This proposal was later modified, elaborated<br />

to be a more operable instrument for the country<br />

in its period of transition and facing EU enlargement<br />

process.<br />

A comprehensive result of this stage in the<br />

graphic form was expressed in the following main<br />

schemes:<br />

¤ Macro-regional situation of Lithuania,<br />

¤ Spatial concept of the territory<br />

• main territorial structures,<br />

• principal model;<br />

¤ unctional priorities of the territory,<br />

¤ Development of the technical infrastructure.<br />

The preliminary concept was further elaborated.<br />

The first version was improved according<br />

to the proposals received during the public hearings<br />

and other remarks. ollowing the stage of<br />

the “Preliminary solutions” the next step of this<br />

work was the preparation of the “Development<br />

of the perspective solutions for the year 2020”.<br />

Basing on the preliminary solutions of the<br />

Comprehensive plan, the main solutions of the<br />

territory are presented in following main directions:<br />

• common territorial structures,<br />

• specialised territorial structures,<br />

• spatial integration of the development of<br />

the territory of the state,<br />

• reserving the territories for the common<br />

needs of the state.<br />

A system of strategic goals of the development<br />

of the territory according to the issues dealt<br />

with in the Comprehensive plan guided whole<br />

the development proposals.<br />

While preparing the solutions of the plan –<br />

the mentioned directions were split into the special<br />

issues as follows and respective territorial development<br />

goals outlined accordingly:<br />

COMMON TERRITORIAL<br />

STRUCTURES<br />

In this part the Comprehensive plan dealt<br />

with 2 important issues:<br />

1. Optimisation of urban system. The main<br />

items were: development of the urban frame<br />

of the country, axes of urban integration, influenced<br />

neighbouring areas, relations of urban<br />

and rural territories, improvement of the<br />

quality of life.<br />

A system of 3 categories of urban centres envisaged,<br />

including national, regional and local<br />

level centres as well as relevant urban integration<br />

axes, intended to ensure the forming<br />

and interaction of its parts.<br />

2. Ensuring landscape protection. The main<br />

items were: nature framework, protection of<br />

landscape and biological diversity, use and<br />

protection of cultural heritage territories.<br />

The nature framework territories are defined<br />

and presented, as well as functionally differentiated<br />

system of protected territories of the<br />

country. Cultural heritage territories including<br />

those making a backbone of such territories<br />

of the country and the support policy<br />

defined.<br />

SPECIALISED TERRITORIAL<br />

STRUCTURES<br />

In this part the plan dealt with 4 issues:<br />

1. Territories of the bio-productive economy, including<br />

agricultural and forest territories. 7 zones<br />

of different agro-potential defined and guiding<br />

management proposal presented.<br />

ishery perspectives in internal waters outlined.<br />

Territorially differentiated forestry development<br />

and its territorially oriented policy<br />

formulated.<br />

2. Development of recreation territories.<br />

Recreation areas according to their attractiveness<br />

and potential for recreation defined,<br />

3 levels (national, regional and local) basing<br />

on these features marked. Recreation service<br />

centres according to their importance and<br />

specialisation defined. National importance
