Yeni hedef: Petrol platformu inflas›<br />

Baflta do¤algaz ve petrol olmak üzere enerji ithalat›n›n gittikçe<br />

daha pahal› hale gelmesi, dünyan›n pek çok<br />

bölgesinde oldu¤u gibi ülkemizdeki yetkilileri de<br />

harekete geçirdi. Bu da Türk tersanelerinin önüne<br />

yepyeni bir hedef konmas›na yol açt›: Petrol<br />

platformu inflas›. Al›nan bilgilere göre, geliflmifl ülke<br />

teknolojileri kullan›larak yap›lacak platformlar›n<br />

biri Karadeniz, di¤eri Ege Denizi’nin derin sular›nda<br />

petrol arayacak. Söz konusu ilk petrol platformunun<br />

infla edilebilece¤i tersanelere iliflkin ilk araflt›rmalar<br />

da tamamland›. Buna göre; Ege’de arama yapacak<br />

platformun Tuzla’da, Karadeniz’de kullan›lacak<br />

platformun da Ere¤li’deki tersanelerde yap›lmas›n›n<br />

uygun olaca¤› sonucuna var›ld›. Yap›lmas›<br />

düflünülen her bir petrol platformunun Türkiye’ye<br />

450 ila 500 milyon dolar aras› bir maliyeti olacak.<br />

Dolay›s›yla iki platform için bütçeden yaklafl›k 1<br />

milyar dolar ç›kacak. Platformunun günlük kiras› 500 bin dolar<br />

oldu¤u düflünüldü¤ünde, her bir platform üç y›l içerisinde kendi<br />

kendini amorti etmifl olacak. Türkiye’nin aç›k denizlerde petrol ve<br />

do¤algaz sondaj› yapacak gemisi bulunmuyor. Bununla birlikte<br />

sadece jeolojik araflt›rmalar yapabilen Sismik-1 ömrünü tamamlad›.<br />

Ayn› özelli¤e sahip Piri Reis Gemisi de aç›k denizde uzun süre<br />

kalam›yor. Bu nedenle de son dönemde Karadeniz, Ege ve<br />

Akdeniz’de petrol aramalar›n› h›zland›ran Türkiye, platform<br />

kiralamak zorunda kal›yor.<br />

Bakanl›¤›n “'Tersaneler ve Tuzla Gerçe¤i”<br />

Çal›flma ve Sosyal Güvenlik Bakanl›¤› Tuzla Tersaneler Bölgesi’nde<br />

yaflanan ifl kazalar›yla ilgili “Tersaneler ve Tuzla Gerçe¤i” konulu<br />

bir çal›flma haz›rlad›. Çal›flmada yer alan bilgilere göre, 1982<br />

y›l›ndan 2000 y›l›na kadar yaklafl›k yüzde 15 kapasite ile çal›flan<br />

Türkiye'deki tersanelerin üretimleri ve<br />

say›lar›nda, dünyada talep<br />

patlamas›n›n yafland›¤› 2002 y›l›ndan<br />

itibaren çok büyük art›fllar yafland›.<br />

2003 y›l›ndan bu yana dünya gemi infla<br />

sanayi yüzde 89 büyüme gösterirken,<br />

Türkiye’de bu oran yüzde 360 olarak<br />

gerçekleflti. Türkiye'de halen 46's› Tuzla<br />

Tersaneler Bölgesi'nde olmak üzere 86<br />

tersane faaliyet gösteriyor. Bölgede,<br />

haziran ay› itibar›yla 480 alt iflveren<br />

bulunuyor. Bu say›, iflin durumuna göre<br />

de¤iflirken 2002’den önce bölgede alt<br />

iflverenli¤e rastlanm›yor. Bölgede faaliyet gösteren alt ve as›l<br />

iflverenler bünyesinde halen 23 bin 680 kifli istihdam ediliyor.<br />

Çal›flma ve Sosyal Güvenlik Bakan› Faruk Çelik, çal›flmada yer<br />

alan de¤erlendirmesinde, bölgede h›zla artan tersane say›s›n›n<br />

2002 y›l›na gelindi¤inde üretime ba¤l› olarak büyük bir istihdam<br />

kap›s›na dönüfltü¤üne iflaret etti. Çal›flma alan› de¤iflmemesine<br />

ra¤men iflçi say›s›n›n 4-5 binlerden 30 binlere ç›kt›¤›na dikkati<br />

çeken Çelik, “Ne var ki üretim ve istihdamdaki bu art›fl, iflverenlerce<br />

al›nmas› gereken ifl sa¤l›¤› ve güvenli¤i tedbirlerine ayn› oranda<br />

yans›mam›flt›r” dedi. Çelik, flunlar› kaydetti: “Bakanl›k olarak<br />

yaflanan olumsuzluklar›n asgariye indirilmesi amac›yla bölgede<br />

çok s›k› denetimlerde bulunmaktay›z. ‹stihdam Paketi kapsam›nda<br />

ilgili mevzuatta yapt›¤›m›z düzenlemelerle tersanelerdeki birçok<br />

sorunun giderilmesi amaçlanm›flt›r. Denetimler neticesinde idari<br />

para cezalar›ndan kapatmalara kadar her türlü cezai müeyyideyi<br />

uygulamaktaki kararl›l›¤›m›z bundan sonra da devam edecektir”.<br />

New target: Construction of oil platform<br />

Ever increasing costs of energy importation - primarily natural<br />

gas and oil - have mobilized authorities in our country just<br />

