Belanja pegawai jasa pemerintahan lainnya yang dikeluarkan oleh pemerintah pusat maupun daerah, baik rutin maupun pembangunan adalah untuk guru-guru sekolah negeri, pekerja rumah sakit pemerintah, pekerja bimbingan masyarakat terasing, pekerja perpustakaan dan tempat-tempat rekreasi serta museum pemerintah. Penyusutan barang modal untuk sektor pemerintahan umum datanya belum tersedia. Sehingga nilai penyusutan diadakan estimasi berdasarkan rasio terhadap belanja pegawai. Struktur biaya dari sektor ini tidak memuat unsur surplus usaha. Sedangkan pemerintah tidak melakukan pembayaran pajak tak langsung, untuk memperoleh nilai tambah bruto diperkirakan dari penjumlahan belanja pegawai serta perkiraan penyusutan. Data untuk estimasi NTB sektor pemerintahan umum didasarkan pada realisasi pengeluaran pemerintah. Belanja pegawai jasa pemerintahan lainnya yang ditransfer dari pemerintah pusat dan daerah diperoleh dari realisasi anggaran belanja pemkonstruksi menurut sektor dan sub-sektor. Sedangkan belanja pegawai jasa pemerintahan lainnya untuk pemerintah daerah diperoleh dari laporan belanja pegawai menurut jenis pengeluaran. Disamping belanja pegawai di atas penyusutan juga termasuk dalam penghitungan NTB jasa pemerintahan lainnya, nilai penyusutan diperkirakan sekitar 5 persen dari nilai belanja pegawai. Perkiraan NTB sektor pemerintahan umum dan jasa lainnya atas dasar harga konstan 2000 dihitung dengan cara ekstrapolasi menggunakan indeks tertimbang jumlah pegawai negeri menurut golongan kepangkatan. Government employment expenses for other government sub sector are employment salaries paid by central and regional government, obtained from routine and development budget such as salaries for school teacher, health employee, guiders of remote people, library employee and recreational and museum employee. Depreciation of capital for public government do not available. It is estimated based on ratio to employment expenses. Input structure has zero operating surplus. Also it does not have indirect taxes, therefore, to obtain gross value added is a summation of employment expenses and depreciation. Data on estimating the value added are gathered from the realization of government budget. Employment expenses, which are transferred from central and regional government, are obtained from development budget by economic sector and sub-sectors. Employment expenses of the regional offices are gathered from statement of employment budget by kinds of expenditure. Beside this depreciation is also added up to get the gross value added of other government services. The depreciation in this case is estimated to be 5 percent to employment expenses. Value added at 2000 prices for public government and other government services is accounted by using extrapolation method, where the weighted index of number of employment by position levels as extrapolator. 9.2 Jasa Swasta Jasa Sosial dan Kemasyarakatan Meliputi jasa pendidikan, kesehatan, riset/penelitian, palang merah, panti asuhan, panti wreda, yayasan pemeliharaan anak cacat (YPAC), rumah ibadah dan sejenisnya, baik yang dikelola oleh pemerintah maupun swasta. Output jasa sosial dan kemasyarakatan diperoleh dari hasil perkalian antara masing- masing indikator produksi seperti jumlah murid menurut jenjang pendidikan, jumlah tempat tidur rumah sakit, jumlah dokter, jumlah anak yang diasuh, jumlah orang lanjut usia yang dirawat, jumlah rumah ibadah, jumlah anak cacat yang dirawat dengan rata-rata output per masing- masing indikator. Jasa Hiburan dan Rekreasi Meliputi kegiatan produksi dan distribusi film komersial dan film dokumenter untuk kepentingan pemerintah serta reproduksi film video, jasa bioskop dan panggung hiburan, studio radio, perpustakaan, museum, kebun binatang, gedung olahraga, kolam renang, klab malam, taman hiburan, lapangan golf, lapangan tenis, bilyar, klub Galatama, artis film, artis panggung, karaoke, video klip, studio televisi dan stasiun pemancar radio yang dikelola oleh swasta. Output atas dasar harga berlaku diperoleh dengan menggunakan teknik pendekatan produksi, yaitu diperoleh dari hasil perkalian antara indikator produksi dengan indikator harga. 9.2 Private Services Social and Community Services It includes education services, health, research, red cross, child care, disable care, religious house and the like which mainly are operated by the government or by private. Output of this sub-sector is obtained by multiplying production indicator that is number of students per level of education, number of bed of the hospital, number of doctors, number of cared children, number of religious house, number of disable persons with the average output per each indicator above. Amusement and Recreational Services This services cover production and distribution of commercial films and documentary films, reproduction of film and video, cinema services, podium entertainment, radio studios, library and museum, zoo, recreation park, golf court, tennis court, billiard, sport organization, artists, karaoke, video clip, television studios and radio stations which are operated by privates. Output at current prices is obtained by applying production approach, output is derived from multiplying production indicator and price indicator.
