Five sub-committees have been established and are responsible <strong>for</strong> programming,<br />

<strong>of</strong>fice volunteers, website, church and <strong>community</strong> relations, and technical matters.<br />

Members <strong>of</strong> the <strong>community</strong> may participate in the sub-committees by expressing an<br />

interest. At the licence allocation hearing, Triple Seven indicated that the committee<br />

<strong>of</strong> management appoints members to sub-committees as a matter <strong>of</strong> practicality,<br />

however anyone expressing an interest can become involved. An advisory council is<br />

also proposed consisting <strong>of</strong> church heads and welfare organisations <strong>for</strong> the purpose<br />

<strong>of</strong> identifying issues <strong>of</strong> interest to Triple Seven’s <strong>community</strong> interest.<br />

Triple Seven’s proposed statement <strong>of</strong> purposes refer to fostering interest and<br />

encouraging involvement <strong>of</strong> Christians in all aspects <strong>of</strong> <strong>radio</strong> including operations<br />

and management, and providing access to organisations which support and empower<br />

the frail, vulnerable, disadvantaged and marginalised. The service intends to<br />

encourage access and participation through focus groups, newsletters and open<br />

consultation with the committee <strong>of</strong> management. At least 80 volunteers were<br />

involved in Triple Seven’s most recent test broadcast. Volunteers are provided with a<br />

manual.<br />

Financial capacity<br />

Each <strong>of</strong> the eleven applicants has provided the ABA with a range <strong>of</strong> financial<br />

in<strong>for</strong>mation relating to the operation <strong>of</strong> their services, including projections <strong>for</strong><br />

income and expenditure <strong>for</strong> the first three years <strong>of</strong> operation.<br />

On the basis <strong>of</strong> the evidence be<strong>for</strong>e it, the ABA has concluded that each <strong>of</strong> the eleven<br />

applicants has the financial capacity to provide their proposed AM and/or FM<br />

services. The ABA has concerns however about the reliance <strong>of</strong> some <strong>of</strong> the<br />

applicants on one principal source <strong>of</strong> income, namely sponsorship, to fund their<br />

services.<br />

Hitz FM, Nu Country, JOY, SEIMA, SYN FM, Triple Seven and VMCIS have all<br />

provided what appear to the ABA to be reasonably conservative estimates <strong>of</strong><br />

projected income in their first three years <strong>of</strong> operation.<br />
