STATE PERSONNEL OFFICE<br />

The State Personnel Office is structured with four Divisions, each one supporting the Mission<br />

and Vision of the State Personnel Office (SPO). The foundation of SPO is based upon the State<br />

Personnel Act, “Pursuant to the provisions of NMSA 1978, Section 10-9-12 (A), the Director shall<br />

supervise all administrative and technical personnel activities of the state.<br />

Mission:<br />

SPO provides to the State of New Mexico human resource leadership, direction, guidance and<br />

services to maximize state government’s ability to better serve the citizens of New Mexico.<br />

Vision:<br />

To be the human resource leaders, partners and experts.<br />

Divisions:<br />

Classification and Compensation Division<br />

The Classification and Compensation Division is responsible for the design and development of<br />

the classified service pay system and providing consultation, analysis and technical support on<br />

compensation matters. This includes developing job classification descriptions, conducting job<br />

evaluations and market pricing jobs among comparator state governments and organizations.<br />

Human Resource Operations Division<br />

The Human Resource Operations Division has three bureaus organized to promote effective<br />

working relationships with state agencies to understand the unique requirements of each state<br />

agency’s business needs while delivering human capital management programs in a partnership that<br />

will positively impact an agency’s mission while protecting the rights of our state employees. This<br />

division leads SPO with the administrative oversight and quality assurance of the State Personnel<br />

Board Rules and Regulations (1.7.1 NMAC to 1.7.13 NMAC) and ensuring operational consistency<br />

within applicable state and federal laws for the Executive Branch state agencies. The division<br />

provides representation on behalf of the State Personnel Director and SPO to agencies as needed.<br />

The Career Services Bureau manages and administers the NEOGOV Recruitment System and assists<br />

applicants applying for state government positions by conducting job searches and application<br />

assistance for open positions in the classified service. Personal assistance is offered on the phone<br />

and electronically to the many people who call or come into the office. The bureau also engages in<br />

outreach across the state to promote state government employment through career fairs.<br />

The Agency HR Services Bureau works in partnership with twenty (20) of the larger state<br />

agencies with the delivery of statewide human capital management consultation and guidance of<br />

agencies human capital operations, policies and services that effect approximately 21,000 full-time<br />

equivalent positions.<br />

The Shared HR Services Bureau works in partnership with forty (40) of the smaller state agencies<br />

with the delivery of statewide human capital management consultation and guidance of their<br />

human capital operations, policies and services that effect approximately 1800 full-time equivalent<br />

positions. This includes daily oversight in serving as the human resource operations for some of<br />

the agencies.<br />

Adjudication<br />

SPO’s Adjudication Bureau is responsible for conducting administrative hearings on appeals<br />

filed by state employees concerning disciplinary actions taken against them by their employer.<br />

The Administrative Law Judges conduct fair and impartial administrative hearings that allow<br />

the employee and the employee’s agency to present evidence related to the discipline. The<br />

Administrative Law Judges prepare written recommended decisions for review and final decisionmaking<br />

by the State Personnel Board.<br />

Labor Relations and Training Division<br />

The Labor Relations Bureau acts as the labor contract administrator for the State of New Mexico.<br />

In this capacity the bureau works in collaboration with various state agencies to assure consistent<br />
