Abstract
This report sums up Work package 1 in the research project
Cultural Heritage and Value Creation financed by the Norwegian
Research Council in the programme ”Changing Landscapes”. The
project is cooperation between ECON and NIKU. The object of the
project is to:
• estimate the past and present effects of cultural heritage
management in the community of Røros, and effects of
being a World Heritage town
• increase knowledge about possibilities and limitations in the
strategy “conservation through use”
• explore the inherent conflicts between value creation and
conservation and cultural heritage management, and how
this conflict is solved locally
• support a common understanding among local actors of the
action space for use and management of cultural heritage.
The object of work package 1 was to identify and analyse the
cultural heritage management regime in Røros during the last
decades. Work package 1 gives a basis for the work to be done in
work package 5 – an in-depth analysis of the conflict handling
between conservation and the use of cultural heritage. The first part
of this report describes the history of the cultural heritage
management during the decenniums of the last century, in a local
and a national perspective. The second part of the report describes
the “planning history” of Røros based on a study of local plans and
documents that has affected the management of the UNESCO
World heritage site of Røros. These two “stories” gives a picture of
how the cultural heritage values has been discussed and managed
locally, and how the central governmental strategies and directives
have influenced the local discussions and decisions.
