous devons réfléchir à garder une industrie<br />
de Défense européenne pour le futur. Je suis<br />
très curieux de voir comment cette industrie va<br />
évoluer dans les années à venir.<br />

belges de Défense<br />
« La Défense belge reste un marché de référence<br />
pour une entreprise belge »<br />

fédération de l’industrie belge,<br />
regroupant 1800 entreprises<br />
technologiques.<br />
Après avoir été commandant<br />
du chasseur de mines Primula<br />
et de la frégate Wandelaar, il a<br />
occupé différents postes à l’étatmajor<br />
interarmées aussi bien<br />
dans le domaine des opérations<br />
conjointes que dans des bureaux<br />
d’études ou de projets. Il a<br />
terminé sa carrière militaire et<br />
navale comme commandant<br />
de la Composante Navale des<br />
forces armées belges.<br />
Est-ce que vous pourriez d’abord présenter<br />
Agoria et son action auprès des entreprises<br />
belges ?<br />
Avant tout, il faut combiner Agoria avec le<br />
BSDI (Belgian Security and Defence Industry)<br />
qui est l’association des entreprises<br />
belges dans le domaine de la sécurité et<br />
de la défense. Agoria est l’association de<br />
1.800 entreprises technologiques. C’est<br />
la plus grande fédération des entreprises<br />
belges. Agoria est organisé sur différents<br />
secteurs qui va de la fabrication de matériel<br />
à l’assemblage de machines. Dedans,<br />
il y a l’industrie de Défense qui représente<br />
50 entreprises avec 15.000 emplois directs.<br />
Plus particulièrement, Agoria a trois lignes<br />
d’action. Tout d’abord, elle est l’interlocuteur<br />
préférentiel de l’industrie avec les autorités<br />
dans leur rôle de régulateur pour<br />
s’assurer d’un environnement – physique,<br />
légal et financier – qui stimule l’esprit<br />
d’entreprise et d’innovation. Mais le domaine<br />
d’expertise le plus important est<br />
l’innovation à travers le conseil, le coaching<br />
dans l’Industrie 4.0 et les nouvelles<br />
technologies aussi bien que la formation<br />
dans ces domaines. En dernier, et ceci à<br />
travers le BSDI, elle fait du business-development<br />
par le réseautage avec des activités<br />
spécifiques comme la participation<br />
à des salons d’exposition ou l’organisation<br />
de rencontres avec des clients potentiels,<br />
services de sécurités ou de défense ou des<br />
grandes entreprises dans ce domaine.<br />
Ainsi le BSDI est ouvert aussi bien à des<br />
membres d’Agoria qu’à des non-membres<br />
d’Agoria qui sont actifs dans un tout autre<br />
métier comme le textile, les équipements<br />
de protection ou d’autres.<br />
Quels sont les liens qu’a Agoria<br />
avec la Défense belge ?<br />
Comment se passe la collaboration avec la<br />
DGMR ?<br />
Il n’y a pas véritablement de liens structurels.<br />
Cela reste surtout du domaine de l’informel.<br />
Nous essayons de savoir ce qui se<br />
passe sur le marché pour en informer nos
membres pour qu’ils puissent se préparer.<br />
On travaille essentiellement à mettre en<br />
place un processus semblable à celui qui<br />
existe au sein de l’OTAN. Les industries réfléchissent<br />
ensemble avec la Défense sur<br />
les technologies à utiliser pour répondre à<br />
ses besoins futurs. Cela ne veut pas dire<br />
que la Défense ne sait pas ce qui est bon<br />
pour elle mais c’est vraiment pour être un<br />
partenaire de la Défense, réfléchir et agir<br />
ensemble. Il en est de même avec la DGMR.<br />
Ce n’est que de l’informel mais il n’y a pas<br />
de collaboration à proprement parler telles<br />
que des entrevues structurelles. Si on se<br />
voit, c’est à notre invitation sur des sujets<br />
ponctuels.<br />

global au niveau du produit tant par la qualité<br />
que par le prix. Le marché belge n’est<br />
pas important non plus, question envergure.<br />
En revanche, la Défense belge reste<br />
un marché de référence pour une entreprise<br />
belge. Si son produit n’est pas acheté<br />
par la Défense belge, il est un peu plus<br />
difficile ensuite de s’exporter. C’est plutôt<br />
une marque d’image. C’est également important<br />
pour la Défense en tant que client.<br />
Plus d’entreprises se présentent, plus le<br />
marché est compétitif et plus ils sont capables<br />
de faire un bon achat.<br />

Dernièrement une rencontre était organisée<br />
par le ministère de la Défense et le ministère<br />
de l’Economie avec les entreprises<br />
belges sur les intentions de marché de<br />
<strong>2018</strong>. Quels vont être les principaux marchés<br />
publics lancés par la Défense en <strong>2018</strong><br />
? Est-ce important que les entreprises<br />
belges soient bien informées sur les procédures<br />
et l’actualité du marché public de<br />
la Défense pour une meilleure compétitivité<br />
?<br />
Les principaux marchés publics lancés<br />
sont pour l’instant ce qu’on appelle le big<br />
five avec le remplacement des F-16, des<br />
frégates, des chasseurs de mines, des véhicules<br />
blindés de la capacité motorisée<br />
et l’acquisition d’une première tranche<br />
de drones MALE. Les cinq dossiers représentent<br />
la plus grande partie des 9 milliards<br />
d’euros à dépenser dans les années<br />
futures. Le remplacement des F-16 représente<br />
un peu plus d’un tiers de cette<br />
somme plus trois projets d’environ un<br />
milliard d’euros chacun. À côté de cela, il<br />
y a une multitude projets de moindre envergure<br />
à hauteur de 800 millions d’euros<br />
au total comme le remplacement des véhicules<br />
légers pour l’armée. La planification<br />
de la contraction de ces 9 milliards est<br />
prévue en <strong>2018</strong>.<br />
Est-ce que c’est important pour les entreprises<br />
? Oui, ces marchés représentent le<br />
double du chiffre d’affaires annuel de l’ensemble<br />
de l’industrie de défense belge,<br />
donc quinze mille emplois pendant deux<br />
ans. Est-ce que c’est important pour leur<br />
compétitivité ? Je dirai plutôt non. Évidemment<br />
tout marché est important mais les<br />
entreprises belges vivent essentiellement<br />
Justement la Défense belge mène de<br />
grands dossiers d’achat de matériel dans<br />
le cadre de la vision stratégique. Est-ce<br />
également un défi pour les entreprises<br />
belges pour avoir le bon créneau ? Des retombées<br />
sont-elles prévues ?<br />
L’État belge suit scrupuleusement les<br />
règles de l’Union Européenne. Elle essaye<br />
d’ouvrir le marché le plus possible à la<br />
compétition européenne. Je dirai que d’une<br />
part cela semble une mauvaise chose pour<br />
l’ensemble de l’industrie belge car il y a<br />
moins de retombées directes. Mais ça a<br />
tout le potentiel pour être une bonne chose<br />
pour la Défense belge et l’industrie de Défense.<br />
L’Union Européenne admet par l’application<br />
de l’article 346 la protection des<br />
intérêts essentiels de sécurité. Il permet<br />
l’implication des entreprises belges dans<br />
la production de de certaines capacités<br />
considérées critiques d’une part mais ce<br />
qui est le plus important, également, dans<br />
tout ce qui est activité de maintenance et<br />
dans l’appui logistique de l’ensemble. Si on<br />
prend en compte qu’un équipement militaire<br />
a une durée de vie entre 15 et 30 ans,<br />
cela permet d’avoir une continuité d’activités.<br />
Des partenariats et des liens entre<br />
les producteurs étrangers et l’industrie<br />
belge peuvent être établis. Par ce biais,<br />
l’industrie de défense a l’opportunité de<br />
démontrer sa capacité technologique et<br />
sa compétitivité pour le marché d’exportation.<br />
Je suis donc persuadé qu’il y aura des<br />
retombées économiques. C’est une bonne<br />
chose pour la Défense car elle peut se doter<br />
d’une base industrielle à proximité qui<br />
est capable de lui fournir l’appui dont elle<br />
a besoin. Elle n’aura plus à faire en interne<br />
mais elle pourra sous-traiter. Tout dépendra<br />
de ce qui est marqué dans le dossier

