RESUMO: O objetivo deste trabalho é apresentar e analisar as melhorias proporcionadas pelos programas de qualidade nos hospitais que aderiram ao Controle da Qualidade do atendimento médico-hospitalar do Estado de São Paulo – CQH, criado em 1991 pela Associação Paulista de Medicina – APM e o Conselho Regional de Medicina do Estado de São Paulo – CREMESP. A partir da revisão da literatura foram enfocados os modelos de sistemas de gestão da qualidade, bem como as dificuldades e os benefícios alcançados na implementação destes processos de gestão, que, por sua vez, fundamentaram as principais categorias para a análise dos múltiplos casos. Optamos por questionário do tipo semi-estruturado e não disfarçado, contemplando um conjunto de questões fechadas e outras abertas, permitindo, desse modo, extrair um conjunto mais adequado de informações dos gestores quanto à condução e eficácia da implementação dos programas de acreditação. A população da pesquisa restringe-se ao número restrito de hospitais no Estado de São Paulo que mantém o selo de conformidade CQH. Dos 12 (doze) hospitais no Estado de São Paulo, apenas 06 (seis) responderam a solicitação de entrevista, a saber: Hospital e Maternidade Brasil, Hospital e Maternidade Alvorada - Unidades de Santo Amaro e Moema, Hospital do Sepaco, Hospital e Maternidade São Luiz e Sociedade Brasileira e Japonesa Beneficente Santa Cruz. O questionário aplicado atendeu a três objetivos: levantamento do perfil da organização, o mapeamento das categorias para o sistema de gestão da qualidade e, por último, as categorias para as dificuldades e os benefícios encontrados durante a implementação do Programa CQH. ABSTRACT: The purpose of this study is to present and analyse the benefits provided by the Quality Improvements Programmes in the hospitals participating in the Quality in Health Care of São Paulo – “CQH”, created in 1991 by the Medical Association of São Paulo – “APM”, and the Regional Medical Council of Medicine of São Paulo – “CREMESP”. Accordingly to the revisal of the litterature, the models of the Quality Management Systems were focused as well as the barriers and the improvements perceived in the implementation of these management procedures, which were the basis of the most important categories to analyse all cases. In order to analyse the cases, six hospitals of the metropolitan area of São Paulo were choosen to the research through semistructured interviews with its respective chief executives, which enabled the identification and the analysis of the contributions and dificulties during the implementation of the “CQH” Programme. The questionnaire applied covered three points: the profile of the organization, the list of the categories of the Quality Management System and the categories of benefits and barriers founded during the implementation of the “CQH” Programme. The results of this research indicate an effective improvement in the health care and in the services management as the health care procedures became efficient. The performance and the supervision of the staff also improved. Viewing better conditions in the health care, groups were created and dully prepared to 21
