Yaklafl›k olarak bu sektörde yan sanayi ile birlikte 100 bin kiflinin<br />

üstünde istihdam söz konusu. Hatta 2015 y›l›nda 160 binlere<br />

varmas› mümkün. Türkiye’de tersanecilik büyük istihdam yarat›yor<br />

ve e¤itimli, kendisini yetifltirmifl iflgücüne ciddi ölçüde ihtiyaç var.<br />

O zaman en bafltan yans›t›ld›¤› gibi as›l suçlunun tafleronlar<br />

olmad›¤› ortaya ç›kt› diyebilir miyiz?<br />

Tersanede yap›lan bir fleyi taflerona yapt›rd›¤›n›z zaman, daha<br />

uygun oluyor. Normalde 2000 kifli çal›flan bir tersanenin kadrosu<br />

asl›nda 150 - 180 kifli civar›nda. Yani siz ifli taflerona vererek,<br />

2000 kifliyi kendi iflyerinizde göstermemifl oluyorsunuz. Böylece<br />

daha küçük, daha çekirdek bir kadro ile ifl yap›yorsunuz. Ekonomik<br />

olarak da, daha uygun koflullara mal ediyorsunuz. Tersane ifli,<br />

siparifl üzerine yap›lan bir ifltir. Her ürünü siz yapamazs›n›z.<br />

Siparifl alamad›¤›n›zda elektrikçiniz, makineciniz gibi kifliler, do¤al<br />

olarak bofl otururlar. Muhakkak bu alanda alt iflveren olacak.<br />

Burada önemli olan hangi ifllerin tersane sahibi taraf›ndan<br />

yap›laca¤›, hangi ifllerin alt iflverene verilece¤inin çok iyi bir flekilde<br />

belli olmas› ve sadece alt iflverene verilecek ifllerin onlara<br />

yapt›r›lmas›. Alt iflverenlerin de, kendi bünyelerinde muhakkak ki<br />

ifl sa¤l›¤› ve ifl güvenli¤i eleman› çal›flt›rmalar› gerekiyor. Çünkü<br />

onlar ciddi tehlikeli ifller yap›yorlar. Bu nedenle, her gün bu<br />

e¤itimden geçirilmesi, dikkatlerin çekilmesi ve ifl yaparken de<br />

onlar›n kontrol edilmesi laz›m. Alt iflverenlerin en önemli<br />

sorunlar›ndan biri de, çok iyi organize olamamalar›. Belli bir<br />

alanlar› yok. Büyüklüklerini çok fazla hesaplayam›yorlar.<br />

Planlayabilseler, hem bulunduklar› alanda rahats›zl›k<br />

yaratmayacaklar, hem de ürettikleri ifl çok daha nitelikli olacak.<br />

Even it will probably reach to 160 thousands in 2015. Shipyard<br />

sector creates great employment in Turkey and trained, improved<br />

manpower is seriously required.<br />

Then, can we say that sub-contractors are not the real guilty as<br />

it is reflected from the beginning?<br />

It is more appropriate to make a work at the shipyard executed by<br />

sub-contractor. A shipyard, where normally 2000 persons work,<br />

actually has 150 to 180 workers on payroll; i.e. you show 2000<br />

persons at your workplace by making the work executed by the<br />

sub-contractor. In this way, you perform the work with a smaller<br />

and key staff and in economical terms you deliver the work with<br />

less cost. Shipyard work is executed upon orders. You can not<br />

manufacture all products. When you don’t receive any order, then<br />

your electrician, mechanic and etc. will naturally have no work to<br />

do. You must certainly have sub-contractor in this field. The important<br />

thing here is to determine exactly which works will be done by the<br />

shipyard owner, which works will be done by the sub-contractor<br />

and to make the works which will be given only to sub-contractor<br />

executed by them. Sub-contractors must certainly employ<br />

occupational safety and health personnel within their body as they<br />

perform seriously dangerous works. Therefore, it is required to<br />

provide training for those every day, to attract their attention and<br />

to inspect during performing the work. One of the sub-contractors’<br />

most important problems is not being organized very well. They do<br />

not have a particular field. They can not measure their capacity. If<br />

they can plan, they will not create any disturbance within their field<br />

and also the work produced will be more qualified.<br />

GESAD struggles for the establishment of Organized Industrial<br />

Zone but they have some difficulties in finding a place. Does<br />

your commission have any suggestion in this regard?<br />

There are shipyard areas in Tuzla Alt›nova, Kocaeli and Sakarya<br />