d’acquisition défini par la Défense et ce<br />
qu’elle veut octroyer aux entreprises dans<br />
l’entretien et dans la gestion de la durée de<br />
vie du matériel. C’est là qu’il y aura le plus<br />
d’opportunité.<br />
L’UE a mis en place un plan d’action pour<br />
mettre des fonds à disposition des entreprises<br />
pour soutenir des projets de collaboration<br />
dans le domaine de la recherche<br />
notamment de défense. Y a-t-il une opportunité<br />
à saisir pour les entreprises belges<br />
alors qu’on pointe le manque d’investissements<br />
de la Belgique dans la recherche<br />
industrielle de défense surtout avec l’intégration<br />
à la PESCO qui oblige à consacrer<br />
2% de son budget de Défense à la recherche<br />
?<br />
En Belgique, les investissements dans la<br />
recherche ne dépendent pas du gouvernement<br />
fédéral. C’est plutôt de la responsabilité<br />
des régions et c’est un choix politique<br />
de ne pas investir dans la recherche<br />
de la Défense. Les entreprises belges, qui<br />
vivent essentiellement de l’exportation,<br />
sont obligés de faire de la recherche et<br />
du développement par leurs propres fonds<br />
pour rester à la pointe. Les 2% imposés par<br />
la PESCO seront bien accueillis par notre<br />
industrie pour autant que l’argent belge<br />
sera dépensé au profit de la recherche en<br />
Belgique ! De son côté le fond européen<br />
de défense subventionne partiellement la<br />
recherche et le développement en relation<br />
avec un programme d’acquisition d’un ou<br />
de plusieurs États-membres. Pour l’activer,<br />
il faut qu’il y ait un besoin d’un Étatmembre.<br />
S’il y a un projet concret et utile,<br />
l’argent sera là. Je vois plutôt le fond européen<br />
de Défense comme une opportunité<br />
pour les États-membres de collaborer ensemble<br />
tout comme les industries afin de<br />
réaliser des projets qui sont moins faciles<br />
à faire pour un État tout seul. De ce fait là,<br />
il y la clé des opportunités pour l’industrie<br />
de Défense.<br />
Le 13 février dernier, le groupe Dassault<br />
a signé 13 accords de coopération avec<br />
des industriels belges dans le cadre de<br />
la proposition de partenariat stratégique<br />
franco-belge relatif à l’aviation de combat.<br />
Quels sont les liens qu’entretient Agoria<br />
avec l’industrie française ?<br />
parce qu’Agoria-BSDI, en tant qu’association,<br />
n’a pas de relations ou de concertation<br />
structurels. Ce n’est pas parce que moi<br />
je discute régulièrement avec mes homologues<br />
ou avec certains groupes industriels<br />
français qu’il y a des liens réels. Mais également<br />
forts parce que pour Agoria-BSDI,<br />
étant une association, il y a certains de ses<br />
membres dont l’actionnaire principal sont<br />
des groupes français : Thales, Dassault,<br />
Nexter. Indirectement, ces entreprises ont<br />
des liens structurels forts avec les entreprises<br />
françaises. C’est plutôt par ce<br />
biais-là que nous avons des liens. Mais il<br />
n’y a pas que les Français mais aussi les<br />
Américains ou les Britanniques.<br />
Agoria a participé au salon Milipol en novembre<br />
2017. Est-elle régulièrement présente<br />
dans des salons de sécurité et de<br />
défense pour faire la promotion des entreprises<br />
belges ? Des contacts sont-ils liés<br />
avec d’autres entreprises ?<br />
Être présent aux salons fait partie des activités<br />
du business développent du BSDI.<br />
Cela permet aux entreprises et aux PME,<br />
intégrés au sein du pavillon belge, de montrer<br />
leur savoir-faire. C’est le seul moyen<br />
qu’elles ont pour être présentes et pour<br />
lesquelles on est en appui. Les grandes entreprises<br />
n’ont pas besoin du BSDI. Agoria<br />
participe à deux grands salons d’exposition<br />
en Europe : <strong>Eurosatory</strong> à Paris et DSEI<br />
à Londres. Nous sommes également présents<br />
hors-Europe en Afrique, en Amérique<br />
et au Moyen-Orient. Nous envisageons<br />
actuellement de participer à une foire en<br />
Asie. Les salons d’exposition sont plutôt<br />
une opportunité pour nos membres de<br />
rencontrer leurs clients directement et de<br />
leur présenter le produit final. C’est plus<br />
du B2C que du B2B. Dès le premier contact,<br />
il faut susciter l’intérêt d’un client potentiel<br />
en lui faisant découvrir son matériel en<br />
prévision d’un contact ultérieur. L’importance<br />
d’<strong>Eurosatory</strong> c’est que les clients du<br />
monde entier sont là pour voir ce qui est<br />
disponible et intéressant sur le marché. Ils<br />
font une première comparaison. Si le client<br />

Rencontre avec le Contrôleur général (2s), Serge<br />
Barcellini, Président général<br />
Le Souvenir Français est une association mémorielle crée en<br />
1887. Le CGA Barcellini est le Président général depuis 3 ans.<br />
Nous avons souhaité faire le point avec lui sur ses trois années<br />
de fonction.<br />
Pouvez-vous nous rappeler quels sont les objectifs<br />
principaux de votre association ?<br />
Le Souvenir Français est une association mémorielle<br />
qui a pour objectif de sauvegarder la mémoire<br />
de la France contemporaine au combat. Cet<br />
objectif se concrétise autour de trois types d’actions<br />
:<br />
- La sauvegarde et l’entretien des lieux matérialisés<br />
de la mémoire (tombes, monuments, stèles,<br />
plaques…) ;<br />
- La participation et l’organisation des cérémonies<br />
commémoratives organisées dans le cadre des<br />
journées nationales (8 mai, 11 novembre…) et dans<br />
celui des commémorations locales (libérations de<br />
villes…) ;<br />
- La transmission de la connaissance de l’histoire<br />
combattante aux jeunes générations (voyages mémoriels,<br />
expositions, rencontres intergénérationnelles…).<br />
Les temps mémoriels sauvegardés sont essentiellement<br />
ceux des 5 générations du « feu »: 1870 ;<br />
1914-1918 ; 1939-1945 ; les guerres de décolonisation<br />
en particulier l’Indochine et l’Algérie ; ainsi<br />
que les interventions extérieures de la France depuis<br />
1963 (les OPEX).<br />
Que représente quantitativement votre association ?<br />
Le Souvenir Français est une association profondément<br />
enracinée dans le territoire national.<br />
200 000 adhérents répartis pour moitié en adhérents<br />
directs et en adhérents affiliés, 1 600 comités<br />
locaux, 100 délégations départementales et 70<br />
antennes à l’étranger.<br />
Ces chiffres traduisent une force collective exceptionnelle,<br />
car chaque adhérent est un bénévole<br />
qui n’a pour seule ambition que de sauvegarder la<br />
mémoire nationale.<br />
Sauvegarder la mémoire nationale mais dans<br />
quelle finalité ?<br />
Le Souvenir Français est créé en 1887, cinq années<br />
après qu’Ernest Renan ait présenté, lors<br />
d’une conférence à la Sorbonne, la définition de

son concept de la Nation, définition que le Souvenir<br />
Français a fait sienne. La Nation française est<br />
d’abord une volonté -celle que font les citoyens de<br />
vouloir vivre ensemble, volonté qu’Ernest Renan<br />
dénomme « le plébiscite de tous les jours » et un<br />
partage, le partage d’une histoire commune.<br />
Pour l’auteur, cette mémoire partagée est<br />
construite autour des héros, des oublis mais aussi<br />
-et surtout- des pages de deuil. « Le deuil unifie<br />
mieux que les victoires ».<br />
Le Souvenir Français est depuis l’origine un acteur<br />
-voir l’acteur principal- qui oeuvre pour faire partager<br />
cette mémoire nationale à tous les français.<br />
Faire nation, c’est partager une histoire commune.<br />
Parmi les initiatives mises en place par le Souvenir<br />
Français, quelles sont celles qui vous apparaissent<br />
correspondre le mieux aux temps que nous vivons ?<br />
Parmi les nombreux types d’initiatives mis en<br />
place par le Souvenir Français, trois nous apparaissent<br />
essentielles et novatrices.<br />
La première concerne le soutien aux voyages mémoriels<br />
des scolaires. Le Souvenir Français est<br />
le principal soutien des voyages scolaires qui se<br />
rendent sur des lieux de mémoire (Verdun, les<br />
plages de Normandie, Auschwitz…). Si nous parlions<br />
de financements, le Souvenir Français apporte<br />
1 5000 000€ d’aides aux enseignants. Pour<br />
nous, chacun de ces voyages est un moment de<br />
découverte pour chaque élève qui fixe dans sa<br />
conscience et son intelligence un lieu et une page<br />
de notre histoire.<br />
La deuxième est une opération mise en place depuis<br />
moins d’un an et dénommée « la seconde vie<br />
des drapeaux ». Il s’agit de récupérer les drapeaux<br />
des associations d’anciens combattants et victimes<br />
de Article <strong>MIFA</strong> – Mai <strong>2018</strong><br />
guerre dissoutes et de les déposer dans des établissements<br />
scolaires. 50 opérations ont été<br />
conduites en France et à l’étranger (dans les lycées<br />
français de Tunis, Hong Kong, Kyoto, Tokyo).<br />
Chaque cérémonie de remise réunit des centaines<br />
d’élèves avec leurs enseignants. Le drapeau est<br />
son histoire s’impose comme le nouvel emblème<br />
symbolique de l’établissement.<br />
La troisième enfin est un vaste programme de géolocalisation<br />
des tombes des Morts pour la France<br />
dans les cimetières communaux. Plus de 500 000<br />
combattants Morts pour la France sont inhumés<br />
dans nos cimetières communaux. Chacun d’entre<br />
eux représente le croisement de trois mémoires :<br />
familiale, communale et nationale. Le Souvenir<br />
Français qui entretien souvent déjà leur tombe, a<br />
décidé de redonner à chacun d’entre eux son destin<br />
individuel. Grâce à des textes courts, lisibles<br />
sur smartphones, chaque tombe devient l’élément<br />
d’un parcours de mémoire communale. Chaque<br />
citoyen et surtout chaque élève peut découvrir<br />
l’histoire combattante à travers le prisme du destin<br />
individuel des « gens de chez nous ».<br />
Comment concevez-vous l’avenir du Souvenir<br />
Français ?<br />
Le Souvenir Français a trop longtemps été assimilé<br />
à une association d’anciens combattants. Or<br />
il n’en est rien. Le Souvenir Français est ouvert à<br />
tous ceux qui estiment que l’histoire partagée est<br />
nécessaire pour la Nation.<br />
Le Souvenir Français est ouvert à tous ceux qui<br />
vivent en France, quel que soit leur statut et leur<br />
âge. Le renouvèlement est en cours et cela est<br />
nécessaire et urgent. La France des prochaines<br />
décennies aura besoin d’un Souvenir Français fort<br />
qui permettra à chacun de se reconnaître comme<br />
citoyen. Alors que les grands pays qui nous entourent<br />
-citons les Etats-Unis, la Chine, la Russie,<br />
la Grande Bretagne, le Japon mais aussi l’Australie,<br />
le Canada, la Nouvelle Zélande- développent<br />
des politiques mémorielles fortes et attractives, la<br />
France ferait une grave erreur d’oublier le concept<br />
d’Ernest Renan.<br />
Fort de ces 130 années d’existence, le Souvenir<br />
Français est une association qui a besoin de tous !<br />

