6 th International Conference on Islamic Jurisprudence 2017 (ICIJ2017)
“Towards Maqasid-Base Good Governance in Policies and Management from Wasatiyyah Perspective”

A MESSAGE FROM THE CONFERENCE CHAIRPERSON
INTERNATIONAL CONFERENCE ON CREATIVITY AND INNOVATION FOR
SUSTAINABLE DEVELOPMENT

Assalam alaykum Warahmatullah Wabarakatuhu.
I am delighted to have the opportunity to witness this propitious academic event, and as chairman of the
6th International Conference on Islamic Jurisprudence themed “Good Governance within the
Framework of Maqasid al-Shariah and Wasatiyyah Approach,” it gives me immense pleasure to
welcome all the delegates, presenters and participants. In the continual efforts of the Department of
Fiqh and Usul al-Fiqh towards addressing topical issues of international significance, the theme of this
year is pertinent and unique because of its roles and responsibilities towards the IIUM community in
particular, and the Muslim Ummah in general.
Moreover, it is timely given the statistical fact that Muslims make 30% of the world’s population,
which implies the extent of political, social and economic impact the community potentially has on the
rest of the world. Hence, how the adverse situation of the UMMAH has developed in the contemporary
time is a matter of concern for all and sundry. As an academic institution, the responsibility before us is
to assist through research-based efforts in finding solutions to the immediate and most germane causes
of the maladies that beset the Ummah, and recommend solutions and ways out from it.
Poor governance has been identified as the root cause of rampant insecurity in all the Muslim nations.
In this context, the theme of this conference signifies the quintessential aspect of Islam and its Shari`ah,
as good governance is the basis and essence of the Prophet’s (pbuh) message to his followers world
over. He is believed to have left a legacy of faith, knowledge and perfection in all human endeavors. He
(pbuh) said: (
); “Verily, I have been sent to perfect noble morals.” According
to scholars of understanding of the Prophet’s legacies, this tradition signifies good governance
comprehensively, embodying the political, social and economic aspects. In fact, it epitomizes the
holistic concept of good governance as envisioned by Allah. The Qur’an declares: “[And they are]
those who, if We give them authority in the land, establish prayer and give zakah and enjoin what is
right and forbid what is wrong. And to Allah belongs the outcome of [all] matters. Qur`an, al-
Hajj, 22:41). Moreover, approaching good governance in a balanced and just manner (wastiyyah) has
been underscored in many textual passages in both the Qur`an and the Hadith of the Prophet.
إنّما بعثت لأتمم مكارم الأخلاق
Last but not the least, I would like to use this opportunity to express my sincere thanks to the members
of the organizing committee of this Conference for their dedication, hard work and commitment in spite
of their other pressing responsibilities. Likewise, I express my profound gratitude to al-Qaradawi
Center for Islamic Moderation & Renewal for partnering with us in organizing this conference and for
sponsoring it. I also record my heartfelt thanks to the Honorable Dean of IRKHS, as well as all
lecturers and students. Most importantly, however, this conference could not have been possible
without the approval and ardent support of the Honorable Rector of IIUM, who constantly champions
the principle of Islamic good governance. I hope everyone will take the ideas arising from this
conference and practice them in the various aspects of their lives so that we may contribute to making
the world a peaceful and harmonious place not just for the Ummah but for all mankind.
I warmly welcome you all once again and wish you a pleasant and meaningful time at the conference.
Shukran. Thank you.
Wassalaam alaykum Warahmatullah Wabarakatuhu
