The Graz Region: Ideal factor conditions<br />
for electric mobility.<br />
In the model region Graz, there is focus<br />
on systemic <strong>in</strong>telligent mobility solutions<br />
that make both e-mobility use and public<br />
transport more attractive. The promoters<br />
of the project are Hold<strong>in</strong>g Graz, as the mobility<br />
service provider, and Energie Graz<br />
and Energie Stiermark (Styria) as energy<br />
service providers. For Robert Schmied<br />
DI, manag<strong>in</strong>g director of E-Mobility Graz<br />
GmbH, the region is ideal for the practical<br />
test<strong>in</strong>g of electric mobility services: “On<br />
a daily basis we have <strong>in</strong> the order of 50<br />
percent of the Styrian population present<br />
<strong>in</strong> the Graz area. This is due to strong<br />
commuter behaviour <strong>in</strong>to the city from<br />
the surround<strong>in</strong>g metropolitan areas - from<br />
about five to 20 kilometres distance.” A<br />
particular asset of the model region, seen<br />
by Schmied, is the variety of companies<br />
and research <strong>in</strong>stitutions settled <strong>in</strong> the<br />
Graz area, such as Magna or AVL, that are<br />
<strong>in</strong>tensely <strong>in</strong>volved <strong>in</strong> the theme of electric<br />
mobility.<br />
Renew<strong>in</strong>g the fleet<br />
At the beg<strong>in</strong>n<strong>in</strong>g of the project, the first<br />
task has been to re-equip the electric<br />
vehicle fleets of the sponsor<strong>in</strong>g companies<br />
<strong>in</strong> order to ga<strong>in</strong> experience. By 2013/14,<br />
up to 250 dual fuel electric vehicles will<br />
be <strong>in</strong> regular use. Beyond this the fleets<br />
of commercial enterprises of vary<strong>in</strong>g sizes<br />
will be converted. In contrast, the focus<br />
of a number of leas<strong>in</strong>g and hire-<strong>in</strong>itiatives<br />
is on all electric vehicles: for example a<br />
central hire po<strong>in</strong>t has been launched, for<br />
communities and tourism organisations,<br />
to book electric bicycles via the Internet<br />
or telephone. A further <strong>in</strong>itiative is already<br />
underway for the comb<strong>in</strong>ed use of e-bikes<br />
and public transport.<br />
Energy autonomy with photovoltaics<br />
Special emphasis <strong>in</strong> the model region<br />
is placed on the <strong>in</strong>volvement of public<br />
transport (where trams already contribute<br />
to electrification) and the l<strong>in</strong>k<strong>in</strong>g of<br />
mobility services to form an environment<br />
– transport pact. Energie Graz is mak<strong>in</strong>g<br />
renewable energy available to promote<br />
the expansion of the project by <strong>in</strong>stall<strong>in</strong>g<br />
photovoltaic systems with an expected<br />
output of more than 300 kWp. The largest<br />
<strong>in</strong>stallation, with an area of 1,100 m2 and<br />
output of 150 kWp, is located on the roof<br />
of the Graz-bus garage. More recently a<br />
PV system with 254 m2 has been commissioned<br />
<strong>in</strong> the grounds of Graz airport.<br />
Overall Energie Graz can currently<br />
produce renewable energy for more than<br />
a million car-kilometres and five million<br />
e-bike kilometres.<br />
A new type of Mobility behaviour<br />
In order to establish electric mobility<br />
across a broader user base personal travel<br />
behaviour must change. “This only works<br />
if the <strong>in</strong>centive is large enough,” expla<strong>in</strong>s<br />
Schmied. “As long as the cost equation for<br />
electric mobility is unattractive, it will rema<strong>in</strong><br />
a niche market.” A further stated aim<br />
of the model region is therefore to identify<br />
promis<strong>in</strong>g approaches and mechanisms<br />
for cost reduction of electric mobility offer<strong>in</strong>gs.<br />