New Year’s wishes to the<br />
Armed Forces<br />
Florence Parly, Minister of the Armed Forces<br />
After the President’s wishes on Friday 19 January in Toulon,<br />
Minister of the Armed Forces Florence Parly gave her wishes<br />
to the Armed Forces from Paris’ Cercle national des armées on<br />
Monday 22 January in a speech resolutely turned to the future…<br />
A realistic infrastructure<br />
Looking back to 2017 and the battles led by<br />
France in the Levant and the Sahel, the minister<br />
clearly explained that the fight against terror<br />
in these two regions was not over. In the first<br />
case, the challenge to eliminate the metastasis<br />
of ISIS and the reconstruction of the country is<br />
still on going and, in the second, Florence Parly<br />
insisted that France would stay as long as it<br />
needs in the Sahel zone. “But Sahel must be<br />
capable of guaranteeing its own safety” completed<br />
the Minister.<br />
There are many clearly defined projects for the<br />
forthcoming year: family plans to accompany<br />
servicemen and their families as best as possible<br />
on an everyday basis, the improvement<br />
of aeronautic operational readiness and an increased<br />
cooperation in the European Defence<br />
project.<br />
Budget questions were also broached. While the<br />
2017 budget was respected to the nearest euro,<br />
the <strong>2018</strong> the budget boasts an extra € 1,8 billion.<br />
In addition, the budget will be augmented<br />
by an extra € 1.7 billion per year before 2023,<br />
i.e., almost €200 billion for the armed forces.
The Minister stated: “The upsurge in power begins”.<br />
“In <strong>2018</strong>, we will turn our back to the era of management<br />
and enter the era of vision and action”.<br />

“The exceptional means available to our armed<br />
forces have one vocation: renewing our<br />
defence. Modern, turned to the future, adapted<br />
to an increasingly unstable world, the forthcoming<br />
military Programming Law blows a wind<br />
of change. […] France will be the motherland<br />
of tomorrow’s defence. We shall reap the fruit<br />
of its resurgent strength. We shall boast additional<br />
staff, safer equipment, more innovative<br />
systems, and increasingly agile action and deployment<br />
methods.”<br />
One hundred years after the end of the First<br />
World War, <strong>2018</strong> is placed under the sign of<br />
memory and duty to army veterans. Finally, the<br />
Universal National Service is the project that<br />
brings everyone together this year.<br />
“We have exceptional means and thereby exceptional<br />
demands”, concluded the Minister.<br />
“We don’t have the right to fail, and I will ensure<br />
that we don’t”.

The Centre of Expertise for<br />
Supporting Servicemen and<br />
the Armed Forces (CESCOF)<br />
A mutation for increased efficiency; such<br />
is the process that redistributes the<br />
responsibilities and actions of the CESCOF.<br />
The centre was created on 1 January 2010 within the framework of the<br />
implementation of the Armed Forces Commissary, direct successor of<br />
War Commissary (Land forces, Navy and Air Forces). The CESCOF also<br />
ensures the support and equipment of servicemen in uniforms, campaign<br />
equipment and operational supplies for current maintenance or operational<br />
missions on the national territory (SENTINELLE) or for exterior operations<br />
(OPEX). This duty, which seemingly seems to be a “shadow mission” proves<br />
highly strategic and sensitive as it guarantees optimal conditions for the lives<br />
and protection of servicemen engaged on demanding grounds where every<br />
minute is yet another challenge.

To adapt to these new jobs, the CESCOF<br />
has also had to evolve and focus once<br />
again on its core mission of supplying<br />
(product quality and client strategies), as<br />
purchasing and logistics have now been<br />
entrusted to specialised organisations.<br />
To better understand these changes and<br />
the development of this evolution, <strong>MIFA</strong><br />
Magazine went to meet the Director of the<br />
CESCOF, 1st Class Commissary in Chief<br />
Philippe Leroy.<br />
What is the essence of the mutation<br />
undertaken by the CESCOF?<br />
Philippe Leroy: The CESCOF is completing<br />
a transformation phase steered<br />
towards the clients of the Department,<br />
the support group for Defence bases that<br />
are directly in charge of the units’ logistics<br />
(regiments, navy bases, air bases).<br />
This is a major evolution for the Armed<br />
Forces Commissary (SCA) and the CES-<br />
COF. Indeed, the latter puts all its efforts<br />
in ensuring the quality of services provided<br />
by the most optimised activation of<br />
the components of its clothing and support<br />
branch. The client-support direction<br />
is key and rests on performance requirement,<br />
like all other firms. The evolution<br />
of the expert centre thus falls within the<br />
end-to-end logic that led to the linkage of<br />
the GSBdD to the SCA in September 2014.<br />
How is this mutation illustrated? How are<br />
your new missions defined?<br />
Philippe Leroy: This mutation translates<br />
through a repositioning of the activities<br />
on the sought effect: satisfying the needs<br />
of the armed forces. This is why - as I<br />
mentioned before - the logistical and purchasing<br />
functions were transferred to<br />
specialised organs on site that ensure a<br />
dedicated, almost industrial exploitation<br />
under the control of the CESCOF that remains<br />
their prescriber, pilot and that assumes<br />
the performance. In fact, it has become<br />
the budgetary head of the activity.

Apart from the overall shifting of the<br />
Centre, its refocusing on the client relation<br />
translates through an important inflexion<br />
in the organisation thanks to the<br />
internal creation of an Advice and Assistance<br />
Bureau dedicated to its assessment.<br />
All activities, financing and all technical<br />
operations (including the steering of an<br />
Angers-based laboratory) are completed<br />
in one department of the centre, which<br />
boasts approximately one hundred staff.<br />
Does this mutation change the conditions<br />
of attribution of your markets?<br />
Philippe Leroy: No, this transformation<br />
has no impact on the conditions of attribution<br />
of markets, but only on the repartition<br />
of roles between the various players.<br />
All purchases are subject to the regulations<br />
of public purchases and its Code.<br />
The golden rule is the competitiveness<br />
between suppliers. As prescriber, my task<br />
consists in defining the necessary specifications<br />
tot he buyers, and as an operator,<br />
it consists in evaluating the technical<br />
aspect of offers received (sample analysis<br />
for example). The purchasing procedure<br />
itself is under the responsibility of<br />
the Rambouillet Finances and Purchasing<br />
Platform, which is under the management<br />
of the contracting authority. The technical<br />
acceptance of products delivered within<br />
the framework of the execution of<br />
markets remains under the responsibility<br />
of the CESCOF.<br />
The new organisation boasts the advantage<br />
of dedicating more upstream resources<br />
to the product and the market<br />
(understood as an industrial environment).<br />
Apart from the issue of pricing, what<br />
are the guidelines for the selection of<br />
suppliers of the Armed Forces?<br />
Philippe Leroy: The choice of suppliers<br />
responds to the strict application of criteria<br />
foreseen by market procedures.<br />
The price criterion is not systematically<br />
predominating but is usually reserved to<br />
standard purchases - or off-the-shelf - to<br />
which the market quickly responds, and<br />
via several players. Purchases made for<br />
the benefit of the CESCOF include such<br />
articles as well as a wide range of more<br />
specific items requiring special attention<br />
as the quality and delays of their<br />
manufacture. The evaluation is based on<br />
fulfilling the formalised specifications<br />
contained in a technical sheet and on laboratory<br />
analysis or use trials.<br />
The most important factor for us is the<br />
supplier’s capacity to control their supply<br />
and manufacture chain and to produce<br />
the expected product. We value an expertise<br />
that matches our expectations and<br />
have noted that most of our suppliers are<br />
European. There are however some exceptions,<br />
such as the ballistic eyeglasses<br />
manufactured and imported from the<br />
United States.<br />
For some purchases, we can use the<br />
restrained call for tender to select the<br />
companies that can apply upstream. Moreover,<br />
some products (NRBC effects,<br />
FELIN effects) approved by the DGA within<br />
the framework of weapon systems<br />
are subject to specific purchasing procedures.<br />
Do you organise special days allowing you<br />
to meet with companies able to respond<br />
to calls for tenders?<br />
Philippe Leroy: On 5 December 2017, we<br />
organised an “Innovation Day” at Paris<br />
Military School. We invited companies -<br />
mostly SMEs - to show us their products<br />
and were de<strong>light</strong>ed to find that several dozens<br />
of companies responded to our call<br />
and presented interesting innovations,<br />
such as a load carry over mechanism<br />
weighing on the shoulders for backpacks<br />
or some high-performance intelligent fabrics.<br />
These positive responses encourage<br />
us to plan another event.<br />
We are now planning to put in place a<br />
“suppliers day” in collaboration with the<br />
PFAF, which will allow us to better target<br />
our sourcing and explain our procedures<br />
and expectations to those who want and<br />
can become supplier<br />

