for the observed reduction in the age-specific
fecundity and survival values. A strong effort
to prevent the illegal human persecution on the
breeding grounds would therefore be the best
and most effective strategy to conserve the goshawk
population. Such prevention would not
only result in the crucial increase in the survival
rate of breeding females, but also in the fecundity.
In some areas the goshawk may be considered
a pest, as it preys upon pheasants, pigeons and
other prey animals kept by humans, and thus it
can be expected that humans will always be interested
in controlling the goshawk population
size. A management plan for the goshawk would
therefore be needed, if the population were restored
to the pre-1994 level. The analyses presented
in this report show that the results of a
management plan would be dependent on
whether the persecution of breeding females
could be reduced to a very low, or non-existent
level. However, persecution of goshawks near
pheasant pens and pigeon lofts would have a
considerably smaller effect on the population
growth rate, as this type of persecution mostly
affects young of the year.
