verder bouwen op wat er is
Haven-stad Rotterdam is een kruispunt van wereldwijde en
lokale stromen van grond- en brandstoffen, nieuwe en te
recycleren producten en materialen – of energie. In 2014 en
2016 verbeeldde het IABR–Atelier Rotterdam hoe een betere
benutting van deze stromen kansen biedt voor vernieuwing
én verduurzaming van economie en leefomgeving. M4H is nu
al een broedplaats voor innovatieve bedrijven, hoe maken
we de volgende stap naar een M4H als ‘kraamkamer van
de circulaire maakindustrie in de Rotterdamse regio’?

The Port and City of Rotterdam are a crossroads of global
and local flows of raw materials and fuels, new and recycled
products and materials – or energy. In 2014 and 2016, the
IABR–Atelier Rotterdam visualized how a better use of these
flows would create opportunities for innovation and the increased
sustainability of the economy and living environment.
Today, M4H is a breeding ground for innovative businesses.
Can we now take the next step, and turn M4H into a ‘nursery of
the circular manufacturing industry in the Rotterdam region’?

feitelijke stromen en fragiele startups in het gebied.

Which spaces, support, and facilities do pioneers need
to be able to use material and energy flows and initiate
production processes that help to close chains? To realize
these things, an alluring vision of the future is not enough:
they require exact knowledge of the actual flows and fragile
startups in the area.

De verkenning begon met inzichten, verwachtingen en
ambities van de pioniers die nu in M4H zitten (of zullen
neerstrijken). Tijdens interviews werd gepeild naar hun
‘makers-verhaal’, ‘groei-verhaal’ en ‘circulair verhaal’. En tot
slot naar hun droom: wat heb je nodig om je onderneming
te laten bloeien binnen een circulaire economie?

We first explored the insights, expectations and ambitions
of the pioneers already located in M4H (or those who will
settle there soon). During interviews, we assessed their
‘makers’, ‘growth’ and ‘circular’ narratives. And finally, their
dreams: what does it take to make a business thrive in the
circular economy?

agri-food & bouwmaterialen
Bouwmaterialen en voedsel waren belangrijke stromen in het
referentiejaar 2015 van het rapport Circulair Rotterdam (2018).
Textiel wordt steeds sneller geconsumeerd, vervaardigd via
een enorme hoeveelheid hulpbronnen en voor twee derde als
afval verbrand. Stromen zijn echter heterogeen, onvoorspelbaar.
Indien we deze industrieën meer circulair willen maken,
dan moeten we deze ambitie inbedden in een complex netwerk
van producenten, gebruikers en tussenpersonen.

Building materials and food were important flows in the
Circular Rotterdam report’s (2018) reference year 2015.
Textiles are consumed ever more quickly, produced using
a huge amount of resources and burned for two thirds as
waste. However, flows are heterogeneous, unpredictable.
If we want to make these industries more circular, we will
have to embed this ambition in a complex network
of producers, users, and intermediaries.

Circulaire gebiedsontwikkeling staat of valt met de kwaliteit
van coalities tussen belanghebbenden, die versterkt
worden door gedeelde voorzieningen, toegespitst op een
rendabele, vlotte bewerking van reststromen. Deze pilots
kunnen verschillende verschijningsvormen hebben: een
machine of gebouw – of evengoed een webplatform.

The quality of stakeholder coalitions, which are
strengthened by shared facilities that center on the
profitable, smooth processing of residual flows, can
make or break circular area development. Pilots can
come in different shapes or forms: a machine or a
building, or even a web platform.

Elk hergebruik start met een verzamelcontainer en
is vervolgens afhankelijk van een reeks handelingen.
Tegenwoordig vinden deze bewerkingen veelal plaats in
stoffige hoekjes van een bedrijfsgebouw – arbeid met
weinig beroepserkenning en zonder gezicht. Nochtans
liggen hier kansen voor het ontstaan van een nieuwe
generatie ambachten!

Every reuse begins with a collection container and
subsequently depends on a series of activities. Nowadays,
these activities usually take place in the dusty corners of
industrialbuildings – it is work that gets little professional
recognition and has no identity. However, there are
opportunities here for the development of a new
generation of crafts!

Het Ruimtelijk Raamwerk is het kader voor de pilots. Er
wordt een ruimtelijk-programmatische hoofdstructuur voor
het gebied vastgelegd, die dankzij een heldere ruimtelijke
structuur, betere publieke ruimte en een slimme organisatie
van mobiliteit de basis vormt voor verdere ontwikkeling tot
een innovatief woon-werkgebied. Het Ruimtelijk Raamwerk
wordt ontwikkeld door Team Delva en het gebiedsteam
Makers District M4H.

The Spatial Framework is the pilots’ scaffold. It
establishes a spatial-programmatic main structure
for the area that – thanks to a clear spatial structure,
improved public spaces, and the intelligent organization
of mobility – forms the foundation for its further
development into an innovative residential area.
The Spatial Framework is developed by Team Delva
and the area team Makers District M4H.

Drie voorstellen als aanjagers voor circulaire economie in
M4H werden uitgewerkt: een MATERIALENBANK (waar
gerecupereerd bouwmateriaal wordt klaargestoomd voor
hergebruik en samen met nieuwe bouwproducten kan
worden verhandeld); een BIOHUB (waar organisch afval
als grondstof voor nieuwe producten wordt onderzocht) en
een TEXTIEL RAFFINADERIJ (waar nieuwe mechanische
en chemische recyclagetechnieken kunnen worden getest
en toegepast).

Three proposals were developed for drivers of the
circular economy in M4H: a MATERIALS BANK (in
which recycled building materials are prepared
for reuse and can be traded together with new
construction products); a BIOHUB (in which the
potential of organic waste as raw material for new
products is examined) and a TEXTILES REFINERY
(in which new mechanical and chemical recycling
techniques can be tested and applied).

Tijdens de IABR–2018 wordt het gesprek met
ondernemers, experts en beleidsmakers voortgezet
en uitgedokterd waar concrete kansen liggen. Op 8
juni rond het thema ENERGIE, op 15 juni AGRI-FOOD,
op 22 juni BOUWMATERIALEN en op 29 juni TEXTIEL.
Doel is coalities te smeden rond de pilots, met de
ambitie ze te realiseren.

During the IABR–2018, discussions with entrepreneurs,
experts and policymakers aimed at the discovery of concrete
opportunities continue. They will take place on 8 June on the
theme ENERGY, on 15 June on AGRI-FOOD, on 22 June on
BUILDING MATERIALS, and on 29 June on TEXTILES. It is our
goal to forge coalitions around the pilots, with the ambition to
realize them.