“The Cescof is a demanding<br />
client that requires precise, high<br />
and constant performances”<br />
This professional federation regroups key players of the textile industry and<br />
equipment that have worked together since 1871. The Facim and its members<br />
are the first concerned by the mutations of the Cescof. Consequently, they<br />
must adapt to the strategic choices of the French armed forces in a highly<br />
competitive environment. The organisation and its players must guarantee<br />
a constant level of expertise.<br />
Between the evolution of the Cescof and new demands for innovative<br />
technologies, Alain Chanois, President of the Facim, tells <strong>MIFA</strong> Magazine<br />
about the main challenges facing the organisation and its members.<br />
The Cescof recalls the interest shown<br />
by the Defence industry for some textile<br />
products on display on the occasion of the<br />
Innovations day on 07/12/2017. Which are<br />
the main advances for “intelligent fabrics”<br />
and to what needs do they responds? What<br />
can be done in the area and what is already<br />
operational?<br />
Alain Chanois : For the time being, nothing<br />
is currently being sold in this area, which is<br />
still searching itself in spite of promising

advances. The first developments drew<br />
their inspiration from the demands of<br />
high-level sports with a t-shirt with built<br />
in electronics allowing to monitor the<br />
parameters of the wearer. What we have<br />
seen during the innovation days will only be<br />
available for operations in the mid and long<br />
term, once we have properly identified the<br />
profits and once this technology applied to<br />
the textile sector has truly demonstrated<br />
its reliability and durability for use.<br />
Indeed, this area is opening up to the<br />
defence sector. The armed forces want<br />
to envisage new means to protect<br />
servicemen in a hostile environment and<br />
harsh weather conditions to improve their<br />
thermal comfort. We can easily imagine<br />
the advantages of such equipment for<br />
soldiers having to carry their equipment<br />
but clad in garments improving their body<br />
thermoregulation in an expedition in the<br />
Sahel.<br />
We are also working on the issue of data<br />
transmitted by such garments and allowing<br />
localising servicemen on the ground<br />
securely, easily recognising friends from<br />
foes.<br />
Are the French at the cutting edge in the<br />
sector of intelligent fabrics? Who are your<br />
competitors and how far ahead are you to<br />
supply the armed forces, which are not<br />
obliged to purchase their equipment from<br />
French contractors?<br />
Alain Chanois: The United States has<br />
massively invested in the “intelligent<br />
fabric” market, but France boasts some<br />
highly specialised companies involved in<br />
projects for the servicemen of the future.<br />
We must also consider the purchasing over<br />
costs for the very specific maintenance<br />
required for a sensors-filled equipment.<br />
To give you an example, simply threading<br />
in a simple fabric with fire-resistant<br />
thread into the variegated infrared fabric<br />
multiplies the cost by three.<br />
The growing complexity of operational<br />
clothes requires an excellent industrial<br />
chain from fabric to manufacture.<br />
Upstream and downstream for the thread.<br />
Downstream, we must accept that the<br />
manufacture - which requires significant<br />
workforce - is delocalised to fulfil the<br />
budgetary requirements imposed to our<br />
buyers on such specific equipment, which<br />
is very costly to produce. Moreover, the
public authorities sometimes prove a<br />
little schizophrenic on this issue. We keep<br />
saying that if the buying State is winning<br />
to in always trying to drag prices down,<br />
particularly in our sector, the national<br />
community loses insofar as industrial<br />
trades and jobs leave the national territory.<br />
Our economic deficit constantly grows with<br />
the risk of reducing the industrial base.<br />
in nearby countries and under our control.<br />
But we are striving to accelerate our flows<br />
to reduce these delays, which will allow<br />
us to gain in terms of precision and in our<br />
reactivity before a demand. This supposes<br />
that the CSCOF - and the organisation is<br />
perfectly aware of this - must carry out<br />
an improved estimated management of<br />
orders.<br />

The Cescof - and indirectly the Pfaf - wants<br />
to curb the number of intermediaries<br />
between thread and design. How do you<br />
adapt to this demand knowing that some<br />
of the manufacturing chain is far away<br />
for simpler textile products? How can you<br />
reduce the chain of intermediaries?<br />
Alain Chanois: We have explained to the<br />
Cescof - which perfectly understands<br />
our position - that the more specific the<br />
product, the longer and more complex the<br />
industrial chain will prove. The Cescof is<br />
a demanding client that requires precise,<br />
high and consistent performances. It<br />
knows the impact on our production chains<br />
but has its own time delays to respect.<br />
Afterwards, this chain of successive trades<br />
to reach the final garment can be shortened<br />
but optimised with subcontractors working<br />
In any event, it is important to maintain<br />
the industrial production tools upstream,<br />
as it is at the root of innovations and<br />
added value close to the CESCOF. This<br />
is true for two reasons: the quickness of<br />
new developments and reliability of the<br />
industrialisation of innovative products,<br />
then the guarantee of our national<br />
independence for solutions implementing<br />
cutting edge technologies (protection of<br />
patents, sovereignty, etc.).<br />
How does the mutation of the Cescof and<br />
clear separation Cesco/Pfaf change your<br />
relation with the world of defence and the<br />
supplier/client relation that you enjoyed<br />
until then?<br />
Alain Chanois: I won’t lie and admit that<br />
this disrupts our functioning, although<br />
we understand the basic reasons that<br />
motivated this mutation to a professional<br />
organisation. But we need to have as few<br />
interlocutors as possible, and we need<br />
a last resort decider to make decisions<br />
once our projects need arbitration. Until<br />
now, the decider in question used to be<br />
the old-formula director of the CESCOF.<br />
Now we have two co-existing lines, the<br />
new-generation CESCOF (let us say the<br />
technique to make it simple) and the Pfaf<br />
(purchases and finances). In principle,<br />
they are complementary although they<br />
interfere in the contract management.<br />
Like very often, the good relationships<br />
between players will make our break this<br />
harmony that we need as an adherent<br />
company to the FACIM. The two directors<br />
who have already met the FACIM on several<br />
occasions listen and trust us. However,<br />
I would add that deciders find it difficult<br />
to solve the equation quality/price/delay.<br />
indeed, the parameters of the latter<br />
are interdependent with two separate<br />
management lines: the CESCOF focusing<br />
more on quality and the PFAF on prices,<br />
with a direct correlation on delays.<br />

Apparently, the innovation day proved a<br />
great success. Why do you think that a<br />
client such as defence, which imposes<br />
very strict regulations, draws so many<br />
innovative SMEs?<br />
Alain Chanois: We must start by saying<br />
that, for the past two years, the Ministry<br />
of the Armed Forces has led a policy to<br />
boost innovation that has spread all over<br />
our ecosystem and draws the interest<br />
of innovative solutions SMEs. In our<br />
trade, innovation is mostly upstream, in<br />
the component of the garments. SMEs<br />
boasting technologies that they want to<br />
integrate to a textile product come to our<br />
companies, which have the knowledge of<br />
clothing manufacture.<br />
There are two main advantages in<br />
supplying the army. First of all, it gives<br />
us notoriety on a demanding market. It is<br />
a wonderful business card for a company<br />
or technology that wants to stand out (the<br />
Facim has welcomed several on its booth<br />
during MILIPOL). Secondly, it allows for<br />
evaluations in real-time and conditions<br />
as the armed forces tests products very<br />
demandingly and gives us feedback that<br />
constantly enriches our experience in<br />
finding new solutions.<br />
However, you should not forget that the<br />
armed forces market does not keep its<br />
suppliers captive! Defence technologies<br />
operate on a dual market that concerns the<br />
army, safety, the police, the gendarmerie<br />
and fire-fighters, who make up a greater<br />
number than servicemen, i.e., a total of<br />
no less than 800 000 persons... But these<br />
activity sectors currently remain nascent<br />
and inferior clients compared with the<br />
larger groups of clients for intelligent<br />
textiles: high level sports and healthcare.<br />
Can you en<strong>light</strong>en us on the future of the<br />
Facim under your presidency? What are<br />
tomorrow’s great trends? Are you globally<br />
optimistic for your business in the face of<br />
the budgetary evolutions in the sector of<br />
defence?<br />
Alain Chanois: The Facim wants to<br />
improve the visibility of its members, who<br />
make up a technological industrial base<br />
and show them as the true equipment<br />
providers for personal protection. We<br />
are preparing for the future with an<br />
innovative policy by creating Facinnov, an<br />
association integrating start-ups that can<br />
complement - beyond our own members,<br />

core business. Our aim consists in putting<br />
increasingly demanding users, industrials<br />
and innovators around the table. The goal<br />
is to anticipate their future needs as best<br />
as possible.<br />
Finally, it would not be realistic to be<br />
optimistic in the current budget climate<br />
although equipment credits have been<br />
released for our sector (F3 mesh and<br />
bulletproof vests). But the consequences<br />
must benefit the French industry, which is<br />
only marginally the case, conversely from<br />
weapon systems.<br />
Indeed, we must be very attentive as<br />
to the excellence of our industrials to<br />
survive in the international competition.<br />
In the face of globalised competences, the<br />
French don’t have a choice: they must be<br />
perceived at the cutting edge of quality.<br />
Undeniably, we can rely on the notoriety<br />
of the French armed forces, a veritable<br />
source of opportunity for exports, which<br />
represent 25% of the activity of the Facim<br />

