Via vooronderzoek werden per stad alvast een aantal ontwerpvragen geformuleerd. Multidisciplinaire teams krijgen de kans daarvoor strategieën en projecten uit te werken, om zowel het watersysteem als de stedelijke omgeving te verbeteren. . . . and we ask for comprehensive proposals that combine strategies for water and urban challenges . . . ‘Water as Leverage’ extends a world-wide invitation to experienced water experts, climate specialists, and spatial designers. Preliminary research resulted in the formulation of a number of design questions for each city.
