Anadolu Meslek Lisesi bünyesinde Çelik Gemi ‹nfla Bölümü aç›larak<br />

ö¤retime bafllam›flt›r. Genel olarak bu okullar Milli E¤itim<br />

Bakanl›¤›’nca, Endüstri Meslek Liseleri bünyesinde aç›ld›. Gemi<br />

Yap›m Meslek Liseleri olarak aç›lmas› düflünülmedi. Daha sonra,<br />

Rize ve Sürmene’de çelik gemi infla bölümleri aç›larak ö¤retime<br />

bafllad›. Ahflap alan›nda ise, ilk meslek lisesi 1994 y›l›nda Bart›n-<br />

Kurucaflile’de ve daha sonra 2002 y›l›nda Mu¤la-Bodrum’da aç›larak<br />

ö¤retime bafllad›.<br />

H›zl› büyümenin getirdi¤i sorunlar<br />

2002 y›l›ndan bu yana, dünyadaki yeni gemi inflaya olan talep<br />

flimdiye kadar görülmedik bir flekilde art›fl göstermifltir. Ülkemizin<br />

gemi infla sanayisi de, son befl y›ll›k dönemde dört kat büyümüfl,<br />

dünya s›ralamas›nda 23. s›radan dördüncü s›raya yükselmifltir.<br />

Tersane say›m›z ise bu dönemde, 37’den 84 ç›km›fl ve önümüzdeki<br />

dört y›ll›k dönem sonunda bu say›n›n 144’e ulaflmas› beklenmektedir.<br />

Türk tekne ve yat infla endüstrisi ise sahip oldu¤u iflgücü sayesinde<br />

infla etti¤i yatlar› rekabetçi fiyatlarla piyasaya arz edebilmektedir.<br />

Türk yat imalatç›lar›, kendi ürünleri için gerekli olan sertifika ve<br />

garantinin yan›nda kaliteyi müflterilerine sunmak suretiyle birçok<br />

mega yat inflas›n› baflar›yla tamamlam›fllard›r. Yüksek standartlara<br />

sahip yat inflas›na yönelen tersane ve tekne imal yerleri, ihracat<br />

hedefi ile müflterilerin taleplerini gerçeklefltirmek için kendilerini<br />

yeniden organize etmekte ve büyümektedirler. Bütün bu geliflmelere<br />

paralel olarak, gemi infla ve yat infla alan›ndaki bu h›zl› büyüme,<br />

yetiflmifl uzman ve ara eleman a盤› ile alan yetersizli¤i gibi baz›<br />

sorunlar› da beraberinde getirmifltir. Sektörde yaflanan patlama,<br />

istihdam ihtiyac›na da yans›m›fl, yan sanayi ile birlikte istihdam<br />

ihtiyac›n› karfl›layacak ifl tecrübesine sahip eleman s›k›nt›s› bafl<br />

göstermifltir.<br />

2004 y›l› itibariyle, ülkemizde gemi infla sektörüne ara eleman<br />

yetifltiren lise seviyesinde dört okulumuzda iki adet gemi infla, üç<br />

adet ahflap yat infla bölümünde e¤itim verilmekte idi. Fakat Gemi<br />

‹nfla ve Tersaneler Genel Müdürlü¤ü taraf›ndan; tersanelerimizde<br />

artan ifl hacmi, Genel Müdürlük kontrolünde yat›r›mlar› sürdürülen<br />

tersaneler ve yat infla yerlerinde do¤acak iflgücü ihtiyac› dikkate<br />

al›narak, e¤itimli ara iflgücünü temin etmek amac›yla Milli E¤itim<br />

Bakanl›¤›’na 27 May›s.2004 tarih ve 1496 say›l› yaz› ile talepte<br />

bulunulmufltur. Bu talebin ard›ndan, Gemi ‹nfla bölümü ile ilgili kollar<br />

deniz araçlar› yap›m› alan› içerisinde Çelik Gemi ‹nfla, Deniz Araçlar›<br />

Teçhizat Donan›m› ve Deniz Araçlar› Ressaml›¤› dallar›na ayr›lm›flt›r.<br />

Bu dallarda Kocaeli, Rize, Samsun ve Trabzon’da dokuz yeni bölüm<br />

ve ahflap yat infla bölümü ahflap teknolojisi alan› içerisine al›narak;<br />

Antalya, Bal›kesir, Bursa, Çanakkale, Giresun, ‹stanbul, Mersin,<br />

Mu¤la, Ordu ve Zonguldak illerinde 14 yeni ahflap yat ve tekne<br />

imalat› bölümü aç›lm›flt›r. 2008 y›l›nda, bölgelerinde Gemi Yap›m<br />

providing training in English to be opened. But no serious<br />

steps had been taken in this respect until Steel Shipbuilding<br />

Department was opened under Istanbul – Pendik Anatolian<br />

Maritime Vocational High School in 1994. In general, the<br />

