A
S exAMPLeS the breakdown of the Ballerup Bicycle
Arena and the Valby Arena can be mentioned as
well as several farm buildings that could not withstand
snow loads that did not exceed the load specifications in
the standards.
We have also during the past years seen several breakdowns
in scaffoldings for concrete bridges, unfortunately
resulting in the loss of life. It is therefore essential
that the building regulation together with the eurocodes
0, require independent control of structures in the high
consequence class and that third part control is carried
out at the extreme high consequence class. This control
is to be carried out by an independent company not
involved in the design.
equivalent, independent control of the contractors’ scaffolding
structures is required by BaneDanmark as well
as by the Danish Road Authorities – The Vejdirektoratet.
The main task is here to check load capacity and stability
of temporary scaffoldings as it is defined in “The
Handbook for inspection of bridge contracts”.
The certified statical controllers at ISC have for such
cases been assigned the task of monitoring that the
statical documentations is sufficient, adequate and correct.
One of the main principles in the independent control
is that the design is looked upon with new eyes and
everything vital for the functionality and use of the load
bearing structures is thoroughly reviewed. The purpose
of the control is to verify that the chosen solutions are
relevant for the functionality, secure and fulfills the
requirements for stability and without any flaws or lacks
in the statical documentation can be found. The documentation
is terminated with an approval report as well
as a memorandum as appendix to the overall statical
documentation for the particular assignment.
Having a large number of highly skilled and experienced
design engineers and statics employed it has been
obvious for ISC to take an active part in this particular
area. During the past years ISC has carried out static
control of large concrete buildings, bridges and scaffoldings.
The new university hospital at Aarhus, the
Teglvaerks Bridge, antenna masts, high storage buildings
and stadiums can be mentioned as examples.
This extra control has come to stay. The strong need
is further emphasized by the fact that the education
at the technical universities in elementary statical and
physical understanding of structures and their function
has gradually been degraded in line with the increasing
implementation of readymade statical design programs.
Tests recently given to young engineers in this topic at
DTU and in the larger Danish engineering companies
have shown alarmingly bad results. We recommend that
the educational institutions upgrade this area instantly.
At ISC we ensure that our engineers when employed
are given a general brush up on the topic so that all
our structural engineers have a general understanding
of statics and are able to solve any task in an accurate
manner.
