program; visits to schools and tertiary institutions; close association with youth<br />
related <strong>community</strong> organisations and through its magazine and website. More than<br />
100 volunteers participated in one <strong>of</strong> Hitz FM’s recent temporary broadcasts.<br />
The committee members and staff <strong>of</strong> Hitz have had relevant experience in<br />
<strong>community</strong> or commercial <strong>radio</strong>. Hitz provides a training course <strong>for</strong> staff and<br />
volunteers that includes on-air presentation, news, production, technical support and<br />
administration.<br />

According to JOY’s Constitution, an application <strong>for</strong> membership may be rejected by<br />
the committee <strong>of</strong> management. Grievance mechanisms are available <strong>for</strong> rejected<br />
applicants.<br />
A committee <strong>of</strong> management comprises <strong>four</strong> <strong>of</strong>fice bearers and six ordinary<br />
members, which is currently divided six/<strong>four</strong> between males and females. Each<br />
<strong>of</strong>fice-bearer is elected <strong>for</strong> a three-year term and ordinary member <strong>for</strong> a two-year<br />
term by members at the annual general meeting. Six sub-committees exist to deal<br />
with programming, technical matters, sponsorship, <strong>of</strong>fice administration, operations<br />
and membership. Volunteers are appointed to the sub-committees by a selection<br />
panel comprising a member <strong>of</strong> the committee <strong>of</strong> management, station manager and a<br />
representative from the relevant sub-committee.<br />
At the time <strong>of</strong> the application, JOY had 1,867 members, including 15 <strong>community</strong><br />
organisations. JOY estimated that over half <strong>of</strong> its members live outside the<br />
Melbourne City area. It claims to have the largest membership <strong>of</strong> any gay and<br />
lesbian organisation in Victoria.<br />
In its application, JOY stated that persons must be members <strong>of</strong> the Association <strong>for</strong><br />
six months be<strong>for</strong>e they are eligible to vote at annual and special general meetings and<br />
to nominate <strong>for</strong> positions on the committee <strong>of</strong> management. The Constitution does<br />
not appear to provide <strong>for</strong> this limitation.<br />
JOY indicated that it encourages participation in the operations <strong>of</strong> the service by way<br />
<strong>of</strong> on air announcements, monthly volunteer induction sessions, newsletters,<br />
membership mailouts and advertisements in the gay and lesbian print media. A total<br />
<strong>of</strong> 160 volunteers participated in JOY’s most recent temporary broadcast.<br />
Participation in programming is ensured through election to the programming subcommittee,<br />
telephone feedback lines, annual surveys and by allowing the subcommittee<br />
meetings open to all members to <strong>of</strong>fer feedback. Monthly presenter<br />
meetings are held to provide feedback and training to presenters.<br />
