Arena and the Valby Arena can be mentioned as<br />

well as several farm buildings that could not withstand<br />

snow loads that did not exceed the load specifications in<br />

the standards.<br />

We have also during the past years seen several breakdowns<br />

in scaffoldings for concrete bridges, unfortunately<br />

resulting in the loss of life. It is therefore essential<br />

that the building regulation together with the eurocodes<br />

0, require independent control of structures in the high<br />

consequence class and that third part control is carried<br />

out at the extreme high consequence class. This control<br />

is to be carried out by an independent company not<br />

involved in the design.<br />

equivalent, independent control of the contractors’ scaffolding<br />

structures is required by BaneDanmark as well<br />

as by the Danish Road Authorities – The Vejdirektoratet.<br />

The main task is here to check load capacity and stability<br />

of temporary scaffoldings as it is defined in “The<br />

Handbook for inspection of bridge contracts”.<br />

The certified statical controllers at <strong>ISC</strong> have for such<br />

cases been assigned the task of monitoring that the<br />

statical documentations is sufficient, adequate and correct.<br />

One of the main principles in the independent control<br />

is that the design is looked upon with new eyes and<br />

everything vital for the functionality and use of the load<br />

bearing structures is thoroughly reviewed. The purpose<br />

of the control is to verify that the chosen solutions are<br />

relevant for the functionality, secure and fulfills the<br />

requirements for stability and without any flaws or lacks<br />

in the statical documentation can be found. The documentation<br />

is terminated with an approval report as well<br />

as a memorandum as appendix to the overall statical<br />

documentation for the particular assignment.<br />

Having a large number of highly skilled and experienced<br />

design engineers and statics employed it has been<br />

obvious for <strong>ISC</strong> to take an active part in this particular<br />

area. During the past years <strong>ISC</strong> has carried out static<br />

control of large concrete buildings, bridges and scaffoldings.<br />

The new university hospital at Aarhus, the<br />

Teglvaerks Bridge, antenna masts, high storage buildings<br />

and stadiums can be mentioned as examples.<br />

This extra control has come to stay. The strong need<br />

is further emphasized by the fact that the education<br />

at the technical universities in elementary statical and<br />

physical understanding of structures and their function<br />

has gradually been degraded in line with the increasing<br />

implementation of readymade statical design programs.<br />

Tests recently given to young engineers in this topic at<br />

DTU and in the larger Danish engineering companies<br />

have shown alarmingly bad results. We recommend that<br />

the educational institutions upgrade this area instantly.<br />