Project CATALPA<br />
Modular buildings for the French armed forces<br />
CATALPA takes its name from the tree that grows and regenerates<br />
rapidly. This name is ideal for timber framed modular buildings<br />
that can be assembled easily when needed. Since 2016, Bouygues<br />
Bâtiment Sud-Est – a subsidiary of Bouygues Construction<br />
– designs, builds and supplies (in record time!) the Ministry of<br />
Defence with spruce wood housing buildings that boast a capacity<br />
of 200 beds. The project was made possible thanks to an innovative<br />
manufacturing method and top quality design and execution.<br />
To find out more, we met Mélanie Solay, Head of the CATALPA<br />
project at Bouygues Bâtiment Sud-est.<br />
What is the purpose of these buildings?<br />
To face the growing demand for<br />
accommodation for the Land Forces Corps<br />
in the aftermath of the 2015 terror attacks<br />
in France, we had to finds a simultaneously<br />
innovative and high quality solution. Indeed,<br />
the Ministry of Defence decided to increase<br />
the capacity of the Land Operational Force<br />
and is expecting the arrival of an further<br />
11 000 servicemen.<br />
To face this growing need, the Bouyges<br />
Bâtiment teams responded to a public call for<br />
tender launched by the Ministry of Defence to<br />
cover the accommodation needs of all three<br />
army corps for four years.<br />
On 31 August 2016, Lieutenant General<br />
Bertrand Houîtte de la Chesnais, Major<br />
General of the Land forces, accompanied by<br />
the General of the SID Directorate General, the<br />
Prefect of Savoie, and Pascal Minault, General

Europe inaugurated the first CATALPA building<br />
in Barby, near Chambéry.<br />
The outside finishes and a few interior<br />
finishes are done in situ. It takes only seven<br />
months between the order and delivery<br />
of these buildings, which were designed<br />
to last for 30-40 years at least. In 2016,<br />
13 CATALPA buildings were built over<br />
the French territory, including 5 on the<br />
Bouygues Bâtiment Sud-Est territory.<br />
How does the project work?<br />
Very simply, using a catalogue of thirty or so<br />
modules from which we choose depending on<br />
our needs.<br />

of Bouygues Construction, offered a global<br />
solution through a collaboration with<br />

the group. The CATALPA project is based on<br />
the construction of timber-framed buildings<br />
combining quick execution and high-quality<br />
manufacture.<br />

Modules 6 meters by 3 come fully equipped<br />
such as the bathroom module which includes<br />
floors, sanitary, doors ... ready to be opened!<br />
The principle of CATALPA is not to offer a<br />
poor quality product but instead, a highquality<br />
structure responding to short delays.<br />
The constructions offer a usage and comfort<br />
comparable to traditional buildings made<br />
using industrial manufacturing processes.<br />
Why a wooden frame?<br />
This choice stems from the environmental<br />
and heat insulation qualities of wood. Indeed,<br />
timber boasts high insulation qualities,<br />
captures carbon and reduces greenhouse gas

The 11th Marine Artillery Regiment<br />
The Field Regiment, a heavyweight in the Rennes<br />
region.<br />
After a busy year, the military staffs based in Saint-Aubin predict a <strong>light</strong>er<br />
<strong>2018</strong>. Let us look at this Regiment<br />
What is the RAMA?<br />
Locally, everyone knows its acronym:<br />
The 11th Rama - Marine artillery regiment.<br />
It spreads over 35 hectares of<br />
built camp and 215 hectares of forests<br />
in Lande d’Ouée. “It is the regiment of<br />
indirect fire support, intelligence, and<br />
tactical situation acquisition in the 9th<br />
Armoured Marine Brigade” says Colonel<br />
Oliver Coquet, Commander of the<br />
11th Rama.<br />
With its Headquarters in Poitiers, the<br />
9th Brigade belongs to the first Armoured<br />
Division of the Land Forces and<br />
oversees other regiments, including the<br />
third Infantry Regiment of Maine (Rima)<br />
in Vannes, Angers’ 6th Engineer Regiment<br />
or still, the 2nd Infantry Regiment<br />
in Le Mans. “Locally, the 11th Marine<br />
Artillery Regiment is part of Rennes’<br />
Defence base, Command Centre for<br />
the Western France defence and safety<br />
zone. Everything is not always simple in<br />
the Armed forces...<br />
How many staff on site?<br />
In December the 11th RAMA boasted<br />
860 men and women (9%) including 47<br />
officers, 273 non-commissioned offi-
cers, more than 557 non-commissioned<br />
staff and 9 civilians. “That’s 1137 persons,<br />
including operational reservists”,<br />
details Colonel Coquet.<br />

With a medium age of 30, the average<br />
seniority of high-ranking officers is a<br />
little under six years.<br />
Although a second reserve brigade will<br />
be created in July <strong>2018</strong>, this will not<br />
result in a significant evolution of the<br />
total staff. “Each year, the regiment<br />
recruits 120 to 150 bigors (surname of<br />
artillerymen) adds Lieutenant-Colonel<br />
Emmanuel, Deputy Commander of the<br />
regiment. Moreover, we also offer accompanying<br />
measures for 10 non-commissioned<br />
officers and for 30 to 50 senior<br />
military personnel”.<br />
How does the regiment profit the local<br />
economy?<br />
Considerably. “It is the first employer<br />
of the Fougerais basin, before the Safran<br />
company or the Hospital centre”,<br />
indicates the Commander of the 11th<br />
Rama.<br />
In 2012 (no recent data available), its total<br />
payroll was estimated at 25 000 000 euros.<br />
While 337 young soldiers live in barracks<br />
in Lande d’Ouée, the two other<br />
third of staff lives outside, mostly within<br />
a 20-kilometres perimeter: 37 families<br />
in Fougères, 34 families in Saint-<br />
Aubin-du-Cormier, 17 in Liffré and in<br />
Sens-de-Bretagne, etc. “260 military<br />
spouses of the regiment work in the region<br />
and 130 are currently looking for<br />
employment”, adds Lieutenant-Colonel<br />

La DELPIA<br />
Three competence centres are placed under the<br />
orders of the central directorate:<br />
• These competence centres focus on the training,<br />
deployment and support of the armed forces.<br />
The inter-armies oil base<br />
The BPIA (in Chalon-sur-Saône) is the training and<br />
coaching body for the SEA’s active or reserve military<br />
and civilian staff. It provides oil training to the<br />
staff of the ministries and foreign armed forces.<br />
It also guarantees, in liaison with other SEA organs<br />
and the Armed Forces, the set up of the oil support<br />
detachments available to the armed forces,<br />
whether in Metropolitan France or deployed<br />
abroad. Moreover, it provides oil for military exercises<br />
in those same territories.<br />
• A centre of excellence for oil infrastructure and<br />
equipment and financial management<br />
The inter forces directorate for oil exploitation and<br />
logistics<br />
The Nancy-located DELPIA is the main organ for<br />
the execution of the many operations relative to<br />
the technical, administrative, accounting, financial<br />
and IT management of the SEA.<br />
Its competences incorporate the following areas:<br />
Reseau hydrocarbure<br />
- Managing and supporting oil facilities for the storage,<br />
supply and distribution of oil products;<br />
- Operational preparation of staff placed under its<br />
orders and support to forces engaged in operations<br />
on the Metropolitan territory;<br />
- Support for the project management and<br />
construction of oil equipment facilities and infrastructures;<br />
- The SEA building contracting Service, which<br />
concerns all technical facilities required for oil<br />
drilling;<br />
- Preventing all industrial risks linked to the oil<br />
sector.<br />
The Director of the DELPIA is the delegated authority<br />
for facilities classified for the protection<br />
of the environment (ICPE) according to instruction<br />
#22914 DEF/SGA/DAJ of 25 March 2010. In<br />
this function, the Director appoints operators and<br />
exercises his responsibilities in terms of environmental<br />
protection for the facilities under his management.<br />
The DELPIA comprises:<br />
- its Nancy-located headquarters: the commanding<br />
body;<br />
- external bodies:<br />
• The Montereau-located (Seine-et-Marne) logistical<br />
centre of the Military Fuel Service / Service des<br />
essences des armées (CSLSEA) in charge of gua-

ranteeing equipment support and responsible for:<br />
- storing and managing oil products in centralised<br />
supply for the SEA and the armed forces;<br />
- transit operations for oil products destined to the<br />

major operational vehicles and equipment of the<br />
SEA and the armed forces within the framework of<br />
the annual central support defined by the DCSEA<br />
in liaison with the DELPIA;<br />
- the differed support of oil equipment.<br />
The Head of the CSLSEA enjoys a central stores<br />
unit and maintenance workshop NT12 and NT13<br />
for oil equipment.<br />
• Five proximity ranks of the Military Fuel<br />
Service facilities (établissements des essences,<br />
the ÉPÉE) backed by five structures of the inter<br />
forces territorial defence organisation (OTIAD)<br />
spread out over the Metropolitan territory (ÉPÉE in<br />
Saint-Germain-en-Laye, Metz, Marseille, Rennes<br />
and Bordeaux).<br />
More specifically, the ÉPÉE is in charge of relaying<br />

and represents the Director of the DELPIA with civilian<br />

The centre d’expertise pétrolière interarmées (CE-<br />
PIA) / the inter forces oil expertise centre<br />
Certified COFRAC (certification # 1-0907, available<br />
reach on www.cofrac.fr) since 1999, the inter<br />
forces oil expertise centre (situated in Marseille) is<br />
the executive body of the DCSEA. As such, it fulfils<br />
all R&D activities for oil products and equipment<br />
distributed by the SEA to the armed forces working<br />
with or under the SEA within the framework of its<br />
missions.<br />

