Project management for planners -
standing side by side with the planner
During the redevelopment of the WDR (West German
Broadcasting) film house we were responsible for
coordinating the international main planner team – a
professional organisational approach paying off for all
partners.
As there is only one contact person for all
planning issues, general planning is very
attractive for the constructor. However, for
the architect it may become very stressful and
tricky. In large-scale projects, the coordination
of the different specialist planners requires
great effort. Moreover, there are special
contractual duties as, for example, time and
interface management, cost control and
reporting to the constructor and his project
controller.
Everything but planning – a
high degree of freedom for
architects and engineers
We took over central management tasks for
six specialist planners in the WDR film house
project. This working method has proven itself
to be effective for the constructional project
control.
Planning services as per HOAI (German
fee structure for architects and engineers)
completely remain with the specialist planners.
Our tasks in the general planning team
comprise:
- Internal contracting and cost monitoring
- Calling in the jobs the constructor is
responsible for, i.e. as-built drawings and (very
important) decisions in a timely manner
- Review of the contractual duties and the
service completion
- Ensuring a transparent and coordinated
working method
- Adherence to the overall working time and
economy
- Chairing and reporting of internal meetings
- Strategy development for the planning process
and the handling of modifications
What does this look like for this special project?
The architects’ competition for the WDR film
house in 2015 saw three award winners. One
of them was the architect’s office Buchner
Bründler from Basel. We prepared and organised
the subsequent winners’ competition for the
general planning together with the architect’s
office. We gave advice to the positioning,
compiled the building costing and the feasibility
studies and prepared the general planning
team and the presentation. The project started
in December 2015 after having won the
competition. Since then, two BMP employees
have been accompanying the general planning
team.
It has been a really exciting task for us. Matthias
Belke, senior project manager at BMP with
experience in supporting general planners has
been telling us about daily business. We have
been members of a team with special tasks, not
the leader. That’s quite different to the project
control for constructors. One of the tasks was to
prepare a detailed, comprehensible costing.
The planners were happy that there is someone
who knows the comprehensive customer and
project controller requirements, as I can follow
them and have them correctly fulfilled.
We aim to speak for and to assist the
planners. Despite their expert know-how in
project management, we can implement the
redevelopment processes with more structure,
more efficiently and more securely, as we
can integrate all the sophisticated structuraltechnical
details. The planners can focus on
their core task – building design. Apart from
this, agreed processes and communication
with the planners ensure that we can provide
adequate communication with the constructor
and his representatives. Sometimes all parties
need to agree on methods and workflows. That
can be a difficult job, but it makes daily business
a lot easier for all participants when proceeding
in this manner.

the management’s project manager, the
constructor’s project controller and the
constructor act as one team on the same level.
We speak one language and can arbitrate
between different points of view. It is a very
effective working method enabling optimum
results in short time.
