THE TERRITORY
Na Região Autónoma dos Açores é apenas nos
aglomerados de Angra do Heroísmo (10 221
habitantes) e Ponta Delgada (19 993
habitantes) que se ultrapassa o patamar dos
10 000 habitantes, verificando-se no restante
território dos arquipélagos o predomínio dos
aglomerados populacionais de pequena
dimensão. Na Região Autónoma da Madeira, a
polarização das dinâmicas de concentração da
população e de expansão urbana em torno da
cidade do Funchal (103 932 habitantes)
contrastam de forma significativa com a
restante ocupação do território.
3. Mobilidade e conectividade
Principais redes de infra-estruturas ferro
e rodoviárias
A análise da cobertura territorial e dos
respectivos fluxos das infra-estruturas de
telecomunicações, energia e águas, e das
infra-estruturas de acessibilidade ferro e
rodoviárias, em particular, é fundamental à
interpretação das dinâmicas territoriais que
configuram o actual modelo de
ordenamento do território e respectivo
sistema urbano.Em Portugal, os grandes
investimentos na infra-estrutura rodoviária
acentuaram-se significativamente no
período posterior à integração europeia com
a concretização de apoios financeiros
avultados que visaram a redução das
assimetrias existentes neste domínio,
comparativamente ao contexto europeu.
A aprovação dos Planos Rodoviários Nacionais
de 1985 (PRN 1985) e de 2000 (PRN 2000)
reflecte a importância dada a estas redes de
infra-estruturas enquanto factor de coesão
territorial, constituindo-se como objectivo
prioritário a construção de um conjunto de
vias que ligassem as principais cidades do
país, nomeadamente as capitais de distrito,
assegurando-se a ligação norte-sul ao longo
da faixa litoral, e as ligações dos principais
núcleos urbanos e principais portos com o
interior e a Espanha através de corredores
transversais.
In Açores the 10 000 inhabitant threshold is
only surpassed in the agglomerates of Angra do
Heroísmo (10 221 inhabitants) and Ponta
Delgada (19 993 inhabitants) while low
population agglomerates are the norm in the
remainder of the archipelago. In Madeira
polarization of population concentrations and
urban expansion around Funchal (103 932
inhabitants), contrast significantly with
occupancy in the rest of the area.
3. Mobility and transport links
Main rail and road networks
An analysis of how the country is covered in
terms of telecommunication, energy and water
infrastructures and particularly rail and road
infrastructures is fundamental to our
interpretation of the territorial dynamics
shaping the current model of territorial
planning and development and the respective
urban system. Most of the investments in road
networks were made during the post European
integration period. Major financial support
enabled Portugal to reduce the gap with
Europe.
The approval of the National Road Plans in
1985 (PRN 1985) and 2000 (PRN 2000) reflects
the importance given to these infrastructure
networks as a cohesive agent for the country.
The priority was to build a series of main
arteries linking the principal cities in the
country, namely the capitals of each district,
provide a north-south link along the coast as
well as connections to the main urban centres,
the main ports, to the interior and with Spain
via a series of transverse corridors.
