MIFA: Can you introduce the Protocol and High
Authorities section? Why did you create this
department on the Balard site?
Jérôme Picot : The Protocol and High Authorities
section (THA) is a reactive entity steered by
Guillaume Richard and belonging to the site
management bureau of the Balard site directorate,
a sub-division of the SPAC, the Parisian support
service for the central administration. It is in
charge of supporting the very high authorities
and their cabinets to facilitate their everyday lives
for an optimal and autonomous functioning since
their move in 2015 on all aspects of live in Balard,
a workplace and a living space... for some 10 000
people, a genuine city inside the city.

Indeed, in 2015, the Ministry of the Armed Forced
inaugurated the Balard site to establish its military
staff, directorates and departments, which
represents more than 9000 military and civilian
staff on top of the Opale Defence staff in charge
of maintaining the site for the next 30 years within
the framework of the PPP, which has overseen the
construction of the site in record time and within
the demands and obligations of the HQE to make
an exceptional site.
This relocalisation of the Ministry, which left
behind several historic sites to regroup in the
modernist “Balard Hexagon”, guarantees both the
installation in the best possible conditions and a
more efficient continuation of the departments
thanks to a meshing of the armies and departments
on all floors around the top chiefs.

the implementation of a new Connec’TH@ portal,
which will act as the privileged connection point
with a single contact to target the right departments
or interlocutors and access the right information
in a few clicks.
Can you tell us why your expertise is called upon
for the legibility and fluidity of the departments
that could be viewed as the public as the
responsibility of Opale Defence? Concretely,
which areas demanded your contribution?
The THA department was created in this aim
in 2015 to support the move of all these major
entities and facilitate the implementation of their
actions on the site to ensure that their everyday
needs are satisfied and by playing a supportingsupported
interface, guaranteeing the catering
for the THA and their hosts with a team of
professionals and dedicated pole, and ensure that
all protocol visits and official ceremonies held
within the framework of the events go smoothly on
the site of the Ministry. Since resources are both
limited and shared, everything had to take place
without a hitch from an organisational, logistical or
diplomatic perspective.
This little team works every day to intervene
reactively to any functioning hitch, or more
generally to coordinate transversal subjects or
projects that mobilise several service providers and
that concern several beneficiaries whilst enjoying
our “on-the-ground” knowledge. We implemented
several tools to better anticipate any hazard and
potential overlaps with a shared agenda, a pocket

working for the Ministry and the SPAC. Its vocation
consists in supporting Balard by following-up the
implementation of all operations by its partners
within the framework of the PPP.
Our expertise links all the service providers to
intervene when need be: clarifying processes,
translating needs, accompanying the various steps
of realisation of a project...
Our ambition and objectives have always been
clear with the same orientation, even if our actions
are constantly adjusted to specific demands to
personalise the offer: constantly keeping in touch
to respond to demands of quality, reactivity,
simplicity and specificity. We are constantly striving
to accompany the THA with this in mind, in order to
offer them a tailor-made service, their own means
