SEIMA is managed by a committee <strong>of</strong> management consisting <strong>of</strong> <strong>four</strong> <strong>of</strong>fice bearers<br />

and three ordinary members who are elected by the station’s members at the annual<br />

general meeting until the general meeting after the date <strong>of</strong> election. Many <strong>of</strong> the<br />

current Board and Management Committee members have experience managing<br />

various Aboriginal cultural organisations. Others have management experience with<br />

educational bodies, <strong>community</strong> <strong>radio</strong> and in business.<br />

SEIMA proposes to establish eight committees dealing with management, music and<br />

programming, news, current affairs and documentaries, sponsorship and fundraising,<br />

members and volunteers, education and training, development and recruitment, and<br />

Friends <strong>of</strong> the Association. Currently, each committee only allows one member and<br />

one volunteer to participate. At the licence allocation hearing, SEIMA indicated that<br />

as the service develops, the size <strong>of</strong> the committees will increase to allow nonmembers<br />

with particular skills the opportunity to join.<br />

SEIMA claims that its board has a strong commitment to delivering practical and<br />

culturally appropriate training <strong>for</strong> its members and that a significant proportion <strong>of</strong> its<br />

grant funding will be channelled into training. Its Statement <strong>of</strong> Purpose reflects such<br />

focus on developing Koori controlled education skills training programs.<br />

SEIMA indicates that all members and ‘Friends <strong>of</strong> the Association’ are welcome to<br />

attend board, management and committee meetings. The Association encourages its<br />

<strong>community</strong> to participate in the service through newsletters, speaking visits to<br />

<strong>community</strong> groups, schools, TAFEs and universities, recruitment drives at local<br />

Indigenous organisations and on air announcements. Up to 50 volunteers participated<br />

in SEIMA’s most recent temporary broadcast.<br />

SEIMA also intends to conduct regular briefings and comprehensive training sessions<br />

with regard to the Code <strong>of</strong> Practice, <strong>community</strong> <strong>broadcasting</strong> legislation, and any inhouse<br />

policies. SEIMA maintains that its Board has “a demonstrated commitment to<br />

designing and delivering practical and culturally appropriate training <strong>for</strong> our members.”<br />

A significant proportion <strong>of</strong> SEIMA's grants funding is channelled into training <strong>for</strong> staff.<br />

Members with an interest in producing a show are provided with on-air support and<br />

technical advice. SEIMA maintains that its training program is responsible <strong>for</strong> providing<br />

its members with a wide range <strong>of</strong> skills.<br />

The Victorian Muslim Community In<strong>for</strong>mation Service<br />

VMCIS has submitted amended Rules <strong>of</strong> Association <strong>for</strong> certification to Consumer<br />

and Business Affairs Victoria. The proposed Rules provide <strong>for</strong> open membership<br />

which is conditional upon the approval <strong>of</strong> the committee <strong>of</strong> management. One<br />

criteria upon which an application may be rejected is if the applicant pr<strong>of</strong>esses a<br />

religion other than Islam. Grievance mechanisms exist <strong>for</strong> rejected applicants. As at<br />

May 2001, VMCIS had over 5,000 members and 45 supporting organisations, the<br />

majority <strong>of</strong> which are mosques.<br />
