For these constructions there is no prescribed approval procedure<br />
as in building law. In practice usually a certification<br />
by an authorized surveyor is demanded for private-law and<br />
insurance reasons. This certification can be done on the<br />
basis of a structural analysis and/or tests.<br />
Exhibition stand construction<br />
For buildings that are constructed on an approved fairground<br />
or exhibition area according to MBO no license is required.<br />
Often the fairground or exhibition operators establish requirements<br />
and regulations of their own, which get more and<br />
more harmonized.<br />

Examples<br />
1. Example:<br />
• Stage roof height 6.0 m<br />
• base area 80 m 2 ²<br />
• repeated set-up at different places<br />
In this case a model approval in form of a test book<br />
(Prüfbuch) is demanded.<br />
The following documents are required for a test book:<br />
• operation manual<br />
• structural report verified by an approval authority<br />
• drawings of the construction<br />
• material certificates<br />
• building approval<br />
• welding qualification certificate<br />
• verification of low flammability according to DIN 4102-2<br />
The compilation of a test book takes place in three stages:<br />
1. compilation of the documents (customer/stress analyst)<br />
2. verifying and approval of the documents and test set up<br />
with inspection and acceptance<br />
3. compilation of the test book (approval authority)<br />
This process takes easily three months!<br />
The owner bought the material for the stage on short notice<br />
and wants to use the stage for further events. If necessary he<br />
wants to modify the system after the experience of the first<br />
set-up.<br />
Since it is the first set-up of this construction and it is not sure<br />
if it will be built in this way another time, the owner considers<br />
the stage as a one-time special building which has no license<br />
requirements because the set-up is at a town festival.<br />
In this case it is recommended to previously contact the<br />
building supervisory authority since it is not obvious for the<br />
building authority that it is a one-time set-up and because of<br />
that no Fliegender Bau in terms of the regulations. Since the<br />
limit of the dimensions for Fliegende Bauten without license<br />
requirement is exceeded, the building authority can ask for a<br />
test book.<br />
Experience shows that pragmatic solutions are possible if the<br />
building authority is contacted early and all cards are put on<br />
the table. Anyhow, the submission of a test book is almost<br />
always demanded and if a stage has dimensions like that at<br />
most times also the verification by a surveyor (TÜV or Prüfingenieur).<br />
4. Example:<br />
• Podium system height 1.5 m<br />
• base area 20 m 2 ²<br />
• as observation deck for spectators at a parade<br />
This is formally a temporary structure without license requirements,<br />
but the owner needs at least a proof of stability.<br />
Experience shows that the building authority often asks for a<br />
verified structural analysis because of the large number of<br />
people on the podium. This is not necessary if it is a common<br />
podium system in standard assembly with documents of the<br />
manufacturer that show the correct use.<br />
5. Example:<br />
• Permanent installation of a rig in a festival hall<br />
In this case a verified structural report is required.<br />
EVENT TECHNOLOGY II<br />
A test book for a roof stage is valid for three years.<br />
If the final compilation of a test book is not possible before<br />
the first set-up because of a lack of time, it is usually possible<br />
to get a provisional approval for the first operation.<br />

• base area 20 m 2 ²<br />
• repeated set-up at different places<br />
This is a temporary structure without license requirements.<br />
The owner has to ensure the stability of the construction what<br />
can usually only be done by a proof of stability. The technical<br />
requirements are the same as for structures with license<br />
requirement. The building authority could therefore demand<br />
a structural report.<br />
3. Example:<br />
• Stage roof height 6.0 m<br />
• base area 60 m 2<br />
• first set-up on a town festival<br />
6. Example:<br />
• Temporary installation of a rig in a festival hall<br />
The manufacturer of the trusses usually publish load charts<br />
with permissible loads for single span beams. If the rig corresponds<br />
to the system of a single span beam, the allowable<br />
load can be determined with these charts. According to BGI<br />
810-3 this loads should be reduced by 20%. If the truss should<br />
be higher utilized or the system is a multi-span beam a<br />
structural report is required at any rate.<br />
