This proposal was later modified, elaborated
to be a more operable instrument for the country
in its period of transition and facing EU enlargement
process.
A comprehensive result of this stage in the
graphic form was expressed in the following main
schemes:
¤ Macro-regional situation of Lithuania,
¤ Spatial concept of the territory
• main territorial structures,
• principal model;
¤ unctional priorities of the territory,
¤ Development of the technical infrastructure.
The preliminary concept was further elaborated.
The first version was improved according
to the proposals received during the public hearings
and other remarks. ollowing the stage of
the “Preliminary solutions” the next step of this
work was the preparation of the “Development
of the perspective solutions for the year 2020”.

Basing on the preliminary solutions of the
Comprehensive plan, the main solutions of the
territory are presented in following main directions:
• common territorial structures,
• specialised territorial structures,
• spatial integration of the development of
the territory of the state,
• reserving the territories for the common
needs of the state.
A system of strategic goals of the development
of the territory according to the issues dealt
with in the Comprehensive plan guided whole
the development proposals.

While preparing the solutions of the plan –
the mentioned directions were split into the special
issues as follows and respective territorial development
goals outlined accordingly:
COMMON TERRITORIAL
STRUCTURES
In this part the Comprehensive plan dealt
with 2 important issues:
1. Optimisation of urban system. The main
items were: development of the urban frame
of the country, axes of urban integration, influenced
neighbouring areas, relations of urban
and rural territories, improvement of the
quality of life.
A system of 3 categories of urban centres envisaged,
including national, regional and local
level centres as well as relevant urban integration
axes, intended to ensure the forming
and interaction of its parts.
2. Ensuring landscape protection. The main
items were: nature framework, protection of
landscape and biological diversity, use and
protection of cultural heritage territories.
The nature framework territories are defined
and presented, as well as functionally differentiated
system of protected territories of the
country. Cultural heritage territories including
those making a backbone of such territories
of the country and the support policy
defined.
SPECIALISED TERRITORIAL
STRUCTURES
In this part the plan dealt with 4 issues:
1. Territories of the bio-productive economy, including
agricultural and forest territories. 7 zones
of different agro-potential defined and guiding
management proposal presented.
ishery perspectives in internal waters outlined.
Territorially differentiated forestry development
and its territorially oriented policy
formulated.
2. Development of recreation territories.
Recreation areas according to their attractiveness
and potential for recreation defined,
3 levels (national, regional and local) basing
on these features marked. Recreation service
centres according to their importance and
specialisation defined. National importance
