.... is intended to prevent <strong>community</strong> <strong>licences</strong> becoming mere political 'tools' <strong>for</strong> vested<br />

political interests or parties.<br />

'Political party' is defined in s.6 <strong>of</strong> the Act to mean:<br />

… an organisation whose objects or activities include the promotion <strong>of</strong> the election <strong>of</strong><br />

candidates endorsed by it to a Parliament;<br />

The ABA is satisfied that there are no issues concerning any <strong>of</strong> the applicants in<br />

relation to the matters set out in paragraphs 84(2)(e) or (f).<br />

Having regard to the significant extent to which SEIMA expects to be funded by<br />

ATSIC, and without deciding whether ATSIC is an emanation <strong>of</strong> the<br />

Commonwealth, the ABA considered whether the Commonwealth, through ATSIC,<br />

was, or could be, in a position to exercise control over any <strong>broadcasting</strong> licence<br />

allocated to SEIMA.<br />

At the licence allocation hearing, SEIMA gave evidence that it deals with the<br />

regional council in relation to funding as opposed to ATSIC. Based on the evidence<br />

provided, the ABA is satisfied that the relationship between ATSIC and SEIMA<br />

would not place ATSIC in a position to exercise control over any <strong>broadcasting</strong><br />

licence allocated to SEIMA.