schools were opened by the Ministry of National Education<br />

under the Industrial High Schools. It was not considered to<br />

open them as Shipbuilding Vocational High Schools. Later, the<br />

steel shipbuilding departments were opened for education. In<br />

woodwork, on the other hand, the first vocational high school<br />

was opened in 1994 in Bart›n-Kurucaflile and then in 2002 in<br />

Mu¤la-Bodrum.<br />

The problems of fast growth<br />

Since 2002, the demand for the construction of new ships has<br />

been increased in an unprecedented manner. The shipbuilding<br />

industry of our country, on the other hand, has grown by four<br />

times during the last five years and has gone up from rank 23<br />

to 4 in global listing. The number of our shipyards, on the<br />

other hand, has increased from 37 to 84 in this period and<br />

this number is expected to reach 144 at the end of the next<br />

four-year period. Turkish yacht and boat construction industry,<br />

on the other hand, can supply the yachts that it constructs<br />

with competitive prices to the market. The Turkish yacht<br />

manufacturers have successfully completed the construction<br />

of many mega yachts by offering the certificates and guarantee<br />

as well as the quality necessary for their products. The<br />

shipyards and boat construction places for yacht construction<br />

with high standards grow and reorganize themselves in order<br />

to meet the demands of customers with export target. In parallel<br />

with all these developments, this rapid growth in shipbuilding<br />

and yacht construction has caused the lack of trained experts<br />

and intermediate member and lack of area with it. The boom<br />

in the sector has also been reflected to the employment need<br />

of the sector as well and a shortage of personnel with experience<br />

to meet the need for employment has arisen together with the<br />

sub-industry.<br />

As of 2004, in four high schools training intermediate member<br />

for the shipbuilding sector in our country, education was<br />

provided in two shipbuilding and three yacht woodworking<br />

departments. However, the General Directorate of Shipbuilding<br />

and Shipyards submitted a demand to the Ministry of National<br />

Education by the letter dated 27th May 2004 and numbered<br />

1496 in order to supply trained intermediate workforce taking<br />

into account the increasing business volume at our shipyards,<br />

the shipyards for which investments are in progress as<br />

controlled by the General Directorate and the need for labor<br />

to arise at yacht construction sites. After this demand, the<br />

branches related to the Shipbuilding department have been<br />

divided as Steel Shipbuilding, Sea Vehicles Equipment and<br />

Sea Vehicles Painting under the field of construction of sea<br />

vehicles. And these branches are included in the field of nine<br />

new departments and wooden yacht construction technology<br />

departments in Kocaeli, Rize, Samsun and Trabzon and 14<br />

new wooden yacht and boat manufacture departments have<br />

been opened in Antalya, Bal›kesir, Bursa, Çanakkale, Giresun,<br />

Istanbul, Mersin, Mu¤la, Ordu and Zonguldak. Attempts have<br />

also been made before the Ministry of National Education<br />

(General Directorate of Male Technical Education) upon the<br />

requests of the governorships of Sakarya-Karasu and<br />