It exercises its competences in several areas:<br />
- quality control of products and equipment.<br />
In these areas, it carries out:<br />
• Trials aimed at defining the recipe of products<br />
and some equipment procured by the SEA and the<br />
trials foreseen during storage or after delivery.<br />
• Controls for the armed forces and the DGA, foreign<br />
armed forces (particularly within the framework<br />
of NATO), civilian administration and French and<br />
foreign industries.<br />
- the technical selection of products and equipment.<br />
The CEPIA carries out technical selection trials for<br />
products and other materials distributed by the<br />
SEA. These trials stem in decisions to approve or<br />
supply authorisations delivered by the DCSEA in<br />
accordance with the current legislation.<br />
- expertise, research and development.<br />
The CEPIA:<br />
• Carries out studies, researches and development<br />
tasks relative to the products, equipment and trial<br />
method;<br />
• Carries out appraisal works and analysis tasks<br />
relative to the products in service;<br />
• Carries out product recommendation works according<br />
to the current legislation;<br />
• Drafts specification documents for products and<br />
equipment likely to be in contact with oil products;<br />
• Contributes its expertise in terms of use of oil<br />
products, measuring instruments metrology and<br />
in terms of environment and toxicology linked to<br />
the use of oil products.<br />
To fulfil its responsibilities, the SEA is made up of:<br />
• A Central Directorate (DGSEA) in Malakoff;<br />

• An operational management centre for the inter<br />

the oil infrastructures and equipment. The Montereau-based<br />
CSLSEA logistical support centre depends<br />
on the DELPIA;<br />
• An inter-forces oil base in Chalon-sur-Saône in<br />
charge of the coaching and training of staff, of setting<br />
up operational detachments for external operations<br />
(OPEX) and support of the latter;<br />
• An inter-forces oil expertise centre in Marseilles<br />
in charge of the quality control, development and<br />
expertise of the products;<br />
• Overseas liaisons detachments and with all major<br />
Chiefs of Staff;<br />
35 reserves in Metropolitan France (28 of which<br />
are dedicated or multi-purpose with the air, navy,<br />

The DGMR and challenges of<br />
implementing the strategic vision of<br />
Minister Steven Vandeput<br />
The Directorate General for Material Resources of the<br />
Belgian Armed Forces is in charge of implementing the<br />
material resources of the Defence and to ensure its integrated<br />
management during its entire life cycle for the entire<br />
logistical-technical support (weapons, communication and<br />
information systems, infrastructure, equipment and support<br />
products).<br />
Lieutenant-General Rudy Debaene, who<br />
heads the DGMR since March 2015, tells us<br />
about the investment projects of the Belgian<br />
defence within the framework of the<br />
implementation of the strategic vision of<br />
Minister Steven Vandeput<br />
and about the importance<br />
of cooperating with other<br />
countries including the<br />
Netherlands, Luxembourg<br />
or France.<br />
With investments in<br />
excess of 9 billion euros,<br />
the Belgian Defence<br />
is about to renew its<br />
equipment over the<br />
forthcoming 13 years. This<br />
huge challenge facing<br />
the DGMR will allow<br />
efficiently ensuring the<br />
transition between old<br />
and new equipment?<br />
The challenge is twofold.<br />
Firstly, we must retain our<br />
legacy, which means that<br />
we must keep our current<br />
equipment operational for the Belgian Navy,<br />
the F-16 and weapons or still, vehicles. This<br />
is our primary focus in the short term. The<br />
second challenge consists in defining the<br />
needs with users and to involve people in<br />
the large projects. What are the needs of the<br />
clients? Ultimately, it’s the starting point.<br />
We initiated this reflection a little more<br />
than two years ago and managed to define<br />
the key needs of four large projects. Then<br />
we assessed the scope of the programme.<br />
Does the DGMR have enough staff to complete<br />
this programme? What management<br />
structure are we going to implement to<br />
maintain a connection with the users? For<br />
an armed force of our size, we cannot afford<br />
to start purchasing equipment that does not<br />
respond to the users’ demands. We created<br />
a temporary structure with the heads of<br />
each component (Air, Land<br />
and Sea) for the operational<br />
pillar. Then we have<br />
the equipment and materials<br />
pillar, with the Systems<br />
Department of the<br />
DGMR. The third pillar is<br />
in charge of all contracts:<br />
the head of the public tenders<br />
department of the<br />
DGMR. According to the<br />
programme phase, I like<br />
to use the expression “primus<br />
inter pares”, since<br />
one of the three will take<br />
over the presidency of this<br />
management committee.<br />
We define the initial needs<br />
that we then translate into<br />
a specification sheet with<br />
technical elements. Once<br />
the procedure is launched,<br />
the head of the public tenders<br />
department takes the decision with<br />
the two others to coordinate the progress of<br />
projects. Depending on the complexity of the<br />
programme, we make sure that we have the<br />
necessary technical staff within the DGMR.<br />
If need be, we call upon specialised technicians<br />
who are detached by the Commander<br />
of the concerned Component as a temporary<br />
reinforcements. As officers, we are used to<br />
go back and fro between the operational pillar<br />
and the management pillar and others,<br />
such as training for instance. We have mutations<br />
every 3-4 years in another pillar to<br />
go further and to acquire an experience fo-
cused on one pillar. This allows regrouping<br />
high-value individuals to complete these<br />
projects. In some way, the service upholding<br />
is done with the SGMR staff. We collect<br />
the opinions of the Components regarding<br />
the tactical and technical aspect but<br />
there is a clear cleavage between the party<br />
presenting the need and the party that will<br />
conclude the public tender. All contracts<br />
are under the responsibility of the public<br />
tenders department. For example, if there<br />
is a technical evaluation to carry out within<br />
the framework of a market (industry), the<br />
purchasing officer in charge of the acquisition<br />
programme can rely on a technical opinion.<br />
But this technical evaluation is done<br />
separately from the programme’s legal and<br />
budgetary evaluations. The purchasing officer<br />
puts together the results of the technical<br />
evaluations and elaborates a classification<br />
headed by the best public tender.<br />
In the Belgian system, we note a particular<br />
weighting for the price aspect and a certain<br />
value for the quality aspect. It can be 30%<br />
against 70%. This means that the technical<br />
aspect only makes up 30% compared with<br />
the importance granted to the price.<br />
Cooperation seems to be at the heart of<br />
new equipment purchasing. Is it a means<br />
for the Belgian Defence to optimise its<br />
operational capacity with its allies?<br />
Certainly; particularly within the scope<br />
of our four current projects. The Belgian<br />
Navy has a strong history of cooperation<br />
with Holland. It dates back to the seventies<br />
when we signed the first documents.<br />
We created the bi-national Benelux admiralty<br />
commandment headed by the Dutch<br />
navy and seconded by the head of the Belgian<br />
navy Component. A material cooperation<br />
stemmed from this. The frigates are<br />
maintained for Holland on the Den Helder<br />
base, while Belgium maintains mine hunters<br />
in Zeebrugge. We will use our 50 years’<br />
experience for the programme of the future<br />
navy. The aim consists in acquiring the<br />
same ships with the same systems on board<br />
to follow the orders of the Benelux Admiralty.<br />
The same goes for our F-16. Belgium<br />
is part of a group gathering different F-16<br />
users in Europe, and we integrated a structure<br />
with the United States, which was at<br />
the root of this system. This allows us to<br />
follow the technical evolution of the equipment.<br />
We do our updates with five countries.<br />
Belgium is a country with a long tradition<br />
of cooperation. We also take part in<br />
the A400M programme. The aim is to reach<br />
a unique version. We worked in the same<br />
way as we did to renew the land equipment.<br />
Two years ago, the head of the Land Component<br />
(General Jean-Paul Deconinck, currently<br />
Commander-in-Chief of the MINUS-<br />
MA) looked in other European countries<br />
if a programme could fall within the time<br />
frame and be compatible with the Belgian<br />
doctrine. This was the case of the Scorpion<br />
programme, which caught our attention<br />
with the Jaguar and the Griffon. Informal<br />
contacts have been made with the CEMA in<br />
the aim of a stronger cooperation. We did<br />
the same thing with the DGA. We noted the<br />
same will to cooperate. It is the ideal solution<br />
for our Land Component. Since last<br />
summer, we have a policy agreement and<br />
the aim is to get a Memorandum of Understanding,<br />
i.e., an agreement between two<br />
states that is considered in the same way<br />
as a public tender procedure. The Belgian<br />
Armed Forces will use the same structure<br />
and training techniques. Both armies will<br />
institute an information exchange network<br />
to reach the same doctrine with the same<br />
teams. We no longer speak of a public tender<br />
but of acquiring an entire capacity. The<br />
cooperation aspect encompasses training,<br />
doctrine and future follow-up. In the end,<br />
a French team will be able to use a Belgian<br />
vehicle and conversely. We are slowly reaching<br />
interoperability.<br />
With the Belgian decision of taking part in<br />
the French project Scorpion, how will the<br />
commissioning of these new vehicles take<br />
place? Are there any exchanges foreseen<br />
with the DGA?<br />
Since we have an agreement, we formalised<br />
our discussions with the DGA, which<br />
started early July 2017. A first meeting took<br />
place late August. A Belgian team regularly<br />
travels to Paris. We are not signing a blank<br />
cheque for France. It is a genuine collaboration<br />
programme. The French land forces are<br />
much more important in size than their Belgian<br />
counterparts. There are 2000 vehicles<br />
in France against 477 in Belgium... If we calculate,<br />
Belgium participates in 1/5th of the<br />
full programme. It’s considerable. We must<br />
turn to the future. Other countries will have<br />
the same need and observe our interaction.<br />
We are conveying a message: Belgium is<br />
not “subjected” but is the active participant<br />
of a cooperation programme. One of the two<br />
countries is the client; France in this case.<br />
The DGA boasts a think tank that has grown<br />
in the project for some time. This means<br />
that once we have the same systems, we’ll<br />