like in many other countries in the world. This in turn has<br />

placed a brand new target for Turkish shipyards:<br />

Construction of oil platform. According to the received<br />

information, one of the two platforms to be constructed<br />

by using technologies of developed countries will explore<br />

oil in the deep waters of the Black Sea and one of them<br />

in Aegean Sea. Preliminary inspections regarding the<br />

shipyards capable of constructing the first concerned<br />

platform have been completed. Accordingly, it was decided<br />

appropriate to construct the platform - which will probe<br />

for oil in the Aegean Sea will be in Tuzla and the platform<br />

which will be used for the Black Sea will be at the shipyards<br />

in Ere¤li. Each contemplated oil platform will cost Turkey<br />

between 450 and 500 million dollars. Therefore,<br />

approximately 1 billion dollars will be spent from the<br />

budget for two platforms. When it is considered that the daily<br />

rental of one platform is 500 thousand dollars, each platform will<br />

amortize itself within three years. Turkey does not possess a vessel<br />

capable of drilling for oil and natural gas in open seas. Furthermore,<br />

Sismik-1 - which is capable of only geological research - has<br />

completed its service life. Piri Reis Vessel which has the same<br />

features can not stay for a long time in open seas. Therefore Turkey<br />

- speeding up oil prospection in the Black Sea, Aegean Sea and the<br />

Mediterranean Sea - has been obliged to rent the platform.<br />

''Shipyards and Tuzla Reality'' of the Ministry<br />

Ministry of Labor and Social Security has carried out a study with<br />

a title ''Shipyards and Tuzla Reality'' regarding the occupational<br />

accidents experienced at Tuzla Shipyards Zone. According to the<br />

information given in the study, since 2002 - when a demand boom<br />

was observed in the world - very large increases have been<br />

encountered in the production and number of shipyards<br />

in Turkey which have operated with approximately 15<br />

percent capacity from 1982 till 2000. While the world ship<br />

building industry displayed a growth of 89 percent since<br />

2003, this ratio has been 360 percent in Turkey. At present,<br />

86 shipyards - 46 of which are located in Tuzla Shipyards<br />

Zone - operate in Turkey. There are 480 sub-employers<br />

in the region as of June. Whereas this number changes<br />

depending on the intensity of work, no sub-employment<br />

was observed in the region before 2002. 23.680 people<br />

are employed at present within the structure of basic and<br />

sub-employers operating in the region. Faruk Çelik - Minister<br />

of Labor and Social Security - has indicated, in his evaluation<br />

included in the study, that shipyards - number of which have been<br />

rapidly increasing in the region - have become a large employment<br />

facility in 2002 associated with increasing production. Çelik<br />

emphasizing that although field of operation has not changed,<br />

number of workers has increased from 4-5 thousands up to 30<br />

thousands and said, ''Unfortunately this increase in production<br />

and employment has not reflected in the same ratio to work safety<br />

and security measures which should be taken by the employers.''<br />

Çelik added, ''As ministry-in-charge, we carry out very strict audits<br />

in the region in order to minimize the negative events experienced.<br />

We have aimed at eliminating many problems at shipyards by the<br />

arrangements we have made in the related legislation within the<br />

scope of Employment Package. Our consistency to apply all kinds<br />

of penal sanctions - from administrative monetary penalties to<br />

shutting down of the plant - will go on from now on as well.''
