relation to the water, because of the impossibility to use the water edges.
2011, Tallinn will be the cultural capital of Europe in 2011. The event is strategically used to build the public
spaces. The activities are placed on pieces of unused land, which later will be used for building or for the waterspace.
A cultural kilometer will lead pedestrians from the old city to the new waterspace.
2020, the building program is intensified and the waterspace gets its final form. The waterspace has a width of
150m, which visually links the location to the Baltic sea. The functions are located directly on the edge of the waterspace,
a boulevard.