be able to think together up to where we<br />
can go in a programme.<br />
The Belgian Navy is going to develop a<br />
new capacity of mine action. It has already<br />
organised two trial sessions with companies<br />
to grasp the technological developments.<br />
How were they organised? What role will<br />
they play?<br />
Indeed, the Belgian Navy organised two<br />
testing sessions at sea from Zeebrugge.<br />
The country invited companies from around<br />
the world to come with their equipment.<br />
We created a fictitious mine field. The aim<br />
consisted in observing how a non-protected<br />
vessel could avoid penetrating a minefield<br />
and stay at a distance by sending an<br />
unmanned system to do the work in their<br />
place. In this area, there is a French/British<br />
initiative, which is why we invited our<br />
British and French colleagues to come as<br />
observers. The Belgian Navy wants to define<br />
a base for unmanned sensors. It will no<br />
longer have ships exclusively dedicated to<br />
land mines. Each ship will have two containers<br />
on-board. Our aim is to conceive this<br />
programme in a modular fashion. We have<br />
already had some contacts with our French<br />
colleagues to purchase an identical toolbox<br />
in the future in the constant aim of looking<br />
to the future. We will draw up a special specification<br />
sheet with a public tender procedure<br />
open to everyone. The Belgian Navy is<br />
looking for an integrated solution and an<br />
industrial partner who will deliver a completely<br />
finished product. The entire responsibility<br />
of the product integration will be<br />
under the responsibility of the manufacturer.<br />
The latter will have to find subcontractors<br />
if need be. The Armed Forces selected<br />
the coastal patrol ships with French company<br />
Socarenam.<br />
The Belgian artillery must also undergo<br />
some transformations. We are speaking<br />
of a long-range artillery. What about its<br />
future? Will it become important?<br />
For this weapon, we are looking at our<br />
French neighbour. Can we integrate it in the<br />
Scorpion programme? The CAESAR artillery<br />
system could evolve in the future in the<br />
Scorpion programme, and this is likely to<br />
interest us. We are looking for a unique solution.<br />
In this area, we still have some time<br />
left. Our priority is the vehicles capacity<br />
into which it will be integrated.<br />
To come back to the artillery, the Artillery<br />
battalion shot its last Mistral missile last<br />
May. Does this mean that the Belgian armed<br />
forces will not longer have anti-aircraft<br />
defences?<br />
In this area, we privilege cooperation. The<br />
Belgian Armed Forces want to keep its tactical<br />
knowledge alive. Our artillerymen will<br />
train together with their foreign counterparts.<br />
We are also looking to France, as it<br />
would be wise to go in the same direction.<br />
In the strategic vision, the anti-aircraft defence<br />
is evoked with the acquisition of anti-mortar<br />
sensors. We are missing this capacity.<br />
We sense that Belgian/French cooperation<br />
is strengthening?<br />
Yes, there is a veritable cooperation engine<br />
with France through the Scorpion programme.<br />
Belgium looks around this capacity<br />
to see whether it can go further to<br />
widen cooperation. There is also the area<br />
of reconnaissance with the ISTAR battalion<br />
and the acquisition of unmanned air sensors.<br />
On the 2020-2030 horizon, we shall<br />
choose with whom we will work closely.<br />
Belgium wants to keep Luxembourg, a historic<br />
partner of the Belgian armed forces,<br />
as a point of reference. In the forthcoming<br />
years, we shall increase cooperation with<br />
that country. We purchased A400M together.<br />
The solution is international.<br />
As Commander of the DGMR, having to carry<br />
out the material execution of the strategic<br />
vision must be gratifying and gratifying for<br />
your military career. How do you perceive<br />
this?<br />
The DGMR is in charge of the equipment but<br />
the decision is political. Seeing my age, I<br />
feel that I have reached the end of my military<br />
career. I have had a good career and<br />
I feel hugely satisfied to carry out this important<br />
reform movement. This requires efforts<br />
on our side and on the French side too.<br />
It is a huge leap forward. We shall reach the<br />
finish line together. This brand new cooperation<br />
will serve as an example for many<br />
other nations of the same size as Belgium.<br />
I also think that we want a certain form of<br />
Armed Forces in Europe, we must think<br />
about maintaining a European Defence industry<br />
for the future. I am very curious to<br />
see how this industry will evolve in forthcoming<br />
years.<br />

of common operations and<br />
in project and engineering<br />
bureaus. He ended his<br />
military and naval career as<br />
a Commander of the naval<br />
component of the Belgian<br />
armed forces.<br />
Could you tell us about Agoria and its<br />
interactions with Belgian firms?<br />
Before anything else, we have to combine<br />
Agoria with the BSDI (Belgian<br />
Security and Defence Industry), i.e.,<br />
the association of Belgian firms in the<br />
area of security and defence. As Belgium’s<br />
largest company federation,<br />
Agoria encompasses 1800 technological<br />
firms and covers a wide range<br />
of sectors, from the manufacture of<br />
equipment to the assembling of machines.<br />
At its heart is the Defence industry,<br />
which represents 50 companies<br />
with 15 000 direct jobs.<br />
Agoria has three lines of actions. First<br />
of all, it is the privileged interlocutor<br />
of the industry’s regulatory authorities<br />
that ensure that the environment<br />
- physical, legal and financial - stimulates<br />
the spirit of enterprise and<br />
innovation. But Agoria’s key area of<br />
expertise is innovation through advice,<br />
coaching and industry 4.0, as<br />
well as new technologies and training<br />
in all these areas. Lastly, through the<br />
BSDI, Agoria engages in business-development<br />
through networking via<br />
specific activities, including its participation<br />
to trade fairs or still, the<br />
organisation of meetings with potential<br />
clients, security services or defence<br />
companies active in this sector.<br />
The BSDI is open to Agoria and<br />
non-Agoria members that are active<br />
in a completely different sector such<br />
as textile, protection equipment or<br />
anything else.<br />
How is Agoria linked to the Belgium<br />
Ministry of Defence? How does the<br />
collaboration with the DGMR work?<br />
There are no structural ties as such<br />
and relations are created informally.<br />
We try to find out what is happening<br />
on the market to inform our members
to ensure that they have the time to<br />
prepare. We mostly work on implementing<br />
a similar process to that of<br />
NATO’s. Hand-in-hand with the armed<br />
force, industries reflect about the<br />
technologies to use to respond to future<br />
needs. This does not mean that<br />
the Ministry of Defence does not know<br />
what is best for itself, but it is in the<br />
aim of being an ideal partner for the<br />
defence sector, in order to think and<br />
act together. The same applies to the<br />
DGMR, which remains informal as<br />
there are no collaborations as such.<br />
We meet to discuss punctual subjects<br />
on our request.<br />

The Belgian market is not too large<br />
either. On the other hand, the Belgian<br />
defence is an important reference for<br />
a Belgian company. If the Belgian Ministry<br />
of Defence does not purchase<br />
the company’s product, the latter is<br />
more difficult to export afterwards.<br />
It’s a question of brand and image. It<br />
is as important for the Ministry of Defence<br />
as it is for the client. The market<br />
becomes increasingly competitive<br />
and companies are able to make the<br />
best purchase.<br />

Recently, the Ministry of Defence and<br />
Ministry of the Economy organised<br />
a meeting with Belgian companies<br />
about the <strong>2018</strong> market intentions.<br />
Which key markets will the Ministry<br />
of Defence launch this year? Is it important<br />
for Belgian firms to be well<br />
informed on the procedures and recent<br />
developments of the defence<br />
procurement for increased competitiveness?<br />
Most procurements currently<br />
launched concern the big five: replacing<br />
the F-16, frigates, mine hunters,<br />
motorised armoured vehicles and the<br />
acquisition of a first batch of MALE<br />
drones. These five items represent<br />
the lion’s share of the 9 billion euros<br />
that will be spent in future years.<br />
The replacement of the F-16 represents<br />
a little more than one third of<br />
this amount, in addition to three projects<br />
costing approximately a billion<br />
euro each. Then there is a multitude<br />
of lesser projects for a total amount<br />
of € 800 billion euros, such as the replacement<br />
of <strong>light</strong> armoured vehicles<br />
for the armed forces. The planning of<br />
the € 9 billion contraction is foreseen<br />
for <strong>2018</strong>.<br />
Is it important for companies? Yes,<br />
these markets represent twice the<br />
yearly turnover of the entire Belgian<br />
defence industry, i.e., fifteen thousand<br />
jobs during two years. Is it important<br />
in terms of competitiveness?<br />
I’d say no. Of course, every market<br />
is important, but Belgian companies<br />
mostly live off exports. They must<br />

