<strong>MIFA</strong>: Can you introduce the Protocol and High<br />
Authorities section? Why did you create this<br />
department on the Balard site?<br />
Jérôme Picot : The Protocol and High Authorities<br />
section (THA) is a reactive entity steered by<br />
Guillaume Richard and belonging to the site<br />
management bureau of the Balard site directorate,<br />
a sub-division of the SPAC, the Parisian support<br />
service for the central administration. It is in<br />
charge of supporting the very high authorities<br />
and their cabinets to facilitate their everyday lives<br />
for an optimal and autonomous functioning since<br />
their move in 2015 on all aspects of live in Balard,<br />
a workplace and a living space... for some 10 000<br />
people, a genuine city inside the city.<br />

Indeed, in 2015, the Ministry of the Armed Forced<br />
inaugurated the Balard site to establish its military<br />
staff, directorates and departments, which<br />
represents more than 9000 military and civilian<br />
staff on top of the Opale Defence staff in charge<br />
of maintaining the site for the next 30 years within<br />
the framework of the PPP, which has overseen the<br />
construction of the site in record time and within<br />
the demands and obligations of the HQE to make<br />
an exceptional site.<br />
This relocalisation of the Ministry, which left<br />
behind several historic sites to regroup in the<br />
modernist “Balard Hexagon”, guarantees both the<br />
installation in the best possible conditions and a<br />
more efficient continuation of the departments<br />
thanks to a meshing of the armies and departments<br />
on all floors around the top chiefs.<br />

which will act as the privileged connection point<br />
with a single contact to target the right departments<br />
or interlocutors and access the right information<br />
in a few clicks.<br />
Can you tell us why your expertise is called upon<br />
for the legibility and fluidity of the departments<br />
that could be viewed as the public as the<br />
responsibility of Opale Defence? Concretely,<br />
which areas demanded your contribution?<br />
The THA department was created in this aim<br />
in 2015 to support the move of all these major<br />
entities and facilitate the implementation of their<br />
actions on the site to ensure that their everyday<br />
needs are satisfied and by playing a supportingsupported<br />
interface, guaranteeing the catering<br />
for the THA and their hosts with a team of<br />
professionals and dedicated pole, and ensure that<br />
all protocol visits and official ceremonies held<br />
within the framework of the events go smoothly on<br />
the site of the Ministry. Since resources are both<br />
limited and shared, everything had to take place<br />
without a hitch from an organisational, logistical or<br />
diplomatic perspective.<br />
This little team works every day to intervene<br />
reactively to any functioning hitch, or more<br />
generally to coordinate transversal subjects or<br />
projects that mobilise several service providers and<br />
that concern several beneficiaries whilst enjoying<br />
our “on-the-ground” knowledge. We implemented<br />
several tools to better anticipate any hazard and<br />
potential overlaps with a shared agenda, a pocket<br />
Opale is a consortium of private companies<br />
working for the Ministry and the SPAC. Its vocation<br />
consists in supporting Balard by following-up the<br />
implementation of all operations by its partners<br />
within the framework of the PPP.<br />
Our expertise links all the service providers to<br />
intervene when need be: clarifying processes,<br />
translating needs, accompanying the various steps<br />
of realisation of a project...<br />
Our ambition and objectives have always been<br />
clear with the same orientation, even if our actions<br />
are constantly adjusted to specific demands to<br />
personalise the offer: constantly keeping in touch<br />
to respond to demands of quality, reactivity,<br />
simplicity and specificity. We are constantly striving<br />
to accompany the THA with this in mind, in order to<br />
offer them a tailor-made service, their own means<br />
