relation to the water, because of the impossibility to use the water edges.<br />

2011, Tallinn will be the cultural capital of Europe in 2011. The event is strategically used to build the public<br />

spaces. The activities are placed on pieces of unused land, which later will be used for building or for the waterspace.<br />

A cultural kilometer will lead pedestrians from the old city to the new waterspace.<br />

2020, the building program is intensified and the waterspace gets its final form. The waterspace has a width of<br />

150m, which visually links the location to the Baltic sea. The functions are located directly on the edge of the waterspace,<br />

a boulevard.<br />