Are Belgian companies challenged to<br />
find the right niche? Do you expect<br />
benefits?<br />
The Belgian State scrupulously abides<br />
by the EUROPEAN UNION regulations<br />
and tries to open the market to European<br />
competition as much as possible.<br />
I would say that on one hand it<br />
does not seem to be a good idea for<br />
the entire Belgian industry, as there<br />
are less direct consequences. But potentially,<br />
it can be a good thing for<br />
the Belgian Ministry of Defence and<br />
the defence industry. In application<br />
of article 346, the EUROPEAN UNION<br />
allows protecting essential security<br />
interests, permitting the involvement<br />
of Belgian companies to produce some<br />
capacities deemed critical. Moreover,<br />
the same applies for any maintenance<br />
activity and for logistical support. If<br />
we consider that military equipment<br />
has a lifespan between 15 and 30 years,<br />
it allows for a continuation of activities.<br />
Partnerships and ties between<br />
foreign producers and the Belgian industry<br />
can be created. Through this<br />
means, the defence industry has the<br />
opportunity to demonstrate its technological<br />
capacity and competitiveness<br />
for the export market. I am persuaded<br />
that there will be economic<br />
effects. It is a good thing for the Ministry<br />
of Defence, as the latter can<br />
acquire an industrial base capable of<br />
providing the support it needs. It will<br />
no longer have to work internally but<br />
will be able to subcontract. Every-

thing will depend on what is written<br />
in the acquisition project defined by<br />
the Ministry of Defence and what it<br />
wants to give to companies for the<br />
maintenance and lifespan management<br />
of the equipment. This is where<br />
the most opportunities will lurk.<br />
The EU put in place an action plan to<br />
make funds available to companies<br />
wanting to support collaboration projects<br />
in the area of research, particularly<br />
in the defence sector. Is this<br />
an opportunity for Belgian industries<br />
to grasp at a time when Belgium is<br />
being criticised for its lack of investments<br />
in industrial and defence research,<br />
particularly with the integration<br />
to the PESCO, which obligates<br />
states to spend 2% of their budgets<br />
on defence?<br />
In Belgium, investing in research does<br />
not depend on the Federal government.<br />
It is a regional capacity and a political<br />
choice not to invest in research<br />
for the defence industry. To remain at<br />
the cutting edge, Belgian companies<br />
who mostly live off exportation have<br />
to carry out their own research and<br />
development using their own funds.<br />
Our industry will gratefully welcome<br />
the 2% imposed by PESCO insofar as<br />
the monies are spent for research in<br />
Belgium! The European defence fund<br />
partially subsidises research and development<br />
related to acquisition programmes<br />
for one or several member<br />
states. To activate this fund, there<br />
must be a need from a Member state.<br />
If the project is concrete and useful,<br />
the funds are available. I envisage<br />
the European defence fund as an opportunity<br />
for member states and industries<br />
to collaborate together to<br />
achieve projects that would be more<br />
difficult to complete for a state on its<br />
own. Thus, there are many opportunities<br />
for the Defence industry.<br />
Last 13 February, Dassault signed 13<br />
cooperation agreements with Belgian<br />
industrials within the framework<br />
of the Belgian-French strategic<br />
partnership proposal relative to air<br />
combats. How is Agoria linked to the<br />
French defence?<br />
I would say that the ties are concurrently<br />
strong and fragile; weak because,<br />
as an association, Agoria-BSDI<br />
cannot engage in relations or a structural<br />
dialogue. The fact that I frequently<br />
speak with my counterparts or<br />
some French industrial groups does<br />
not mean that there are real links.<br />
Yet the ties are also strong. Since<br />
Agoria-BSDI is an association, some<br />
of its members’ main shareholders<br />
are French industrial groups such as<br />
Thales, Dassault, Nexter. Indirectly,<br />
these companies have strong structural<br />
links with French companies. This<br />
is how we bind ties. But we also work<br />
with the Americans and the British.<br />
Last November, Agoria took part in<br />
Milipol. Does the association often<br />
take part in defence and security<br />
trade fairs to champion Belgian companies?<br />
Are contacts made with other<br />
companies?<br />
It is essential to be present on these<br />
trade fairs if we want to develop BS-<br />
DI’s business. It allows companies<br />
and small and medium firms integrated<br />
to the Belgian pavilion to show<br />
their expertise. It is their only means<br />
to be present and to enjoy our support.<br />
Large companies don’t need the<br />
structure of the BSDI. Agoria participates<br />
in two large European trade<br />
fairs: Paris’ <strong>Eurosatory</strong> and London’s<br />
DSEI. We also attend fairs in Africa,<br />
America and in the Middle East. We<br />
are currently envisaging a participation<br />
in a fair in Asia. Trade fairs<br />
represent an opportunity for our<br />
members to meet their clients directly<br />
and to present finished products. It<br />
is B2C rather than B2B. From the first<br />
encounter, we must trigger the interest<br />
of a potential client by showing<br />
them the equipment in view of a later<br />
contact. The scope of <strong>Eurosatory</strong><br />
means that worldwide clients are on<br />
site to see what can be available and<br />
interesting on the market. They make<br />
a first comparison. If the potential<br />
client shows some interest, it means<br />
that we are onto something.<br />

Le Souvenir Français<br />
Interview with General Controller (2s) Serge<br />
Barcellini, General President<br />
Created in 1887, the Souvenir Français is a remembrance<br />
association. The Controller General has presided the association<br />
for the past three years.<br />
We wanted to hear about his three years’ at the top of the<br />
association.<br />
Could you tell us a bit about the key values of<br />
your association?<br />
The Souvenir Français is an association that<br />
works to keep the memory of contemporary<br />
France on battlefields alive. Three types of actions<br />
materialise this objective:<br />
- Safeguarding and maintaining material remembrance<br />
sites (tombs, monuments,<br />
plaques…);<br />
- Participation and organization of commemorative<br />
ceremonies organised within the<br />
framework of national holidays (8 May, 11 November)<br />
and within local celebrations (liberation<br />
of cities...);<br />
- Transmitting the knowledge of the armed<br />
forces history to new generations (remembrance<br />
trips, exhibitions, intergenerational encounters...).<br />
Preserved memorial eras essentially concern<br />
five generations of “fire”: 1870; 1914-1918;<br />
1939-1945; decolonization wars, particularly<br />
Indochina and Algeria, and France’s exterior<br />
interventions since 1963 (OPEX).<br />
What does your association represent in numbers?<br />
The Souvenir Français association is deeply<br />
rooted in France. Its 200 000 members are split<br />
up in direct members and affiliated adherents,<br />
1600 local committees, 100 departmental delegations<br />
and 70 overseas branches.<br />
These numbers translate an exceptional joint<br />
force, since every member is a volunteer whose<br />
sole ambition consists in keeping the national<br />
remembrance alive.

Upholding a national memory but to what end?<br />
Le Souvenir Français was created in 1887. Five<br />
years earlier, Ernest Renan presented the definition<br />
of his concept of Nation during a conference<br />
in Paris’ Sorbonne. The Souvenir Français<br />
would make this definition its own. The<br />
French Nation represents the will of citizens to<br />
live together. Ernest Renan defines this resolve<br />
as “daily plebiscite” and a sharing of a common<br />
history.<br />
The author feels that this shared memory is<br />
built around heroes, oversights and above and<br />
foremost - pages of bereavement. “Death unifies<br />
more than triumphs”.<br />
Since then, the Souvenir Français has become<br />
an actor - a key player - working to share the<br />
national remembrance with all French citizens.<br />
Building a nation means sharing a common history.<br />
Amongst the many initiatives put in place<br />
through the Souvenir Français, which is most<br />
appropriate to our current times?<br />
Amongst the many innovative initiatives put in<br />
place by the Souvenir Français, three are key.<br />
The first concerns funding memorial school<br />
trips. The Souvenir Français is the main<br />
contributor for school trips to historical remembrance<br />
spots (Verdun, Normandy beaches,<br />
Auschwitz...). Whilst on the subject of financing,<br />
the Souvenir Français gives teachers € 1<br />
500 000 in aid. For us, each of these trips is an<br />
occasion for students to discover a place and<br />
page of our history that will become forever engraved<br />
in their minds.<br />
The second is an operation implemented in the<br />
last years and called “la seconde vie des drapeaux”<br />
(a second life for flags”. The mission<br />
consists in recovering the flags of the veterans<br />
and victims of war and to show them in schools.<br />
50 operations were carried out in France and<br />
abroad (in the French Lycées in Tunis, Hong<br />
Kong, Kyoto and Tokyo). Each awarding ceremony<br />
gathers hundreds of students and teachers.<br />
The flag and its history are new symbolic<br />
emblem of the school.<br />
Finally, the third initiative is a vast geotracking<br />
programme in local cemeteries for the tombs<br />
of the many soldiers who fell for France. Indeed,<br />
more than 500 000 servicemen who died<br />
for their country are buried in our local cemeteries.<br />
Each tomb represents the crossroads of<br />
three memories: family, local and national. The<br />
Souvenir Français is accustomed to maintaining<br />
these tombs and has decided to give each<br />
one an individual destiny. Using short texts legible<br />
on a smart phone, each grave becomes an<br />
element of a journey of collective memory. Each<br />
citizen and student can discover the history of<br />
war through the prism of the individual destinies<br />
of “our local community”.<br />
How do you see the future of the Souvenir Français?<br />
The Souvenir Français has been wrongly linked<br />
to a veterans association for a very long time.<br />
Le Souvenir Français is open to everyone who<br />
feels that a shared history is key for the Nation.<br />
The Souvenir Français is open to anyone living<br />
in France, regardless of age or status.<br />
An essential and urgent rejuvenation is on its<br />
way. Over the next decades, France will need<br />
a strong Souvenir Français that will allow individuals<br />
to recognise themselves as citizens.<br />
Whilst other great nations - let us mention the<br />
United States, China, Russia, Great Britain, Japan,<br />
Australia, Canada and New Zealand - all<br />
develop strong and attractive remembrance policies,<br />
France would be wrong to forget Ernest<br />
Renan’s concept.<br />
Armed with 130 years’ existence, the Souvenir<br />
Français needs everyone!<br />
