1. Survey design and<br />

implementation<br />

1.1. Statistical base<br />

The statistics on the county counsil election held on 10<br />

and 11 September <strong>1995</strong> are based on data provided to<br />

Statistics Norway by the county election committees.<br />

Shared by the municipal and county election<br />

committees, the electoral rolls 'were supplied by the<br />

municipal election committees. The data were collected<br />

pursuant to § 2-2 of the Statistics Act and § 88 of the<br />

Election Act.<br />

1.2. Scope<br />

The statistics cover the election results from all the<br />

municipalities in Norway. The representatives elected<br />

to the county council are also categorised by<br />

municipality of residence. The two questionnaires, as<br />

well as a joint questionnaire containing electoral roll<br />

data on municipal as well as county elections, are<br />

provided in Annex 3. The three forms indicate which<br />

data have been collected.<br />

2. Sources of error and the<br />

reliability of the results<br />

As has been the case with previous elections, it was<br />

necessary to revise the data received from the county<br />

election committees. The questionnaires were checked<br />

and the figures were compared; in some cases, new<br />

data were collected. In addition, county council data<br />

were occasionally compared with municipal council<br />

data and electoral roll data. There were some problems<br />

with invalid votes and votes cast in the municipal<br />

council election alone. Although many obvious errors<br />

have been corrected, the figures will still be subject to<br />

some errors and inaccuracies. Nonetheless, such<br />

sources of error are considered to be of little<br />

consequence for the use and interpretation of the<br />

results.<br />

3. Terms and variables<br />

3.1. The right to vote<br />

The right to vote is established by the Constitution and<br />

the Act related to General, County and Municipal<br />

Elections (the Election Act). Norwegian nationals of<br />

voting age (age 18 by year end) who have been<br />

registered as living in Norway during the past 10 years,<br />

will automatically be included on the electoral roll.<br />

Upon request, Norwegian nationals who have lived<br />

abroad for 10 consecutive years or more are also<br />

entitled to be included in the electoral roll. Further, all<br />

foreign nationals are entitled to vote in municipal and<br />

county elections, provided they have been listed in the<br />

Norwegian Population Register as having resided<br />

continuously in Norway for the three years prior to<br />

election day, and they otherwise fulfil the requirements<br />

that apply to Norwegian nationals. In the <strong>1995</strong><br />

elections, foreign nationals with the right to vote<br />

accounted for some 92 000 people, or 2.7 per cent of<br />

all those entitled to vote. The comparable figure for<br />

1991 was 2.4 per cent.<br />

abbreviations used in some of the tables are given in<br />
